Book excerpt: In terms of the wild violence, social mayhem, political and religious contention, India finds itself in the filament of failed or failing states in the neighborhood. The region is described as the most dangerous, unstable and anarchic part of the world sourcing uncontrolled 'terrorism'. This unrestricted terrorism has led to the nuclearisation of the region, claims Bharat Karnad, well known scholar.1 India achieved independence on 15 August 1947 and almost immediately marched to the front lines of the movement for universal nuclear disarmament. Mohandas Karamchand Gandhi, (known as father of Nation in India) while writing in the Harijan2 in September 1948, said, 'I regard the employment of the atom bomb for the wholesale destruction of men, women and children as the most diabolical use of science.'3 India introduced a resolution in the United Nations General Assembly (UNGA) in 1948 that stressed the need for effective international control of atomic energy4 followed by the proposal submitted to UN in 1949, designed to restrict the spread of nuclear weapons.5 In 1954, India became the first country pressing for putting an end to the nuclear weapons6 by proposing a non-discriminatory non- proliferation treaty (NPT in 1965). Initially, India's behavior tallied to its non- proliferation and disarmament stance. It is widely believed among the Indian scholars that India's interest in nuclear technology was limited to its peaceful uses, such as the production of economical electricity.

India is one of the world’s fasted growing economies and, consequently, energy markets. It is confronted with the challenge of closing the vast gap between energy demand and supply and additionally considering climate change. Currently, India’s energy mix is dominated by fossil fuels such as oil and coal, which has to be imported and makes the country dependent on global price fluctuations. Nuclear power is an energy resource that could increase India’s energy security and fulfil the needs of guaranteeing both economic growth and environmental sustainability for India. This paper analyses India’s Nuclear Energy Policy, its three stage nuclear plan and its historical development. Due to lacking civil nuclear cooperation with other countries and few uranium reserves of bad quality, India was not able to develop and unfold its nuclear program over the last decades. An important step towards a larger share of nuclear power has been the Indo-US nuclear deal, which the Indian government appreciates very much, as it opened up trade options for technology and fuel for India. Morever, this paper focuses on legal issues concerning nuclear energy, its advantages and disadvanteges and will also give critique on the implementation and integration of the policy. It will conclude that nuclear energy has a lot of obstacles, but is an important alternative option for India to become independent from fossil fuels.

Technologies are rarely, if ever, socially isolated artefacts. Instead, they materially represent an embodiment of values and priorities. Nuclear power is no different. It is a product of a particular political economy and the question is whether that political economy can helpfully engage with the challenge of addressing the environmental crisis on a finite, inequitable and shared planet. For developing countries like India, who are presently making infrastructure investments which will have long legacies, it is imperative that these investments wrestle with such questions and prove themselves capable of sufficiency, greater equality and inclusiveness. This book offers a critique of civilian nuclear power as a green energy strategy for India and develops and proposes an alternative "synergy for sustainability." It situates nuclear power as a socio-technical infrastructure embodying a particular development discourse and practice of energy and economic development. The book reveals the political economy of this arrangement and examines the latter’s ability to respond to the environmental crisis. Manu V. Mathai argues that the existing overwhelmingly growth-focused, highly technology-centric approach for organizing economic activity is unsustainable and needs to be reformed. Within this imperative for change, nuclear power in India is found to be and is characterized as an "authoritarian technology." Based on this political economy critique the book proposes an alternative, a synergy of ideas from the fields of development economics, energy planning and science, technology and society studies.

An online consultation on nuclear power and the role of the private sector: www.direct.gov.uk/nuclearpower2007 was produced at the same time. This White Paper sets out the Government's decision taken in response to the consultation. The Government believes it is in the public interest that new nuclear power stations should have a role to play in the country's future energy mix alongside other low-carbon sources; that energy companies should have the option of investing in them; and that the Government should take active steps to open up the way to the construction of new nuclear power stations. It will be for the energy companies to fund, develop and build the new stations, including meeting the full costs of decommissioning and their full share of waste management costs. Section 1 summarises the consultation process. Section 2 addresses the key issues that arose from the consultation and how they have been taken into account in shaping policy and reaching conclusions. Section 3 outlines the facilitative actions the Government will take to reduce the regulatory and planning risks associated with investing in new nuclear power stations. Finally there are three annexes: alternatives to nuclear power; justification and strategic siting assessment processes; regulatory and advisory structure for nuclear power.
