Book excerpt: A resilient transportation system is one in which critical assets are not exposed to hazards or, if they are, there is sufficient capacity to mitigate the impacts of a shock. Current legislation requires resilience to be considered but does not provide guidance for how to incorporate it into the transportation planning process. Therefore, in this report, RAND researchers outline a conceptual framework to incorporate resilience into transportation planning. Researchers suggest that planners consider a framing of resilience that focuses on four elements: absorptive capacity, restorative capacity, equitable access, and adaptive capacity (AREA). Absorptive capacity is the ability of the system to absorb shocks and stresses and maintain normal functioning, restorative capacity is the ability to recover quickly following a shock or stress and return to normal, equitable access is the ability to provide opportunity for access across the entire community during both a shock or stress and normal functioning, and adaptive capacity is the ability to change in response to shocks and stresses to maintain normal functioning. The AREA approach provides a means to discover alternative options or strategies that should be considered when planning to increase the resilience of the entire transportation system through modifications and additions to those assets. The approach focuses on such metrics as exposure, availability of alternative routes and mode choices, community planning efforts, transportation system user rates, and system efficiency. The value of incorporating resilience assessments into decisionmaking is that more-cost-effective approaches might be revealed by taking a holistic approach to infrastructure.

This study has also developed a proposed tiering structure of the state highway system to support asset management. Asset management represents a strategic approach to managing transportation infrastructure. It embodies a set of principles to improve how an agency conducts business, how it reaches decisions, and how it processes, uses, and communicates information. CDOT, in consultation with the Colorado Transportation Commission, has already taken a number of steps toward improved asset management. A unique Investment Category approach organizes program investments within a policy-oriented framework incorporating explicit measures of performance. Other steps taken by CDOT include updates of the statewide planning process and the program prioritization process, establishment of maintenance program levels of service, institution of customer surveys, and updates of relevant information technology applications. The recommended transportation asset management plan builds upon these established concepts, methods, information, and tools to propose specific actions over the next five years in the following areas: (1) completion of all elements of the Investment Category structure; (2) incorporation of asset management principles in CDOT's planning and programming processes, building on a tiered structuring of CDOT assets that has also been recommended in this study; (3) integration of asset management information on a GIS platform, and renewal of Information Technology strategic planning to support asset management department-wide; and (4) strengthening of program delivery mechanisms and measures. The recommended tiering of the state highway system is built around the concept of interregional corridors, because CDOT is the sole provider of significant interregional highway transportation.

This last report examines how physical, climatic, seismic and other external threats can be addressed in risk-based asset management programs. The first four reports and the literature review emphasized the definition of risk as the positive or negative effect of uncertainty or variability upon agency objectives. Those reports emphasized that risks could be positive in that some types of uncertainty can create opportunities. However, this report will focus more on negative risks, or threats. These risks generally are external, and while highly probable over a long period of time, are difficult to predict in the short term. Randomness and variability complicate planning for them. In August 2011, Hurricane Irene reached one of the nation's most northern states, Vermont, and damaged 480 bridges out of a total network of 2717 bridges. In one day, more bridge deterioration occurred than normally would occur over many years. Accurate prediction of such events is nearly impossible. Such a significant storm had not struck Vermont for 83 years. In managing risks to assets from external threats, this report emphasizes the Three Rs, which are Redundancy, Robustness and Resiliency. These will be defined, described and illustrated through several agency examples. Asset management plays a critical role in each, particularly Robustness and Resiliency. Including the Three Rs in asset planning efforts can better prepare agencies to cope with an increasingly unpredictable world."--Introduction

Book excerpt: Resilience strategies are important considerations to decision-makers responsible for planning, designing, maintaining, and operating critical infrastructure systems where the consequences of failure in the presence of low-probability extreme events are high. Numerous studies have sought to define and measure resilience as a characteristic of a system; represent performance of systems prior to, during, and after extreme events; and quantify a system’s resilience, typically in the form of a score or an index. However, limited progress has been made towards making effective resilience decisions that take into account key tradeoffs. This study seeks to provide infrastructure decision-makers with comprehensive and operationally useful information regarding the resilience of their infrastructure by incorporating the probability of failure of facilities due to extreme events and the corresponding expected losses into a lifecycle cost function that can be optimized to determine the most beneficial balance between resilience to extreme events on the one hand and the cost of resilience strategies on the other. By incorporating both the cost and benefit of implementing resilience improving strategies within an infrastructure system planning, design, and management decision framework, resilience informed decisions can be made by exploring lifecycle cost tradeoffs. The developed framework is operationalized to investigate the facility hardening and system dispersal resilience improving strategies in the contexts of a natural disaster and, separately, an intentional threat aplications. Facility characteristic and damage data from a US Air Force base in Florida hit by a category 5 hurricane in 2018 along with US Department of Defense facility design guidelines in the presence of explosive threats are used to estimate construction cost, operating cost, and probability of failure models. These models are employed in an evaluation designed to illustrate the developed framework’s feasibility; demonstrate its value to decision makers; understand the sensitivity of the solution to geographic constriants, likelihood of extreme events, and economic and social impacts of disruptions and failures that could result from such events; and gain insights into the nature of key resiliency tradeoffs at play. Results show that statistically significant cost and probability of failure models can indeed be estimated and that the resulting relationships can be used to build a expected lifecycle cost objective function that leads to determining optimal resilience improving decisions as well as quantifying the cost associated with sub-optimal decisions. Operationalizability, adaptability, and generalizability considering two real world grounded situations are clealry demonstrated. Meaningful results are arrived at where the optimal levels and combinations of resilience improving investments are identified considering key resiliency tradeoffs and geographical constraints that decision makers often face. Incorporating resilience strategies into infrastructure planning and design is shown to be beneficial. Only under limited conditions the implementation of all available resilience improving strategies or not implementing any are found to be optimal. These numerical results indicate that resilience related tradeoffs are important and that the developed framework and approach are effective in capturing these tradeoffs to determine optimal resileince investments. The results also provide insight into the aspects of the framework to which optimal solutions are most sensitive, namely the likelihood of extreme events and the their possible economic and social impacts, allowing decision makers to prioritize data collection and estimation efforts to target areas where the consequence of accurate information is at a premium.

These asset management systems serve as strategic resource allocation frameworks and their degree of implementation and maturity varies. Climatic change, with its potentially adverse impacts on both the built and natural environments, has become of increasing concern around the globe. Given the uncertainties associated with changing climatic conditions, transportation agency stakeholders utilize risk-based decision-making approaches to identify climate change impacts that pose the greatest risk to transportation infrastructure assets. In conjunction with criticality assessments, emerging conceptual frameworks seek to identify higher-risk infrastructure assets, which are both critical to system operations and vulnerable to potential climate change impacts, through standalone study efforts. : This research develops a risk-oriented decision-making framework to identify vulnerable, higher-risk transportation infrastructure assets within the context of existing transportation asset management systems. The framework assesses the relative maturity of an agency's transportation asset management system and provides guidance as to how an agency's existing tools and processes can be used to incorporate climate change considerations. This risk-based decision-making framework is applied to three case studies: one at the Metropolitan Atlanta Rapid Transit Authority, another at the Metropolitan Planning Commission in Savannah - Chatham County, and a statewide case study at the Georgia Department of Transportation. : The results of this research demonstrate that readily-available climate projection data can be analyzed and displayed geospatially so that the potential impacts of climatic change on transportation infrastructure can be determined for specific geographic regions. In addition, existing roadway and bridge infrastructure datasets can also be displayed geospatially. The framework uses geospatially-referenced roadway and bridge asset data and multi-criteria decision analysis procedures to develop and visually display criticality scores. Overlaying climate projection data and criticality data helps identify higher-risk transportation infrastructure assets. This research demonstrates that climate change considerations can be effectively incorporated in existing decision-making processes at various levels of maturity of formal TAM systems, making this more broadly accessible to agencies and communities with potential climate hazards.

Book excerpt: This book aims to inquire into the ways in which external actors influence Palestinian NGOs in terms of their development policies and their relative promotion of democratization, and secondly, to investigate the capacity of Palestinian NGOs to contribute to the elaboration of global agendas through transnational activism and global conferences. In order to circumscribe this broad problematic, the empirical data was drawn from organizations working within three sectors: in health, in gender and development, and in human rights and democracy. As the empirical investigation for this study proceeded, this study became aware that an examination of the sites where the ‘global’ and the ‘local’ intersect and intertwine is inseparable from an analysis of the effects of new transnational relations, specifically the aid system, and their impact on local social formations. This is to say that local actors and social structures do not remain static, but are transformed as they are drawn into new transnational relations and then seek to negotiate their place within the aid industry and their relations with donors and international NGOs.
