Book excerpt: This paper presents the findings of the ARI Individual Ready Reserve (IRR) Training Task Force with respect to IRR attitudes, motivation, and concerns upon call-up for the Persian Gulf war. The responses to a questionnaire developed by the task force and data from three existing data bases were used to identify problems that occurred during the call-up process and assess the impact of the call-up on the IRR. The results indicated that many of the IRR soldiers were not happy about being called up, had serious concerns about their treatment at in-processing, and/or were seriously concerned about the call-up's disruption of their lives. The report summarizes their concerns and provides recommendations for improving the call-up process.

Book excerpt: Soldiers from the Individual Ready Reserve (IRR) called-up for the Persian Gulf war were tested at mobilization stations to determine the extent of skill decay since their release from active duty. Results of these tests, which included hands-on performance, written, and weapon qualification scores, were merged with data from personnel files and responses to a 31-item questionnaire on attitudes, job experience and personal impact of the call-up. The major finds were: (a) knowledge about Army jobs decayed mostly within 6 months; weapons qualification skills decayed mostly after 10 months; (b) previous skill qualification score was the strongest predictor of skill decay followed by AFQT scores; (c) skill decay was higher in Armor and Combat Engineering fields and lower in Infantry, Maintenance, and Supply fields; and (d) skill retention was higher for those who entered the IRR directly from active duty.

In response to meeting these personnel readiness concerns, the Army Reserve will require the call-up of Soldiers currently serving in the IRR. With the implementation of the 12 month mobilization policy, which will transfer training tasks from post mobilization to pre-mobilization, it is more critical than ever that Soldiers currently serving in the IRR retain their military skills and care for those issues impacting directly on personnel readiness. Current Reserve Component policy on IRR Soldiers needs to be transformed to support the Army Reserve's new operational role. The intent is to show a path to better and more intense management of IRR Soldiers designed to increase overall ability of the Army Reserve to continue to make salient and relevant contributions to the overall force structure of today's Army as it continues to support the long war.

Book excerpt: In the event of a future military mobilization, the Individual Ready Reserve (IRR) would be an immediate source of pretrained individual manpower. The IRR would be tasked to provide personnel as fillers for deploying active and reserve units and as individual casualty replacements in any theater of operations. The role of the IRR would be particularly critical in the event a mobilization were required with little or no warning. It takes time to institute a draft, substantially expand the current training base, and to produce trained and deployable soldiers. This time period would be no less than 90 days from the initial day of mobilization up to 180 days depending on the military occupational specialties (MOS) needed. It is in this first three to six months that the IRR plays such an important role. If the soldiers comprising the IRR or the personnel and training mechanisms responsible for their management are not ready, then the value of the IRR as a mobilization asset is questionable. This study examines the IRR as a mobilization asset and focuses on those elements which are critical in its early utilization. It observes that some automated systems need refining both in determining mobilization requirements and in actually effecting a mobilization call up. Training is examined in relation to skill retention and the absence of standardized and effective programs for mobilization refresher training is highlighted. The study concludes that an effective mobilization training program for the IRR needs to be implemented.
