Understood in the sense of education being “generally okay” , or rather, most frequently, as “not okay”. Perhaps there is an overruling nostalgic view that formerly education was better than today. In scholarly discourse there are those who maintain that the quality of education is an illusive term, with varying interpretations in different settings and by different stakeholders. In this book the complexity of the concept of education quality is recognized, but a conceptual framework is presented that makes quality, despite its complexity, amenable to rational and empirical analysis. Productivity, equity, effectiveness, efficiency and responsiveness of education systems are seen as key facets of quality. A concrete set of indicators is presented that makes for the measurement of these quality facets. In the second part of the book the quality framework is applied to an analysis of the quality of education in the Netherlands. Common sense in the Netherlands is dominated by the view that the quality of education is a course for serious concern. Some recent quality reviews take the same pessimistic outlook. However, the current overview of indicators on the Dutch system, seen from an international perspective, presents a picture that is much more positive. Still there is always room for improvement, in the case of the Netherlands this should probably be sought in diminishing the selectivity of the system as a way to improve participation in higher education.

This report is divided into two sections. Part I--"Education Counts"--presents the SSPEI's overall conception of how an indicator information system should be developed; provides recommendations for improvements in Federal data collection and reporting in six major issue areas; and includes information of direct interest to general readers, educators, policymakers, and business leaders. Part II--"An Indicator System To Monitor the Nation's Educational Health"--presents more detailed information about the six issues. It is designed to provide analysts and researchers with more substantive guidance on the six issues, identify existing data sources, and cite gaps in currently available data. The six issues relate to the six national education goals proposed by the President and governors in 1989 concerning: readiness for school; high school completion; student achievement and citizenship; science and mathematics; adult literacy and lifelong learning; and safe, disciplined, and drug-free schools. It is concluded that: a comprehensive data, information, and research system is needed to guide education policymakers' decisions; statistical indicators are powerful tools for identifying problems and galvanizing public support to address them, but a limited set of indicators can be misleading; and the information system for developing education indicators should be organized around learner outcomes, quality of educational institutions, readiness for school, societal support for learning, education and economic productivity, and equity among other factors. Book excerpt: Science, technology, engineering and mathematics (STEM) professionals generate a stream of scientific discoveries and technological innovations that fuel job creation and national economic growth. Ensuring a robust supply of these professionals is critical for sustaining growth and creating jobs growth at a time of intense global competition. Undergraduate STEM education prepares the STEM professionals of today and those of tomorrow, while also helping all students develop knowledge and skills they can draw on in a variety of occupations and as individual citizens. However, many capable students intending to major in STEM later switch to another field or drop out of higher education altogether, partly because of documented weaknesses in STEM teaching, learning and student supports. Improving undergraduate STEM education to address these weaknesses is a national imperative. Many initiatives are now underway to improve the quality of undergraduate STEM teaching and learning. Some focus on the national level, others involve multi-institution collaborations, and others take place on individual campuses. At present, however, policymakers and the public do not know whether these various initiatives are accomplishing their goals and leading to nationwide improvement in undergraduate STEM education. Indicators for Monitoring Undergraduate STEM Education outlines a framework and a set of indicators that document the status and quality of undergraduate STEM education at the national level over multiple years. It also indicates areas where additional research is needed in order to develop appropriate measures. This publication will be valuable to government agencies that make investments in higher education, institutions of higher education, private funders of higher education programs, and industry stakeholders. At the turn of the 20th century, less than one-tenth of students enrolled were expected to graduate from high school. Today, most people expect schools to prepare all students to succeed in postsecondary education and to prosper in a complex, fast-changing global economy. Goals have broadened to include not only rigorous benchmarks in core academic subjects, but also technological literacy and the subtler capacities known as 21st-century skills. To identify the most important measures for education and other issues and provide quality data on them to the American people, Congress authorized the creation of a Key National Indicators System (KNIS). This system will be a single Web-based information source designed to help policy makers and the public better assess the position and progress of the nation across a wide range of areas. Identifying the right set of indicators for each area is not a small challenge. To serve their purpose of providing objective information that can encourage improvement and innovation, the indicators need to be valid and reliable but they also need to capture the report committee's aspirations for education. This report describes a workshop, planned under the aegis of the Board on Testing and Assessment and the Committee on National Statistics of the National Research Council. Key National Education Indicators is a summary of the meeting of a group with extensive experience in research, public policy, and practice. The goal of the workshop was not to make a final selection of indicators, but to take an important first step by clearly identifying the parameters of the challenge.

Monitoring Education aims to contribute to the process of designing systems of monitoring that work. With reference to developments in the US, management strategies for achieving effectiveness are assessed and the meaning and meaningfulness of 'value-added' is considered. The author argues the importance of accurate feedback for staff on performance, of tried and tested practical advice and the setting of realistic attainment goals. Two methods of checking that the educational outcome is satisfactory are considered - the opinion of the students and the reports of inspectors. Students' views are inherently subjective, but the author argues for the validity of measuring student attitudes and makes suggestions for devising an appropriate methodology. The reports of inspectors are supposedly objective - but the assumption is challenged and inspections are shown to be subjective judgements. The reliability of superficial overviews is questioned and the validity and cost-effectiveness of inspectors' reports are investigated. This rigorous and informative study will inform and challenge all those who are responsible for ensuring that quality is achieved - from those at the chalk-face to those researching future policies in education.
