Despite these complicating factors, India has to engage this challenge because a pathway to development innocent of climate change is no longer possible. The volume seeks to encourage public debate on climate change as part of India’s larger development discourse. This volume brings together leading researchers and practitioners—negotiators, activists, and policymakers—to lay out the emergent debate on climate change in India. Through these chapters, the contributors hope to deepen clarity both on why India should engage with climate change and how it can best do so, even while appreciating and representing the challenges inherent in doing so.

While the IPCC assessment reports largely provide a global perspective on climate change, the focus on regional climate change aspects is considerably limited. The effects of climate change over the Indian subcontinent involve complex physical processes on different space and time scales, especially given that the mean climate of this region is generally shaped by the Indian monsoon and the unique high-elevation geographical features such as the Himalayas, the Western Ghats, the Tibetan Plateau and the adjoining Indian Ocean, Arabian Sea, and Bay of Bengal. This book also presents policy relevant information based on robust scientific analysis and assessments of the observed and projected future climate change over the Indian region.

This Handbook brings together prominent voices from India, including policymakers, politicians, business leaders, civil society activists and academics, to build a composite picture of contemporary Indian climate politics and policy. One section lays out the range of positions and substantive issues that shape Indian views on global climate negotiations. Another delves into national politics around climate change. A third looks at how climate change is beginning to be internalized in sectoral policy discussions over energy, urbanization, water, and forests. The volume is introduced by an essay that lays out the critical issues shaping climate politics in India, and its implications for global politics. The papers show that, within India, climate change is approached primarily as a developmental challenge and is marked by efforts to explore how multiple objectives of development, equity and climate mitigation can simultaneously be met. Book excerpt: The disturbing changes occurring in the global climate and environment has been a matter of concern for the current generation. The issue of climate change due to human activities can be analysed under two broad categories: emissions of Greenhouse Gases (GHGs) and the nearly irreversible damage to the environment. Reducing emissions of GHGs is intimately connected with economic issues and hence a matter of global politics. It needs to be handled through global negotiations and, ultimately, through the use of alternate sources of energy and clean technology. The second category is more dangerous, since the recovery process will be extremely slow and the corrective measures more complicated than those for the GHG abatement. Large-scale mass movements, and not mere government policies or laws, are necessary to tackle this factor.

India has always been subject to a large degree of climate variability. This is likely to be accentuated by climate change. As a part of voluntary actions to address climate change related concerns, India launched the National Action Plan on Climate Change in June 2008. It stresses the need to maintain a high growth rate for improving living standards of the vast majority of people of India and, at the same time, to reduce their vulnerability to the adverse impacts of climate change. This book looks at the impending perils of climate change and underscores the need for timely remedial measures to deal with the emerging crisis.

Understanding the full ramifications of climate change on tropical cyclones is a task that will takes several decades. In Climate Change 2007, the Fourth Assessment Report of the United Nations Intergovernmental Panel on Climate Change (IPCC) a high probability of major changes in tropical cyclone activity across the various ocean basins is highlighted.

Humanity is risking the health of the natural environment through a myriad of interventions, including the atmospheric emission of trace gases such as carbon dioxide, the use of ozone-depleting chemicals, the engineering of massive land-use changes, and the destruction of the habitats of many species. It is imperative that we learn to protect our common geophysical and biological resources. Although scientists have studied greenhouse warming for decades, it is only recently that society has begun to consider the economic, political, and institutional aspects of environmental intervention. To do so raises formidable challenges of data modeling, uncertainty, international coordination, and institutional design. Attempts to deal with complex scientific and economic issues have increasingly involved the use of models to help analysts and decision makers understand likely future outcomes as well as the implications of alternative policies. This book presents in detail a pair of models of the economics of climate change.
