Now, this power can only be exercised by a church " gathered together in the name of our Lord Jesus Christ with the power of the Lord Jesus Christ," as conferred in Matt, xviii. 18, 20. Paul directed the church at Rome, the church at Corinth, and the church of the Thessalonians, to exercise this power, and inasmuch as he did not exercise it in behalf of the Galatian churches, but only said, "I would they were even cut off who trouble you,"f it is a fair inference that he exercised it only where there was no church, when it was necessary for the good of the cause. 2 Thess. iii. 6, 14.-f Gal. T. 12. Not only is the power to receive members who may be qualified, and to excommunicate the disorderly, to be exercised by the membership, but also the power to forgive and restore to fellowship the erring and fallen brethren who give evidence of repentance. It is evident, also, from Matt, xviii. 17-20, and from 1 Cor. vi. chap., that a church is to be, and is, the final judge and highest authority recognized on earth in all personal difficulties between its members. In these, and other instances, the instructions and commands given, necessarily imply, that the several churches to which they were addressed, were Independent; for to no other could they have been applied; in no other could they have been executed. Nor can they now be executed in any other. It will not be a sufficient answer to this, to say that the apostolic discipline may be executed in spirit and substance, though not by those apostolically appointed. The thing must not only be done, but done as commanded. The command must not only be obeyed in its primary object, but in the appointed manner, by the divinely appointed agents. Here we have not...

Drawing on extensive archival research and an original database of election results, this book explores the paradox of political persistence by examining Hungary's often tortuous path from pre- to post-communism. Wittenberg reframes the theoretical debate, and then demonstrates how despite the many depredations of communism, the Roman Catholic and Calvinist Churches transmitted loyalties to parties of the Right. Contrary to conventional wisdom, Church resistance occurred not from above, but from below. Hemmed in and harassed by communist party cadres, parish priests and pastors employed a variety of ingenious tactics to ensure the continued survival of local church institutions. These institutions insulated their adherents from pressures to assimilate into the surrounding socialist milieu. Ultimately this led to political continuity between pre- and post-communism.

Book excerpt: Democratic states must protect the liberty of citizens and must accommodate both religious liberty and cultural diversity. This democratic imperative is one reason for the increasing secularity of most modern democracies. Religious citizens, however, commonly see a secular state as unfriendly toward religion. This book articulates principles that enable secular governments to protect liberty in a way that judiciously separates church and state and fully respects religious citizens. After presenting a brief account of the relation between religion and ethics, the book shows how ethics can be independent of religion-evidentially autonomous in a way that makes moral knowledge possible for secular citizens--without denying religious sources a moral authority of their own. With this account in view, it portrays a church-state separation that requires governments not only to avoid religious establishment but also to maintain religious neutrality. The book shows how religious neutrality is related to such issues as teaching evolutionary biology in public schools, the legitimacy of vouchers to fund private schooling, and governmental support of "faith-based initiatives." The final chapter shows how the proposed theory of religion and politics incorporates toleration and forgiveness as elements in flourishing democracies. Tolerance and forgiveness are described; their role in democratic citizenship is clarified; and in this light a conception of civic virtue is proposed. Overall, the book advances the theory of liberal democracy, clarifies the relation between religion and ethics, provides distinctive principles governing religion in politics, and provides a theory of toleration for pluralistic societies. It frames institutional principles to guide governmental policy toward religion; it articulates citizenship standards for political conduct by individuals; it examines the case for affirming these two kinds of standards on the basis of what, historically, has been called natural reason; and it defends an account of toleration that enhances the practical application of the ethical framework both in individual nations and in the international realm.

Most antebellum southern Baptist churches allowed women and slaves to vote on membership matters and preferred populists preachers who addressed their appeals to the common person. Paradoxically no denomination could wield religious authority as zealously as the Baptists. Between 1785 and 1860 they ritually excommunicated forty to fifty thousand church members in Georgia alone. Wills demonstrates how a denomination of freedom-loving individualists came to embrace an exclusivist spirituality--a spirituality that continues to shape Southern Baptist churches in contemporary conflicts between moderates who urge tolerance and conservatives who require belief in scriptural inerrancy. Wills's analysis advances our understanding of the interaction between democracy and religious authority, and will appeal to scholars of American religion, culture, and history, as well as to Baptist observers.
