Primary Health Centres (PHC) and sub centres span the country, yet the gap between population control policies and prgramme implementation remains wide and deep. may be the cutting edge is not quite effective. This is view, the present book takes a closer look at PHCs-from a management perspective. Towards this attention has been paid to two contrasting states (Maharashtra and Uttar Pradesh), and within them four districts and 66 PHCs. About 1015 grass roots functionaries have been interviewed. Both personal background and personnel aspects of the functionaries are noticeably different.
