Book excerpt: Recreational fisheries are complex social ecological systems, where fish populations, recreational anglers, and management agencies interact across scales to produce emergent outcomes. Because of their large spatial scales and complex interactions, it is difficult for recreational fisheries managers to anticipate and respond to social and ecological change. The success of any management action, such as setting new regulations or supplementing fish populations through stocking, pivots on the behavioral responses of anglers. Anglers can move across a fishery landscape as fishing opportunities change, communicate with other fishers, and otherwise adjust their behavior to maintain their catch and/or harvest opportunities. In this dissertation, I developed and tested a method for efficiently monitoring fishing effort across lake-rich landscapes. A statistical modeling approach was an effective strategy for integrating multiple data sources to produce estimates of fishing effort across greater spatial and temporal scales. Next, I investigated the response of recreational anglers' fishing effort to social, regulatory, and environmental change in Wisconsin and New Jersey. By applying a statistical model-based approach to monitoring fishing effort in Wisconsin, I identified increases in the use of lakes on public lands associated with the COVID-19 pandemic. Next, by analyzing changes in angler numbers reported by for-hire vessels in New Jersey, I was able to identify responses to shorter seasons and lower possession limits in different sectors of the for-hire marine recreational fishery. Finally, in Wisconsin, where past data on fishing effort was not readily available, I used a stated preference method to anticipate future responses of anglers to tradeoffs in availability of coolwater and warmwater species as climate change progresses. In each of these fisheries, understanding and anticipating substitution behavior of anglers among sites and fish species is key for effective fisheries management under ecological and social change.

Book excerpt: Buffering inland fisheries against large-scale changes in ecosystem function, climate regimes, and societal valuations of natural resources requires progressive management approaches that incorporate fish and angler dynamics at large spatial and temporal scales. Current paradigms of inland fishery management generally utilize waterbody-specific, fish-centric frameworks designed to regulate fish populations directly, and anglers indirectly, through fish stock enhancement and harvest regulation. In reality, anglers are the most manageable component of a fishery but management of anglers requires explicit consideration of their behavior (e.g., spatial and temporal patterns of participant use), which, unlike fish populations, operates at a scale larger than a single waterbody. Therefore, a first step in creating a resilient and sustainable recreational fishery requires gaining a thorough understanding of angler behavior so that managers can anticipate current and future management needs. In this dissertation, I used three techniques to describe angler behavior in a region (19 reservoirs) during a 4-year period. Anglers make decisions about where to go fishing using a large amount of information. One piece of information available to them is posts to social media websites. I provided a means to evaluate fishing effort on individual-waterbody and regional scales from posts to an online fishing social network; potentially reducing the need for intensive creel surveys. Anglers also make decisions about how far to drive to participate in angling. I used kernel-density estimation to describe the spatial area of influence of reservoirs; differences in area of influence are likely related to access and amenities, fish community, and angler preferences. Finally, network analysis provided a social-ecological perspective to angler behavior and an explicit link between anglers and the reservoirs that they chose to fish. This angler-reservoir interaction is important to understand for angler recruitment and retention and potential changes in the regional fishery due to management actions. In combination, these techniques provide natural resource agencies with the tools needed for fisheries management agencies to ensure resilient and sustainable inland recreational fishing.

Attempts to improve fish populations center on manipulations of harvest or the population itself. However, outcomes of fishery management actions have been difficult to forecast. Ecological processes within fish communities and angler responses can produce unanticipated effects. This thesis documents my research on these processes in Lake Mendota to make fishery management a more holistic, predictive science. A food web manipulation began in 1987. This project used several fishery management tools to increase the biomass of piscivorus gamefish to evaluate food web manipulation as a water quality management tool. Forecasting and measuring direct and indirect effects of the manipulation were important objetives. To forecast how management would affect piscivore populations, and their consumption of prey, I combined two computer models: an age-structured population model and a bioenergetics model. This technique predicted how size, abundance, and consumption of piscivores changed with stocking rates and sire limits. A walleye stocking program that yielded 8,000 yearling/year doubled consumption demand; adding a 381-mm minimum size limit achieved another 50% increase. To predict consequences of piscivore management for prey populations, I studied predador and prey fish populations. Highley variable prey recuitment made forecasting impacts of piscivory difficult. Based on historic recruitment patterns, enhanced walleye populations could consume 65-100% of young-of-year perch biomass produced in low recruitment years. When recruitment was high walleyes consumed less than 5% of the biomass. Translating predicted piscivore consumption into perch dynamics was accomplished by incorporating prey recruitment uncertainty. Angler response to piscivore enhancements was intense. Angler effort increased four-fold and harvest rates doubled to 60% per year. As a result, forescasts of piscivore consumption demand and the effectiveness of food web manipulation dependend heavily on responses of sport anglers to piscivore populations. Hence, a better understanding of angler dynamics was required before ecological effects of fishery management actions could be predicted. I developed a predatory-prey model to study angler-piscivore interactions. This approach linked angler and fish dynamics, and provided the means to incorporate fish, anglers, and management actions within one framework.

Although anglers make decisions across multiple scales, most research targets larger spatial and temporal scales of angler behavior, and thus little is known regarding angler behavior within a fishing trip. Outcomes of within-trip behavior affect larger spatial and temporal scales and are thus important to the management of recreational fisheries. Bank angler site choice was recorded at four reservoirs in the Salt Valley system across the open-water season of 2016. Previous research indicated that angler distribution did not match the distribution of fish, so another approach was taken. Counts of anglers were aggregated into 50-m sections of shoreline and compared to physical habitat features using a competing-models approach. Waterbody-choice, travel distance from parking, and non-catch-related factors constrained anglers' catch-related habitat choices. An online survey of 2015 Nebraska fishing license purchasers was compared to realized site choice. Factors from stated preferences (online survey) and realized preferences (angler locations) were not consistent. Bank angler behavior was recorded for entire, individual, fishing trips, and behavior was compared to angler-perceived fishing objectives. Anglers were surveyed for a stated primary objective at the beginning and end of their trip as either "to catch the largest fish possible", "to catch the most fish possible", or "Neither, just enjoying the experience." Anglers' stated trip objective and specialization had little influence on within-trip fishing behavior. However, anglers that failed to capture a fish were more likely to shift to a stated primary non-catch-related objective during their fishing trip. Within-waterbody angler site choice and behavior reflect non-catch-motivations that may have significant bottom-up effects on across-trip angler behavior..

To ensure that fish populations are not overexploited, the NOAA Fisheries' Marine Recreational Information Program (MRIP) monitors recreational catch through a variety of in-person, telephone, mail-in, and other surveys. NOAA Fisheries' management of recreational catch also must take into account annual catch limits (ACLs) established to prevent overfishing for all managed species in federal waters. While MRIP has worked to improve recreational catch surveys over the past decade, the surveys were never designed to meet the demands of in-season management of ACLs. In some cases, estimates of harvest have triggered accountability measures such as early season closures and reductions in future recreational ACLs, which have been a source of contention with the recreational fishing community. This report presents approaches for optimizing MRIP data and complementary data for in-season management and considers alternatives for managing recreational fisheries with ACLs to better serve both social and economic management objectives.

Book excerpt: The primary purpose of my dissertation was to assess two competing models of catch-related attitudes (CRA) of recreational anglers for: 1) valid psychometric measurement, 2) consistency of CRA under different angling contexts, and 3) effect of CRA on angler preferences. Data came from a statewide survey of 6,924 licensed Texas anglers, and a follow-up survey of 1,078 freshwater catfish anglers identified by the statewide survey. I used confirmatory factor analysis to determine that a 4-construct model of CRA provided better fit to the data than a 3-construct model, and was configural and metric invariant across gender, ethnic, and angling context groups indicating cross-group comparisons would be unbiased. However, low factor loadings on several items, and low variance extracted estimates, indicate that current CRA scales require refinement. Additionally, structural equation models found that angler responses to the CRA scale were moderately consistent when measured in generic and species-specific contexts (50-60% shared variance), and the relationship between the two was not consistently moderated by measures of angling avidity. Next, I assessed influence of CRA on angler fishing trip preferences using a stated choice analysis. Results showed that angler choice of hypothetical fishing trips was influenced primarily by travel costs and catch-related trip attributes, and that CRA were significant mediators of angler preferences for associated trip attributes. Finally, I used a latent class state choice model to analyze separate trip choice models for five sub-groups of catfish anglers divided based on their CRA scores. Individual models showed considerable variation in preference for catch-related attributes paralleling strength of each groups' attitudes towards a given CRA construct. Overall, results indicated that CRA scales are valid predictors of angler preferences and behavioral intentions. Human dimensions researchers studying angler populations will find the CRA scale to be a useful tool to incorporate into predictive models of angler behavior and preferences. Furthermore, fisheries managers should find the CRA scales useful to assess management preferences of an increasingly heterogeneous angler clientele, and aide them in designing management plans that efficiently meet angler needs and catch-related expectations.
