The U.S. government's reliance on contractors, including the State Dept.'s and DoD¿s use of private security contractors in Iraq, has been well documented. What has not been so well examined is the comparative cost of using civilian employees or military members versus the cost of using contractors during contingency operations such as Operation Iraqi Freedom. One report concluded that for the 1-year period in 2004-05, the costs of the private contractor did not differ greatly from the costs of having a comparable military unit performing similar functions. This report focused on the comparison of the State Dept.'s costs to use private security contractors as opposed to using State Dept. employees to perform those same functions. Illus.

Book excerpt: Over the past decade, America's military and federal-civilian employees, as well as contractors, have performed vital and dangerous tasks in Iraq and Afghanistan. Contractors' support however, has been unnecessarily costly, and has been plagued by high levels of waste and fraud. The United States will not be able to conduct large or sustained contingency operations without heavy contractor support. Avoiding a repetition of the waste, fraud, and abuse seen in Iraq and Afghanistan requires either a great increase in agencies' ability to perform core tasks and to manage contracts effectively, or a disciplined reconsideration of plans and commitments that would require intense use of contractors. Failure by Congress and the Executive Branch to heed a decade's lessons on contingency contracting from Iraq and Afghanistan will not avert new contingencies. It will only ensure that additional billions of dollars of waste will occur and that U.S. objectives and standing in the world will suffer. Worse still, lives will be lost because of waste and mismanagement.

Book excerpt: Section 842 of the National Defense Authorization Act of 2008 (Public Law 110-181), required SIGIR to, among other things, develop a plan to evaluate various characteristics of contracting for private security contractor services in Iraq. The objective of this report was to determine the extent to which federal agencies have systematically captured financial data for private security services in Iraq since 2003, and to identify private security contractors and costs. SIGIR reviewed available data from the Departments of Defense (DoD), State (DoS) and the U.S. Agency for International Development (USAID). SIGIR recommends that the Secretaries of Defense and State and the Administrator, USAID, take the following actions: (1) Develop processes for routinely capturing financial information for all contracts and subcontracts for private security services and all other security related costs. (2) Direct program managers to consider the costs of security relative to the expected benefits for all new projects. (3) Identify security costs at the subcontractor level for all new projects. SIGIR also identifies a lesson learned applicable to other contingencies. The Department of Defense provided written comments and did not fully concur with the recommendations. The comments are addressed in the report where applicable, and a copy of their response is included in the report's Management Comments and Agency Response section. USAID and the Multi National Force-Iraq provided technical comments that are addressed where applicable in the report. The Department of State did not provide comments on this report.

Not only government agencies but also journalists, reconstruction contractors, and nongovernmental organizations frequently view them as a logical choice to fill their security needs, yet there have been a number of reports of PSCs committing serious, and sometimes fatal, abuses of power in Iraq. This study uses a systematic, empirically based survey of opinions of U.S. military and State Department personnel on the ground in Iraq to shed light on the following questions: To what extent are armed PSCs perceived to be imposing costs on the U.S. military effort? If so, are those costs tempered by positive contributions? How has the use of PSCs affected U.S. military operations in Operation Iraqi Freedom? While the military personnel did report some incidents of unnecessarily threatening, arrogant, or belligerent contractor behavior, the survey results indicate that neither the U.S. military nor State Department personnel appear to perceive PSCs to be "running wild" in Iraq. Moreover, respondents tended to consider PSCs a force multiplier rather than an additional strain on military troops, but both military and State Department respondents held mixed views regarding the contribution of armed contractors to U.S. foreign policy objectives."--P. Book excerpt: The U.S. government?s reliance on contractors, including the State Department's and Department of Defense's (DOD) use of private security contractors in Iraq, has been well documented. We and others have examined many of the challenges the government faces using contractors in Iraq, including issues related to the scope of private security contractors? activities, the challenges in providing sufficient oversight, the appropriate accountability processes, and difficulties in conducting background screenings of foreign national contractor employees. (A list of related GAO products can be found at the end of this report.) What has not been so well examined is the comparative cost of using civilian employees or military members versus the cost of using contractors, particularly private security contractors, during contingency operations such as Operation Iraqi Freedom. Generally, when costs have been discussed, the focus has been on the daily rate paid to contractor employees, rather than on the total costs of using State Department or DOD personnel. However, in October 2005, the Congressional Budget Office (CBO) issued a study that compared the cost of using military personnel, federal civilians, or contractors to provide logistic support for overseas operations. The study concluded that over a 20-year period, using Army military units would cost roughly 90 percent more than using the contractor. Also, in an August 2008 report on contractor support in Iraq, the Congressional Budget Office conducted a comparison of one contractor's costs to provide private security services in Iraq versus estimated military costs. The report concluded that for the 1-year period beginning June 11, 2004, the costs of the private contractor did not differ greatly from the costs of having a comparable military unit performing similar functions.
