The project was undertaken to help policy makers to understand (a) how these alternative approaches to GHG emissions would affect states and metropolitan areas, (b) what approaches may be most effective for evaluating mobile-source GHG emission-management strategies, and (c) what particular tools are available to support implementation of these alternative approaches. The report is presented in five sections. Section 1, Introduction, provides background information, discusses the purpose and scope of the study, explains the study process, and presents the report organization. Section 2, Overarching Options for Establishing Transportation Requirements that Involve Targets, discusses several overarching considerations associated with any requirement that involves setting targets to address GHG emissions in transportation planning/programming. Section 3, Assessments of Alternative Policy Mechanisms for Reducing Transportation GHGs, identifies and describes several policy mechanisms that involve setting targets, along with requirements that might be implemented in addition to or instead of target-based requirements. Section 4, Implications of Alternative Targets on Sample States and MPOs, contains an analysis of a sample of states and metropolitan areas examining the estimated GHG emissions reductions that would be required to meet alternative targets. The research included a review of GHG emissions calculation tools and their applicability to each planning process. The research also included four case studies from the states of New York, California, Washington and Massachusetts, featuring proposed transportation improvement projects and programming of varying scales and how GHG emissions were calculated and were figured into decision making. The study also included the development of a scenario of a public bus transit improvement project that was used in calculating an estimate of generated GHG emissions. The results of the study provided recommendations for the selection and use of GHG calculation tools as part of transportation planning processes, discussed the limitations and uncertainties of the tools, and provided recommendations for incorporating GHG emissions into planning processes"--Technical report documentation page.

Accessible, functional public transportation and high-quality cycling and walking networks will help reduce greenhouse gases, improve air quality and traffic safety, and create a more livable urban environment. We can further control the development of urban form and transportation systems through urban design, certain types of taxation, financing of urban infrastructure, traffic pricing, and parking policies. Planning alone cannot stop the urban sprawl. When considering and assessing different measures on a national level, we need to seriously consider legislative and fiscal issues, citizen participation, and other background forces. We need cooperation between researchers, politicians, civil servants, and citizens to better understand the economic, social, and environmental long-term effects of decisions concerning urban development, and we need a continuing discussion of urban-form problems in the Nordic countries to develop national solutions. This publication explores these issues.
