It is an extraordinarily complex and diverse society and Indian elites show little evidence of having thought coherently and systematically about national strategy, although this situation may now be changing. Despite India`s cultural greatness and longevity as a civilization, Indian history is often dimly perceived and poorly recorded; given an oral tradition in imparting past events and the destruction of most records, much of this history is difficult to verify. Until the middle of the eighteenth century, Indians knew little of their national history and seemed uninterested in it. Four principal factors help to explain Indian actions and views about power and security: Indian geography; the discovery of Indian history by Indian elites over the past 150 years; Indian cultural and social structures and belief systems: and the British rule. Geography has imparted a view of the Indian subcontinent as a single strategic entity, with various topographical features contributing to an insular perspective and a tradition of localism and particularism. India`s unique culture reinforced this unity and imparted, first, a tendency toward diversity and accommodation to existing realities and, second, a highly developed capacity to absorb dissimilar concepts and theories. This tolerance was strengthened by the caste system, which also helped maintain an extraordinarily durable system and ethic for social relations.

Though officially unstated, but equally true, Tibet is also a Core Issue for India, strategically. Tibet is civilisationally, culturally and spiritually more closely linked to India than China. The dimensions of China-India military confrontation stand radically transformed in the 21st Century with the insertion of the nuclear and maritime dimensions diluting Chinas coercive capabilities against India. The 21st Century is likely to witness an intense Cold War between China and India which most likely could be subsumed in the evolving Cold War II between China and the United States. Contextually, the United States can no longer afford to continue as passive spectator of the China-India military confrontation in the 21st Century. Evolving geopolitical compulsions and imperatives would ultimately force the United States to dispense with its strategic ambiguities on China and Pakistan and push the United States to stand-by India in the intensifying China-India military confrontation. Such a game-changer would ensure that the United States not only stands on the right side of history but also ensures the continued strategic embedment in Indo Pacific Asia of the United States, with Indias strategic support. Although the DSSC is a tri-service professional military education institution, this study focuses primarily on the Indian Army, the largest and most influentialmilitary service in India. Collectively, U.S. personnel at the DSSC had sustained interactionsover an extended period of time with three distinct groups of Indian Army officers: seniorofficers (brigadier through lieutenant general), senior midlevel (lieutenant colonel and colonel),and junior midlevel (captain and major). The study focuses on the attitudes and values of theIndian Army officer corps over a 38-year period, from 1979 to 2017, to determine if there waschange over time, and if so, to understand the drivers of that change.
