Book excerpt: This paper presents research into Commonwealth supplementary funding for Indigenous education, and in particular the Northern Territory (NT) as one of the states/territories in receipt of such funding. The research was designed to point to issues and areas for future exploratory research which could be conducted to provide cost estimates for Indigenous education in the NT and identify additional Commonwealth funding required to close the gap between Indigenous and non-Indigenous educational outcomes. It is also envisaged that further research into the broader context of Indigenous expenditure in education will be facilitated. This is particularly important in view of the fact that, historically, SPP sourced funds formed a small yet significant component of the overall allocation to Indigenous education services. Arguably, under current government funding regimes, the allocations made to States and Territories through Goods and Services Tax (GST) transfers âmakes up forâ many of the shortfalls in SPPs that are identified in this discussion paper. However, the point of the paper is very specific. The exercise was not designed to focus on the calculations of NT revenue nor related dispensations to Aboriginal communities. Rather, it focuses on the history of Specific Purpose Payments, in particular the Indigenous Education Strategic Initiatives Programme (IESIP) and Indigenous Education Direct Assistance (IEDA) and their antecedents over time. In view of their avowed purpose in âclosing the gapâ by way of targeted and exceptional supplementation, these SPPs form a key reference tool for communicating funding changes and policy initiatives in Indigenous education. Despite this, they have not received focused attention in the research literature. Indeed, the degree to which there is very little prior research on these matters cannot be overstated. [p.3-4, ed]
