Book excerpt: This paper explores the trends and challenges facing the housing market for the Greater Boston area and its effect on affordable housing for renters in that area. Using quantitative research, articles and several salient precedent studies as reference points, factors directly affecting the local housing market will be identified and examined in regards to affordable housing availability. Based on findings from said research, a proposed housing solution will also be examined as a theoretical application of how design practices may be used to create a housing solution that is both functional and affordable for the target markets identified through the aforementioned research. This proposal will also be supplemented with a generalized financial cost analysis to calculate an affordable rental price and its relation to generating a positive return on investment for developers. A following summary of the findings from this analysis will be disseminated and examined in order to present conclusive evidence to address the identified issue of affordable urban housing.

Book excerpt: Over the past 75 years, the United States' housing stock has become increasingly bifurcated, with the overwhelming majority of units taking the form of single-family homes or mid- and high-rise apartments and condos. This trend has made scarce the kinds of low-rise, moderate-density typologies that had historically provided the dense, compact urbanism necessary to support transit, walkability, and neighborhood retail. Dubbed the "Missing Middle" by their advocates, these housing types - townhouses, duplexes, courtyard apartments, and the like - are championed for their potential to deliver the benefits of residential density in forms that are more compatible with the character of existing suburban neighborhoods than their larger multifamily counterparts. They are also promoted for their ability to improve affordability in hot housing markets through the incremental addition of smaller units and improved land use efficiency. This thesis seeks to explore the concept of the Missing Middle including the characteristics of its forms, the trends in its permitting and construction, and the barriers to its development. Focusing on Greater Boston, and three of its suburban towns in particular, the research draws on census data analysis and semi-structured interviews to understand the distribution of this housing in the region, the extent to which its development lives up to the claims of advocates, and the potential reasons for its decline. Results indicate that while Missing Middle units have historically been concentrated in cities in Greater Boston's urban core, some suburbs are experiencing an increased interest in their development. However, in many cases, recently constructed examples of the Missing Middle in suburban contexts do not achieve the walkability and affordability goals of its supporters. The research finds that barriers to the permitting of suburban Missing Middle units are largely regulatory in nature, stemming from density restrictions driven by fiscal zoning considerations and homeowners' opposition to growth, especially in wealthier communities. These findings point to the need for strong regional planning to work across town boundaries, loosening restrictive local zoning while developing adequate protections for neighborhood character in order to promote Missing Middle housing in the development of smart growth and affordability plans and policies.

However, the United States faces a shortage of affordable and accessible housing for low-income older adults and individuals living with disabilities. This shortage is expected to grow over the coming years given the population shifts leading to greater numbers of older adults and of individuals living with disabilities. Housing is a social determinant of health and has direct effects on health outcomes, but this relationship has not been thoroughly investigated. In December 2016, the National Academies of Sciences, Engineering, and Medicine convened a public workshop to better understand the importance of affordable and accessible housing for older adults and people with disabilities, the barriers to providing this housing, the design principles for making housing accessible for these individuals, and the features of programs and policies that successfully provide affordable and accessible housing that supports community living for older adults and people with disabilities. This publication summarizes the presentations and discussions from the workshop.

Book excerpt: This thesis assesses the residential real estate development industry in Greater Boston and makes policy recommendations to increase the supply of middle-income housing. Boston's rapid growth in the decade since the Great Recession has caused a housing shortage for middle-income families who cannot afford luxury housing nor qualify for subsidized units. This analysis addresses the problem with a broad study of the real estate market using public reports, market data, and professional interviews. It concludes that opportunities for middle-income housing can be expanded by adding supply to the larger market, reducing development costs to build housing in naturally affordable areas, and utilizing funds for income restricted housing. This thesis makes thirteen specific recommendations in six categories, including land use and zoning, design, construction, transportation, finance, and taxes. These recommendations can be implemented together or individually to mitigate high housing costs for middle-income families in eastern Massachusetts.

Researchers and policymakers have devoted attention to the role of land-use practices, such as regulating residential zoning, in creating housing affordability problems, particularly in the context of single-family houses. This paper studies how zoning regulations influence affordability in the context of multifamily housing, focusing on Greater Boston. It finds that reforms such as relaxing housing-density restrictions could lead to meaningful increases in the supply of multifamily housing and reductions in rents.

Book excerpt: Today the challenges facing our nation's metropolitan regions are enormous: demographic change, aging infrastructure, climate change mitigation and adaptation, urban sprawl, spatial segregation, gentrification, education, housing affordability, regional equity, and more. Unfortunately, local governments do not have the capacity to respond to the interlocking set of problems facing metropolitan regions, and future challenges such as population growth and climate change will not make it easier. But will we ever have a more effective and sustainable approach to developing the metropolitan region? The answer may depend on our ability to develop a means to govern a metropolitan region that promotes population density, regional public transit systems, and the equitable development of city and suburbs within a system of land use and planning that is by and large a local one. If we want to plan for sustainable regions we need to understand and strengthen existing metropolitan planning arrangements. Christina D. Rosan observes that policy-makers and scholars have long agreed that we need metropolitan governance, but they have debated the best approach. She argues that we need to have a more nuanced understanding of both metropolitan development and local land use planning. She interviews over ninety local and regional policy-makers in Portland, Denver, and Boston, and compares the uses of collaboration and authority in their varying metropolitan planning processes. At one end of the spectrum is Portland's approach, which leverages its authority and mandates local land use; at the other end is Boston's, which offers capacity building and financial incentives in the hopes of garnering voluntary cooperation. Rosan contends that most regions lie somewhere in between and only by understanding our current hybrid system of local land use planning and metropolitan governance will we be able to think critically about what political arrangements and tools are necessary to support the development of environmentally, economically, and socially sustainable metropolitan regions.
