IOR-ARC is a unique organisation, as its member countries are members of various organisations like Arab League, OAU, OIC, SADC, OPEC, SAARC, APEC, ASEAN, ARF, and BIMSTEC etc. IOR-ARC also provides a common forum for these member countries. Book excerpt: Pan-regional constructions in the Indian Ocean are of relatively recent origin, are contested and remain relatively weak at present. Sub-regional constructions, on the other hand, have tended to be more focussed, especially in terms of security, and have generally been more successful. The principal purpose of this volume is to critically evaluate the debates surrounding these issues and to elucidate some of the main strengths and weaknesses of regionalism at both scales. The discussion begins at the pan-regional scale with an evaluation of pan-regional contestation, followed up by a chapter on the main pan-regional grouping – Indian Ocean Region-Association for Regional Cooperation (IOR-ARC) – which was renamed Indian Ocean Rim Association (IORA) in 2013. More than eighty per cent of global seaborne trade in oil passes through the Ocean. Access to resources is under-regulated (fishing) or has yet to be conceived (deep sea bed mining) and security concerns such as piracy and the stability of strategically located states, are propelling countries to rethink naval capabilities and priorities. This applies to littoral countries as well as to extra-regional powers such as China, Japan, European countries and the United States, each of which is keenly interested in maintaining and securing open sea-lanes of communication. The revival in maritime concern is prompting new dynamics of competition and cooperation in a region that has historically been characterised by dense cultural, economic and political networks. The Indian Ocean is an extensive and expansive space where no one power has been able to hold sway. Hence, multilateralism and open regionalism are key contributors to stability, both in terms of military as well as commercial coordination. In this issue, scholars from Asia, Europe and the US examine institutions and examples of maritime governance within the Indian Ocean including security arrangements, evolving forms of alliance building and counter-balancing, policy planning and forecasting. From a marginal relationship during the Cold War days to the participation of India at the East Asia summit in December 2005 has been a long journey. With the continued U.S. preponderance in the region and China's phenomenal rise, the countries of Southeast Asia and India have an opportunity to evolve a co-operative relationship not only with one another, but also with the major powers of the region. This book examines the areas of comprehensive security and the growing understanding between India and Southeast Asia where there is less divergence and greater convergence. The author argues that India-Southeast Asia security convergence is not and should not be aimed at any particular country. On an optimistic note he concludes that such convergence will contribute to creating harmony among the major powers of Asia to make the twenty-first century the "Asian century."
