A majority of the borrowers had one or more problems on the credit delivery system. Such problems could be grouped broadly under two categories, viz., during and after obtaining loans. Problems in obtaining loans included complicated procedures, lack of previous experience, distant location of the bank, and bribe. The analysis carried out in this book has clearly brought out the fact that in agricultural credit there are two classes of borrowers. One class, which has smaller land holdings, lesser capital equipment and is at the lower end of economic prosperity. This cooperative borrower class mainly comprises the small and marginal farmers. The other class which emerges is basically the capitalist farmer who takes up farming on a commercial basis. This class is more sophisticated having larger land holdings and higher amounts of capital equipment. All the articles in this book are research oriented and give insight to the concept of Federalism. This book will be a valuable reference for researchers, professionals, Academicians and Policy experts and students.

The book, instead of looking for global best practices and evaluating them to assess the possibility of replicating these domestically, looks inward at the best practices and experiences within Indian states, to answer questions such as -- how the agricultural growth process can be speeded up and made more inclusive, and financially viable; are there any best practices that can be studied and replicated to bring about faster growth in agriculture; does the prior hypothesis that rapid agricultural growth can alleviate poverty faster, reduce malnutrition, and augment farmers’ incomes stand? To answer these questions, the book follows four broad threads -- i) Linkage between agricultural performance, poverty and malnutrition; ii) Analysing the historical growth performance of agricultural sector in selected Indian states; iii) Will higher agricultural GDP necessarily result in higher incomes for farmers; iv) Analysing the current agricultural policy environment to evaluate its efficiency and efficacy, and consolidate all analysis to create a roadmap. These are discussed in 12 chapters, which provide a building block for the concluding chapter that presents a roadmap for revitalising Indian agriculture while ensuring growth in farmers’ incomes.

India also prides itself of being one of the largest producers in the world of rice, wheat, milk, fruits and vegetables. Then why is India home to a large population of malnourished people? Is it because of threats like El Nino/cyclone or poor efficiency of supply chain in agricultural warehousing? The contribution of agriculture to our gross domestic product (GDP) is constantly declining (i.e. declined from 15.2 percent in 2012 to current 13.9 percent in 2013). Despite the low contribution to our GDP approximately 55% of our population is engaged in agriculture. This clearly shows a large proportion of our population sharing a very low proportion of economic wealth resulting in poor working and living conditions for a large section of Indian farmers. This is the main reason for currents shift from farm employment to non-farm sectors even in rural areas. This is also resulting in an exodus of individuals from rural areas to urban centers. The paper discusses current scenario and challenges and role of transnational corporations in Agriculture in India.

Book excerpt: From a country plagued with chronic food shortage, the Green Revolution turned India into a food-grain self-sufficient nation within the decade of 1968-1978. By contrast, the decade of 1995-2005 witnessed a spate in suicides among farmers in many parts of the country. These tragic incidents were symptomatic of the severe stress and strain that the agriculture sector had meanwhile accumulated. The book recounts how the high achievements of the Green Revolution had overgrown to a state of this ‘agrarian crisis’. In the process, it also brings to fore the underlying resilience and innovativeness in the sector which enabled it not just to survive through the crisis but to evolve and revive out of it. The need of the hour is to create an environment that will enable the sector to acquire the robustness to contend with the challenges of lifting levels of farm income and coping with Climate Change. To this end, a multi-pronged intervention strategy has been suggested. Reviving public investment in irrigation, tuning agrarian institutions to the changed context, strengthening of market institution for better farm-market linkage and financial access of farmers, and preparing the ground for ushering in technological innovations should form the major components of this policy paradigm.

Farmer’s welfare being central to any agricultural policy makes it very pertinent to study how a value chain works and can be strengthened further to realize this policy goal. This book adds value to the existing research by studying the value chains end-to-end across a wide spectrum of agricultural commodities with the holistic lens of CISS-F. It is not enough that a value chain is competitive but not inclusive or it is competitive and inclusive but not sustainable. The issue of scalability is very critical to achieve macro gains in terms of greater farmer outreach and sectoral growth. The research undertaken here brings out some very useful insights for policymaking in terms of what needs to be done better to steer the agricultural value chains towards being more competitive, inclusive, sustainable and scalable. The value chain specific research findings help draw very nuanced policy recommendations as well as present a big picture of the future direction of policy making in agriculture.

Book excerpt: India’s recent performance in agriculture has been favorable, with agricultural production growing over the past 30 years. Yet there is widespread consensus that, relative to the rest of the economy, agriculture is lagging and that it can and must do much better to support india’s overall high economic growth and dynamism. This book explores the future and presents the audacious question: what could the agricultural sector in India look like 30 years from now and how should it look if it is to successfully meet the needs of the country’s affluent society? In order to address this question, this book proposes a set of recommendations that should be implemented on a priority basis. These recommendations are as follows: (i) make public programs much more focused and effective; (ii) recognize water as a critical, long-term constraint to India’s agricultural growth and give top priority to significantly improving the efficiency of water use; (iii) promote new high-yield seeds and related technologies, including mechanization, to improve yields and productivity; (iv) improve the effectiveness of agricultural research and extension; (v) support further improvements of the farm-to-market value chain and reduce spoilage; and (vi) improve markets and incentives related to agriculture through reforms of prices, trade, and subsidies. The vision of what India’s economy in 2040 should and can look like, with an affluent and modern agricultural sector, will require fundamental changes in both the demand and supply sides of Indian agriculture. The vision is based not on projections but on how India’s agricultural sector needs to adapt to match the economy’s progress as a whole. This vision is plausible but it is by no means certain.
