Book excerpt: 'Attitudinal change' in the context of economic reforms has been referred to in Rodrik and Subramanian (2005), DeLong (2003), Kohli (1989), and Panagariya (2004, 2008). This dissertation provides empirical support for this literature, establishing an earlier start for India's economic policy liberalisation than presented in stylized accounts. It demonstrates the endogenous nature of the origins of these policy shifts. 'Attitudinal change' literature had directed attention to the need for further research into India's policy changes of the early 1980s and for studying broader comparability issues in other developing countries. This research makes a contribution towards filling these gaps. This dissertation shows that India started its economic liberalisation under the Indira Gandhi administration from 1980 to 1984. These findings depart from the conventional view that India's economic policy changes were initiated by the Narasimha Rao government in 1991, or by the Rajiv Gandhi administration in the mid to late 1980s. The dissertation establishes that policy shifts of the early 1980s had endogenous origins in the political leadership's attitudinal changes. The Indira Gandhi administration of the early 1980s revisited the statist policies of its previous tenure from 1966 to 1977. The new approach entailed more openness towards private enterprise, scaling back the role of the public sector, and starting India's integration into the global economy. The dissertation also discusses the comparable role of attitudinal changes at the start of China's policy liberalisation led by Deng Xiaoping from 1978 to 1982. It focuses on the significance and challenges faced by China's political leadership in bringing about societal attitudinal change. The dissertation concludes by drawing comparisons between India and China, developing a linkage between their endogenous attitudinal changes and economic policy liberalisation.

Book excerpt: This book examines a central element of social welfare, old age security, exploring the history of policies in both developed and underdeveloped countries to assess their structure, ideology and effectiveness. The authors test five theoretical perspectives on old-age security policy in four industrial nations (the United States, the United Kingdom, Sweden, Germany) and three developing countries (India, Nigeria, Brazil), challenging the view that old age policy is the outcome of class conflict between capital and labour. Instead, the authors adopt a neo-pluralist perspective which emphasizes the influence of ethnic religious and regional groups, as well as "the grey lobby", over that of class-based groups. The authors attempt to test ideas derived in part from these historical case studies by analysing quantitative data from a broader sample of countries (18 industrial nationa and 32 developing nations), and they use these results to anticipate future policy developments in the U.S.

On the contrary, many were consummate politicians who exercised considerable degrees of autonomy until the disintegration of the princely states after independence. Ramusack's synthesis has a broad temporal span, tracing the evolution of the Indian kings from their pre-colonial origins to their roles as clients in the British colonial system. They hunted sea mammals, fished in coastal waters, and harvested shellfish. To celebrate the deep-water spirits, they sacrificed the tail and fins of the most powerful and awesome denizen of their maritime world—the whale. These Native Americans were whalemen, integral to the origin and development of the first American whaling enterprise in the years 1650 to 1750. America’s Early Whalemen examines this early chapter of an iconic American historical experience. John A. Strong’s research draws on exhaustive sources, domestic and international, including little-known documents such as the whaling contracts of 340 Native American whalers, personal accounting books of whaling company owners, London customs records, estate inventories, and court records. Strong addresses labor relations, the role of alcohol and debt, the patterns of cultural accommodations by Native Americans, and the emergence of corporate capitalism in colonial America. When Strong began teaching at Long Island University in 1964, he found little mention of the local Indigenous people in history books. The Shinnecocks and the neighboring tribes of Unkechaugs and Montauketts were treated as background figures for the celebratory narrative of the “heroic” English settlers. America’s Early Whalemen highlights the important contributions of Native peoples to colonial America.
