Drones as game changers are presented lucidly by S Gopal. Space is considered an adjunct to air power; Gp Capt AK Sachdev has analysed this aspect in relation to India’s space endeavours. IAF phased out its fleet of Canberra medium bombers in 1990. Was that a well considered decision taking into account India’s future growth as a regional and global power? The role of bombers in the air force is pithily argued by Sqn Ldr Vijainder Thakur. As aircraft exploit the air medium, air defence weapons aim to deny this freedom to aircraft and missiles. Air Marshal Anil Chopra brings forth the success of the ‘Iron Dome’ deployed by the Israelis and its role in protecting surface targets. This issue also covers India’s ‘sub-conventional deficit’ by our special correspondent and the present state of insurgency in India’s North East region by Brig R Borthakur. Gen Vijay Oberoi has highlighted the need for a structural change in India’s higher defence management. Brig Deepak Sinha has raised the issue of India’s security strategy and doctrine being on divergent paths. Maj Gen AK Chadha has emphatically put forth the need for the military in the digitalised battle field to carve out its own ‘slice of space’ for operating successfully in such a future war scenario. He presents the current situation in the PLA consequent to the crackdown by the Chinese President Xi Jinping on the wide spread corruption in the Chinese PLA. Though frequently employed in academic discussion and popular commentary on the Sino-Indian relationship, the term has rarely been critically analysed. The volume addresses the gap by examining whether the security dilemma is a useful concept in explaining the naval and foreign policy strategies of India and China. China’s Belt and Road Initiative and its expansive engagement in the Indian Ocean Region have resulted in India significantly scaling up investment in its navy, adding ships, naval aircraft and submarines. This volume investigates how the rivalry is playing out in different sub-regions of the Indian Ocean, and the responses of other powers, notably the United States and prominent Southeast Asian states. Their reactions to the Sino-Indian rivalry are an underexplored topic and the chapters in this book reveal how they selectively use that rivalry while trying to steer clear of making definite choices. The book concludes with recommendations on mitigating the security dilemma. This work will be of great interest to students of strategic studies, international relations, maritime security, and Asian politics.

Book excerpt: This book examines the role of China in driving and sustaining India’s post-Cold War engagement with Southeast Asia. In doing so, it provides a unique insight into the regional dimensions of the Sino-Indian relationship. India launched its Look East Policy in the early 1990s as part of a concerted effort to revive the importance of Southeast Asia in the country’s foreign policy agenda. This study assesses the role of the China factor – defined here as China’s regional role, which has been interpreted through the prism of the Sino-Indian relationship – in the inception and evolution of the policy. More specifically, it establishes the extent to which China has been raised as a priority in discourses of India’s Look East Policy and how this has varied over time from the origins of the policy through to the most recent phase of the renamed Act East Policy. Addressing the distinction between what policymakers signal in their official statements and their true or underlying motivations, the book alludes to the fact that government officials may not always reflect true intentions in their official statements, and it is often what is not said that may reveal more about their real motivations. This is particularly relevant in the context of the Sino-Indian relationship where diplomatic rhetoric often masks more competitive and confrontational aspects of the bilateral relationship. An important analysis of the interplay between India’s relations with Southeast Asia and China, this book will be of interest to academics, policymakers and students in the fields of International Relations, Asian Security, Southeast Asian politics, and in particular, Indian foreign policy, the Sino-Indian relationship, and India’s Look East/Act East Policy.

Book excerpt: India is growing into one of Asia’s most important military powers. Its defence budget has more than doubled in the past decade, and it imports more arms than anyone else in the world. But India is still seen as a land power focused on long, disputed and militarised borders with Pakistan and China rather than the global military force it was in the first half of the twentieth century under British rule. Is this changing? India is acquiring increasing numbers of key platforms – aircraft carriers, amphibious ships, refuelling tankers and transport aircraft – that are extending its reach to the Indian Ocean littoral and beyond. But most accounts of this build-up have been impressionistic and partial. Indian Power Projection assesses the strength, reach and purposes of India's maturing capabilities. It offers a systematic assessment of India’s ability to conduct long-range airstrikes from land and sea, transport and convey airborne and amphibious forces, and develop the institutional and material enablers that turn platforms into capabilities. It draws extensively on the lessons of modern expeditionary operations, and considers how India’s growing interests might shape where and how it uses these evolving capabilities in the future. This study finds that Indian power projection is in a nascent stage: limited in number, primarily of use against much-weaker adversaries, and deficient in some key supporting capabilities. India’s defence posture will continue to be shaped by local threats, rather than distant interests. Indian leaders remain uncomfortable with talk of military intervention and expeditionary warfare, associating these with colonial and superpower excess. But as the country’s power, interests and capabilities all grow, it is likely that India will once more find itself using military force beyond its land borders.
