Book excerpt: This book examines the role of China in driving and sustaining India’s post-Cold War engagement with Southeast Asia. In doing so, it provides a unique insight into the regional dimensions of the Sino-Indian relationship. India launched its Look East Policy in the early 1990s as part of a concerted effort to revive the importance of Southeast Asia in the country’s foreign policy agenda. This study assesses the role of the China factor – defined here as China’s regional role, which has been interpreted through the prism of the Sino-Indian relationship – in the inception and evolution of the policy. More specifically, it establishes the extent to which China has been raised as a priority in discourses of India’s Look East Policy and how this has varied over time from the origins of the policy through to the most recent phase of the renamed Act East Policy. Addressing the distinction between what policymakers signal in their official statements and their true or underlying motivations, the book alludes to the fact that government officials may not always reflect true intentions in their official statements, and it is often what is not said that may reveal more about their real motivations. This is particularly relevant in the context of the Sino-Indian relationship where diplomatic rhetoric often masks more competitive and confrontational aspects of the bilateral relationship. An important analysis of the interplay between India’s relations with Southeast Asia and China, this book will be of interest to academics, policymakers and students in the fields of International Relations, Asian Security, Southeast Asian politics, and in particular, Indian foreign policy, the Sino-Indian relationship, and India’s Look East/Act East Policy.

The subject of nuclear operations management has long been shrouded in secrecy, and whilst the importance of nuclear C2 cannot be disputed, there are few academic studies into how and why states develop these systems. This volume includes a comparative study of the development of nuclear C2 by four different NWS (Britain, China, India, and Pakistan) and demonstrates that, despite several differences, there is a central set of factors that remain constant. The analytical framework used in this study identifies key factors that can potentially shape the evolution and stability of nuclear C2. These factors include geostrategic (threat) environment, international norms, leadership, and control of nuclear operations (civil-military control). The book also analyses the interaction among different stakeholders within the nuclear C2 enterprise. It recognises that politicians, the military and scientists all have key but different roles to play, and the way these stakeholders have learned to co-exist with each other is explored. This volume offers a set of dynamics that could form a global norm for nuclear C2, serving as a standard for new entrants into the nuclear club. Accordingly, these countries must comprehend the interdisciplinary issues and the special role of the Indian Ocean to prevent all-encompassing wars/hostilities from widening at a global level and thereafter must flesh out plans to shield themselves. They must also understand the area’s role in working towards global peace by comprehending the above interdisciplinary issues. The role of the Indian Ocean in global peace can only be achieved through maritime partnerships between its littoral countries, and their avoidance of impulses to invite outside power(s) to balance each other’s power. However, maritime partnerships are easier said than done. At the very least, the maritime partnership between two major Indian Ocean littoral powers – India and Indonesia – is critical to shield the region from geopolitical firestorms. Hopefully, this maritime partnership’s tactic of embracing a carrot-and-stick approach will eventually persuade global powers from outside the Indian Ocean region to improve their conduct to achieve global peace.
