Book excerpt: With the 2019 promulgation of the apostolic letter motu proprio Vos estis lux mundi, Pope Francis has taken steps to fill a lacuna in the law regarding the protection of minors from sexual abuse by clergy in the Catholic Church. The Holy See called attention to this lacuna when it published "guidelines" consisting of suggestions from "various Commissions and Episcopal Conferences" for the February 2019 meeting of the Pontifical Commission for The Protection of Minors in the Church, which preceded the promulgation of Vos estis. The guidelines, or "aid to reflection," noted the need to "establish specific protocols for handling accusations against Bishops." Vos estis accomplishes this goal by providing a procedure for investigating bishops accused of such sinful, criminal actions or of negligence in the investigation and prosecution of sexual abuse by other clerics. This thesis provides a brief historical background of the penal investigation of bishops, a summary of Vos estis, and a presentation of the enhanced roles of the metropolitan archbishop and lay experts in such situations.
