India-China Relations: Future Perspectives is a collection of eighteen essays by eminent Indian and Chinese scholars, diplomats and political personalities, who look at the complex and multi-layered relationship from different perspectives covering various domains such as civilizational dialogue through history, the 1950s brotherhood, the border, and various other issues pertaining to education, agriculture, security, defense and economic complementarities etc. The complex and multi-layered character of the relationship makes it difficult to define as an adversarial or competitive, for there has been cooperation at various levels between the two, such as climate change and many other multilateral forums like G20 and BRICS. Notwithstanding the cooperation, there have been incremental yet cautious approaches towards cooperation in various fields from both the sides. As the global economic and political scenario is undergoing a tremendous change, and its shift to Asia is visible, the contributors feel that India and China need to handle the hypersensitive issues with care and tap the existing complementarities appropriately, or else the Asian century would not only be a distant dream, but could also endanger the peace and stability of the region and the world.

Perestroika and Glasnost, useful as they might be, came too late to radically improve the poisonous atmosphere of enmity in East-West relations. The end of the Cold War did not mean the end of rivalry. Good will in this case did not guarantee good outcomes. As civilizational, cultural, personal and religious contradictions begin to replace economic and social divides, we need to be fully aware of our past if we are to do our best to resolve these issues.

Some go so far as to predict a future of conflict, driven by the inevitable rivalry between an established and a rising power, and urge their leaders to prepare now for a future showdown. Others argue that the deep economic interdependence between the two countries and the many areas of shared interests will lead to more collaborative relations in the coming decades. In this book, James Steinberg and Michael O'Hanlon stake out a third, less deterministic position. They argue that there are powerful domestic and international factors, especially in the military and security realms, that could well push the bilateral relationship toward an arms race and confrontation, even though both sides will be far worse off if such a future comes to pass. They contend that this pessimistic scenario can be confidently avoided only if China and the United States adopt deliberate policies designed to address the security dilemma that besets the relationship between a rising and an established power. The authors propose a set of policy proposals to achieve a sustainable, relatively cooperative relationship between the two nations, based on the concept of providing mutual strategic reassurance in such key areas as nuclear weapons and missile defense, space and cyber operations, and military basing and deployments, while also demonstrating strategic resolve to protect vital national interests, including, in the case of the United States, its commitments to regional allies.

China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

In Anti-Colonialism and the Crises of Interwar Fascism, Michael Ortiz makes the case that fascism should be understood, in part, as an imperial phenomenon. He contends that the Age of Appeasement (1935-1939) was not a titanic clash between rival socio-political systems (fascism and democracy), but rather an imperial contest between satisfied and unsatisfied empires. Historians have long debated the extent to which Western imperialisms served as ideological and intellectual precursors to European fascisms. To date, this scholarship has largely employed an “inside-out” methodology that examines the imperial discourses that pushed fascist regimes outward, into Africa, Asia, and the Americas. While effective, such approaches tend to ignore the ways in which these places and their inhabitants understood European fascisms. Addressing this imbalance, Anti-Colonialism adopts an “outside-in” approach that analyses fascist expansion from the perspective of Indian anti-colonialists such as Jawaharlal Nehru, Subhas Bose, and Mohandas Gandhi. Seen from India, the crises of Interwar fascism-the Second Italo-Ethiopian War, Spanish Civil War, Second Sino-Japanese War, Munich Agreement, and the outbreak of the Second World War-were yet another eruption of imperial expansion analogous (although not identical) to the Scramble for Africa and the Treaty of Versailles. Whether fascist, democratic, or imperialist, Europe's great powers collectively negotiated the fate of smaller nations.
