Book excerpt: This book addresses the question whether Educated Indian English is more syllable-timed than British English from two standpoints: production and perception. Many post-colonial varieties of English, which are mostly spoken as a second language in countries such as India, Nigeria and the Philippines, are thought to have a syllable-timed rhythm, whereas first language varieties such as British English are characterized as being stress-timed. While previous studies mostly relied on a single acoustic correlate of speech rhythm, usually duration, the author proposes a multidimensional approach to the production of speech rhythm that takes into account various acoustic correlates. The results reveal that the two varieties differ with regard to a number of dimensions, such as duration, sonority, intensity, loudness, pitch and glottal stop insertion. The second part of the study addresses the question whether the difference in speech rhythm between Indian and British English is perceptually relevant, based on intelligibility and dialect discrimination experiments. The results reveal that speakers generally find the rhythm of their own variety more intelligible and that listeners can identify which variety a speaker is using on the basis of differences in speech rhythm.

English is omnipresent; in TV, in radio, in print media, at every corner of larger urban areas. Indian English is considered as one of the most important English varieties throughout the world. “It nevertheless constitutes a minority lect” (Schneider 2007:161), since only approximately 11 percent of the Indian population have a command of English (2001 Census of India). Indian English comes in a range of varieties with distinct phonological features, highly influenced by local languages. But India has also produced its own standard variety, which is comparable to standard (British) English, yet has some features characterizing it as Indian (Kachru 1983:73). This essay presents the context and current position of Indian English and discusses this English variety within McArthur’s, Kachru’s and Schneider’s models of English. Moreover, it outlines the most striking phonological features of Indian English, which mark this English variety as Indian.

But even though the country is on the road to a better future, there are still many problems that have to be solved. Of course there are problems like poverty, environmental issues and so on. But one problem in India is the fact that the country itself is not unified, many different ethnic groups are living there and over 500 different languages are spoken. One of the many languages spoken is English. Almost every Indian gets in contact with English at one point of his live. It is the medium of instruction in most of the schools as well in universities. And in order to get an occupation, for example in the civil service in India, one has to master English, alongside with Hindi and another regional language as well. Over the last 200 years, it has been established as a lingua franca in India, a language that unites a country where 500 different languages are spoken. But how important is English in India, and what is its history and status? Also it has to considered, whether Indian English has become an own variety of English. It is, as mentioned, being used and spoken in India for over two centuries now and certain features, in written as well as in spoken language, developed in the course of time. Some of them are obvious to the native speaker, others not. Some might even sound or look rather comical to someone not familiar with the features of this variety. But what are those features and by whom are they used? Another question that also arises is how, where and by whom English is used. Is it a language of the common people, the poor classes, or is it a language used only by a small group of people and who might those people be?

After the British East India Company conquered the vast province of Bengal, Britons confronted the apparent anomaly of a European trading company acting as an Indian ruler. Responding to a prolonged crisis of imperial legitimacy, British officials in Bengal tried to build their authority on the basis of an 'ancient constitution', supposedly discovered among the remnants of the declining Mughal Empire. In the search for an indigenous constitution, British political concepts were redeployed and redefined on the Indian frontier of empire, while stereotypes about 'oriental despotism' were challenged by the encounter with sophisticated Indian state forms. This highly original book uncovers a forgotten style of imperial state-building based on constitutional restoration, and in the process opens up new points of connection between British, imperial and South Asian history.
