Download or read book Independent Public Service Pensions Commission written by Malcolm McIntosh and published by Stationery Office/Tso. This book was released on 2010-10-01 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: Produced by the Independent Public Services Pensions Commission, this interim report, under the chairmanship of Lord Hutton, looks at the future of public service pensions. The report asks are public service pensions on a fair and sustainable footing and offering the best possible value for money to the taxpayer? Also, do they provide an adequate retirement income for public service employees, which includes people employed in the civil service and local government? The report argues that the present situation is not tenable and that a more prudent approach is needed to meet the cost of public service pensions. One proposal is that there should be an increase in pension contributions for public service employees. A final report, to be produced in 2011, will look at a wider range of radical solutions that might represent a better balance between the need for fairness between taxpayers and scheme members and also allowing for the increase in life expectancy. The report is divided into nine chapters, with nine annexes.

Book excerpt: Lord Hutton of Furness has published his final report on public service pension provision in which he set out his recommendations to the Government on pension arrangements that are sustainable and affordable in the long term, fair to both the public service workforce and the taxpayer and consistent with the fiscal challenges ahead, while protecting accrued rights. The interim report found that the current public service pensions structure has been unable to respond flexibly to workforce and demographic changes which has led to: rising value of benefits due to increasing longevity; unequal treatment of members within the same profession; unfair sharing of costs between the employee, the employer and taxpayers and barriers to increasing the range of providers of public services. Lord Hutton has set out 27 recommendations, including: that an employee's pension entitlement should be linked to their career average earnings; that existing members be moved to the new scheme but accrued rights be protected for pensions built up to date, maintaining the final salary link to past service; that the Government should increase the normal member's pension age in the new schemes so they are in line with state pension ages; that uniformed services should have normal pension ages of 60; that members contributions be tiered according to their earnings with lower contribution rates for people on lower incomes.

Book Public service pensions

Download or read book Public service pensions written by Great BritainH.M. Treasury and published by The Stationery Office. This book was released on 2011-11-02 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this paper the Government sets out its preferred scheme design for public service pensions. It is built on the foundations laid by Lord Hutton in his report (Independent Public Service Pensions Commission: final report, 2011, ISBN 9780108510410). The cost of public service pensions paid out has risen by over a third over the last ten years to £32 billion a year. Reforms to date have been insufficient to reverse the increase in costs of public service schemes from rising longevity. The Government's offer is: benefits already earned are protected; for those in final salary schemes, those past benefits will be linked to their final salary when they leave the scheme or retire; public service workers with ten years or less to their current pension age, will see no change in when they can retire; Government will continue to pay more overall toward pension benefits than the workforce. The scheme design will ensure: guaranteed, index-linked pension benefits on retirement; an accrual rate of 1/60ths and earnings indexation for benefits while still working in the public service; fairer distribution of benefits across the workforce; and, that most low and middle earners working a full career will receive pension benefits at least as good as they get now. But in return, the Government is asking public service workers to pay more towards their pensions and work a bit longer. The Government's offer is conditional on the trades unions and the Government reaching agreement on the reforms.

Download or read book Pensions written by Sinéad Agnew and published by Bloomsbury Publishing. This book was released on 2020-08-20 with total page 416 pages. Available in PDF, EPUB and Kindle. Book excerpt: State pensions are the largest item in the UK social security budget, costing £96.7 billion in 2017/18. In the same year, 45.6 million people were members of UK occupational pension schemes (out of a total population of 66.4 million) and the total amount saved into workplace schemes in 2018 was £90.4 billion. A consequence of the pensions sector's large size has been that pensions law and social security law have become increasingly specialised areas of practice. Yet despite their social and economic importance and the fascinating legal issues they generate, pensions have not been the subject of sustained academic attention. This book starts to fill this gap by initiating a dialogue between practitioners and scholars working on pensions law and policy, groups who have much to learn from one another.

Book Review of Compensation Levels Incentives and the Clinical Excellence and Distinction Award Schemes for NHS Consultants

Download or read book Review of Compensation Levels Incentives and the Clinical Excellence and Distinction Award Schemes for NHS Consultants written by Review Body on Doctors' and Dentists' Remuneration and published by The Stationery Office. This book was released on 2012-12-17 with total page 202 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Review Body on Doctors' and Dentists' Remuneration is an independent body that makes recommendations to the Prime Minister, the Secretary of State for Health, and the appropriate Ministers and departments in Scotland, Wales and Northern Ireland in respect of pay. The Review takes in account the following considerations: (i) The need to recruit, retain and motivate doctors and dentists; (ii) Regional/local variations in labour markets; (iii) The funds available to the Health Departments; (iv) The overall strategy of the NHS in respect of patient care. The consultant body is comprised of the most senior medical and dental staff in the NHS, who have expert knowledge in their specialities. The Review Body concludes that the overall compensation for consultants is appropriate, but has some reservations about existing schemes and believes that awards should not be a substitute for pay progression. The Review Body outlines a proposed integrated package and career structure for consultants.

Book Pensions Imperilled

Download or read book Pensions Imperilled written by Craig Berry and published by Oxford University Press. This book was released on 2021-01-11 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: Private pensions provision in the UK is in crisis, yet it is not the crisis often depicted in political and popular discourses. While population ageing has affected traditional pensions practice, the imperilment of UK pensions is due in fact to the peculiar way policy-makers have responded to wider social and economic change. Pensions are a mechanism for managing failed futures, yet this function is being impeded by the individualization of provision. This book offers a political economy perspective on the development of private pensions, focusing specifically on how policy elites have sought to respond to perceived crises of demographic change, under-saving, and fund deficits, and in doing so have absorbed imperatives to subject individuals to a market-led regime under the influence of neoliberal ideology. This terrain is explored through chapters on the historical and comparative context of UK pensions provision, the demise of collectivist provision, the rise of pensions individualization and the state's role as facilitator and regulator in this regard, and the financial and economic context in which pensions provision operates. By placing the UK system in a comparative context of pensions reform agendas across the world, this book offers an original understanding of the unique temporality and materiality of pensions provision as a set of mechanisms for coping with generational change and forecast failures in capitalist economies. It also presents a nuanced account of the extent to which the state acts to anchor the process of pensions rematerialization and, crucially, concludes by outlining a coherent and radical programme of progressive pensions reform.

Book Pension Ponzi

Download or read book Pension Ponzi written by Bill Tufts and published by John Wiley & Sons. This book was released on 2011-01-25 with total page 231 pages. Available in PDF, EPUB and Kindle. Book excerpt: The vast majority of Canadians are blissfully unaware that every man, woman and child in Canada now owes a $35,000 share of government debt and must pay this back, with interest! Make no mistake, this debt will change our country and affect every single Canadian in the decades to come. You may think you have planned for your retirement and are safe, but the government must find a way to recover this borrowed money, and they can only do that by raising your taxes and reducing your hard-earned benefits. How did this debt come about, and why can't we simply pay it off? Pension Ponzi lays the blame squarely at the feet of the politicians who refused to stand up to Canada's public sector unions. The fact is Canada's public sector, which accounts for 20% of the workforce, has been grossly overpaid relative to their counterparts in the private sector with cushy pensions paid for with your taxes and new debt. There is no denying that the country does not have the financial resources to ensure that the next generation of Canadians will have the same standard of living as the ones before it-or to support our growing seniors population. Meeting our public sector pension obligations will break the current social safety net that is a pillar of the Canadian way. Can you escape this bleak future? Can you afford to live longer? Nationally-recognized pension expert Bill Tufts and award-winning journalist Lee Fairbanks explore how this catastrophe came about and then suggest ways that government can fix what's broken, and how you as an individual can protect yourself from the financial calamity that is about to engulf Canada.

Book Pensions and Legal Policy

Download or read book Pensions and Legal Policy written by Amanda Cooke and published by Bloomsbury Publishing. This book was released on 2021-02-11 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: This monograph explores the historical position of pensions law in the UK and the recent influences which have led to the introduction of Auto-Enrolment and subsequent reforms. Alternative models, such as the US and Australia, are also considered as well as the function of law in bringing about political changes. The question of saving for retirement is of national and international importance and many governments are wrestling with the issue of how to deal with the pension funding crisis. Consequently political policy has, in many cases, combined with behavioural science to inform new laws which have acted to shift the burden from the state into the private sector. Around the world responsibility is being moved onto individuals and employers as the state retreats from provision of state support in retirement; this book offers a sophisticated analysis of the role of legal intervention to facilitate this shift. The book explores the work of behavioural economics, its global influence on understanding financial decision-making and its application to legislation which seeks to influence consumer outcomes. Drawing on qualitative empirical research to explore the experience of implementation of Auto-Enrolment, this timely work considers the interaction with the work of behavioural science to highlight the social costs of the new regulatory regime.

Book The impact of the 2007 8 changes to public service pensions

Download or read book The impact of the 2007 8 changes to public service pensions written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2010-12-08 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Changes made in 2007-08 to the pension schemes of civil servants, NHS staff and teachers are on course to deliver significant savings and stabilise pension costs around their current levels as a proportion of GDP. Yet the value for money of the changes cannot be demonstrated, because the Treasury and employers did not agree the long term role of pensions in recruitment and retention of staff and the Treasury no longer has a financial objective against which to monitor the impact of the changes. And there is a risk that overall costs to taxpayers will be greater as a proportion of GDP, if growth in GDP is permanently less than expected. The 2007-08 changes affected schemes that account for nearly three-quarters of UK public service pay-as-you-go pension payments. There were immediate increases in employee contributions for NHS staff and teachers, following earlier increases for civil servants. The normal pension age was raised for new staff, from 60 years to 65 years in most cases. In addition, a new cost-sharing and capping measure was introduced to transfer, from employer to employees, the risk of extra costs from changes in factors such as pensioners living longer than previously expected. The NAO estimates that these changes will reduce costs to taxpayers in 2059-60 by 14 per cent compared to forecasts made without the changes. Aggregate savings over all years in the period to 2059-60 are equivalent to £67 billion in 2008-09 prices.

Book The Single tier Pension

Download or read book The Single tier Pension written by Great Britain: Department for Work and Pensions and published by The Stationery Office. This book was released on 2013-01-14 with total page 110 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper outlines the Government's detailed proposition for state pension reform. It follows a consultation on the proposals set out in "A state pension of the 21st century" (2011, Cm. 8053, ISBN 9780101805322). There was consensus that the state pension system needed to be simplified and the aim is to merge the state second pension with the basic state pension, to create one flat-rate payment. The new flat-rate state pension will start in April 2017 at the earliest. The weekly payment will be £144, plus inflation rises between now and 2017. Chapters in this paper cover: the context for reform; the single-tier pension; managing the end of contracting-out; the transition to the single-tier pension; sustainability and assumptions; longer-term sustainability - state pension age. Annexes provide: a brief history of the state pension; faster flat rating - assessment against principles for reform; features of the single-tier pension and specific transitional arrangements; an example pension statement; proposed timetable for implementing the increase in state pension age to 67.

Book Economic and fiscal outlook

Download or read book Economic and fiscal outlook written by Office for Budget Responsibility and published by The Stationery Office. This book was released on 2010-11-29 with total page 164 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Office for Budget Responsibility was established to provide independent and authoritative analysis of the UK's public finances. Part of this role includes producing the official economic and fiscal forecasts. This report sets out forecasts for the period to 2015-16. The report also assesses whether the Government is on course to meet the medium-term fiscal objectives and presents preliminary observations on the long-run sustainability of the public finances. Since the June forecast, the UK economy has recovered more strongly than initially expected. The GDP growth was greater than expected in both the 2nd and 3rd quarters, but that unemployment levels have risen to levels that the June forecast did not anticipate until the middle of 2012. In general the world economy has also grown more strongly. CPI inflation has remained slightly higher than expected in June, whilst public finances have performed as forecast. The interest rates on UK debt are lower than in June. The OBR forecasts that the economy will continue to recover from the recession, but at a slower pace than the recoveries of the 1970s, 1980s and 1990s. The publication is divided into 5 chapters with two annexes.
