It encompassed the entire area which now forms the four countries of India, Pakistan, Myanmar, and Bangladesh. India inherited a dismal economy from the British rulers at the time of Independence in 1947. Owing to poor technological and scientific capabilities, industrialization was limited and lop-sided. Agricultural sector exhibited features of feudal and semi-feudal institutions, resulting into low productivity. The political system was fragmented and the national unity was in danger. Various factors were responsible for political problems which were threatening the very existence of India as a nation. The Constitution of India adopted on November 26, 1949, became operative on January 26, 1950. It provides for two layers of Government, one at the Central level, and the other at the level of the States. A federal polity of this kind requires division of powers and responsibilities between the Centre and the States. Hence, the Constitution describes in detail the legislative powers and functions of the two tiers of Government. It is the fountain-head of all legislations. India, with a population of more than one billion, is the world?s largest democracy. The justification for British imperial rule had stressed the impossibility of Indian self-government. It establishes a federal system alongside a parliamentary system of government for both the Union and the States, as well as an independent judiciary, fundamental rights, as well as directive principles for state policy. Parliamentary system of government with certain unitary characteristics is established by the Constitution. The President is the constitutional leader of the Union's executive branch. Article 79 of the Indian Constitution establishes the President and the two Houses, Council of States (Rajya Sabha) as well as House of the People (Lok Sabha), as the Parliament of the Union. According to Article 74(1) of Constitution, the President shall be assisted and advised by a Council of Ministers, which shall have the Prime Minister as its head. Therefore, the Council of Ministers, with Prime Minister at its helm, is the true seat of executive authority.

The book narrates in lucid language that the noble and highly egalitarian missions of the Indian Republic, contained in the Preamble to the Constitution of India, could not be translated into experiential comforts for people of this country only because they were not compatible with the feudal-fascist revenue-collection-oriented structures inherited from the British. The book argues that when leaders who, after making a set of highly republican and democratically oriented development objectives for their country, adopt them as the Preamble to the Constitution of India instead of creating relevant democratic republican governance structures to implement, they deliberately pick up the regressive feudal-fascist governance structures used by the colonial government for their selfish ends. It is tantamount not only to a political scam but to a spiritual one. The author gives a twelve-point sarvodaya good governance model' as remedy to these strategic errors of our founding fathers and for making a resurgent India with the help of the mission statements of the Indian Republic enshrined in the Preamble to the Constitution of India. The author argues that the mission statements in the Preamble to the Constitution of India contain the idea of being Indians of a healthy, prosperous, and peaceful society at total or 100 percent population level. The making of India of such a society is in the hands of the people of India, especially the youth.
