Book Income Support for the Poorest

Download or read book Income Support for the Poorest written by Emil Tesliuc and published by World Bank Publications. This book was released on 2014-06-26 with total page 223 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study reviews the role and workings, with their strengths and weaknesses of last-resort income support (LRIS) programs in Eastern Europe and Central Asia. It draws on a combination of household survey and administrative data for a large group of countries and detailed case studies for a smaller number of countries that span the spectrum of the income range in the region. It thus combines the value of wide, comparable multi-country work with that of in-depth, country-specific probing on key themes. The experiences of LRIS programs in Eastern Europe and Central Asia have demonstrated the technical feasibility of highly efficient poverty-targeted programs in the region. The detailed case studies suggest how programs can improve their coverage, control error and fraud and be implemented effectively in decentralized settings. This experience is pertinent to other regions as well, adding to the know-how for poverty targeting programs in middle and low income countries. Perhaps especially importantly, the book shows that means testing can be accomplished in settings with sizeable informal sectors and at reasonable administrative costs. The study also suggests that currently the role of last resort income support programs within the overall social protection systems of the region is often too small and that their eligibility thresholds should be revised and indexed, so that the programs continue to serve a meaningful swath of the low income households in each country. Moreover the programs can be used as the nexus to weave together a variety of income supports and services for low income households.

Download or read book Universal credit written by Social Security Advisory Committee and published by The Stationery Office. This book was released on 2012-03-27 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: In May 2011, the Department for Work and Pensions commissioned the Social Security Advisory Committee to undertake an independent review of passported benefits and how they link with Universal Credit. Passported benefits were defined as those additional benefits to which working-age claimants on certain means-tested benefits and tax credits are automatically entitled. The SSAC broadly considered them in four groups: education, health, utilities and access to justice. They did not consider Housing Benefit or Council Tax Benefit, and referred only briefly to benefits within the Social Fund. The SSAC found that all passported benefits fulfill important needs, are highly valued by those who receive them and make significant social contributions. Options for the future should not undermine policy objectives and it is unlikely that one approach will suit all passported benefits. Review respondents identified a tension between three key factors: reducing complexity, making work pay while maintaining a range of policy objectives and keeping costs neutral. One of the simplest solutions offered was extending eligibility for passported benefits to everyone receiving UC. This option, though, would not meet the constraint of cost-neutrality. Alternatively income thresholds within UC could be imposed, below which claimants are automatically entitled to receive certain passported benefits. To alleviate the cliff-edge it would also be possible to: impose an earnings disregard, allow the benefit to run-on for a period of time after the cut-off point has been reached, withdraw the benefit in a stepped taper. The Coalition Government recognises the opportunities and challenges but notes that there has already been a considerable amount of work undertaken and believes there is scope to deliver

Book Income Support for the Unemployed

Download or read book Income Support for the Unemployed written by Milan Vodopivec and published by World Bank Publications. This book was released on 2004-01-01 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the aim to provide guidelines for countries wishing to introduce or improve income support systems for the unemployed, the book summarizes the evidence about the performance of five such systems: unemployment insurance, unemployment assistance, unemployment insurance savings accounts, severance pay, and public works. These systems are evaluated by two sets of criteria: (i) performance criteria, evaluating how well these systems work A? how they protect incomes and what other, particularly efficiency related, effects they may have; and (ii) design and implementation criteria, evaluating how these systems fit the country A? how suitable are these programs given country-specific conditions, chief among them being labor market and other institutions, the capacity needed for administering income support programs, the size of the informal sector, and prevalence of private transfers. Income Support Systems for the Unemployed also offers summary evaluations of alternative systems by describing the strengths and weaknesses of each system and pointing out the country specific circumstances which are particularly conducive to performance.

Download or read book Universal credit written by Great Britain: Department for Work and Pensions and published by The Stationery Office. This book was released on 2010-11-11 with total page 76 pages. Available in PDF, EPUB and Kindle. Book excerpt: This white paper sets out the Government's plans to introduce legislation to reform the welfare system by creating a new universal credit. This universal credit will radically simplify the system to make work pay and combat worklessness and poverty. The consultation document (Cm. 7913, ISBN 9780101791328) spelt out the issues and the consultation responses (Cm. 7971, ISBN 9780101797122), publishing simultaneously with this paper, broadly welcomed the proposals that were put forward. Universal credit is an integrated working-age credit that will provide a basic allowance with additional elements for children, disability, housing and caring. It will support people both in and out of work replacing working tax credit, child tax credit, housing benefit, income support, income-based jobseeker's allowance and income related employment and support allowance. The universal credit will improve financial work incentives by ensuring that support reduction is tapered at a consistent and managed rate. It will also be backed up by a strong system of conditionality. As a simpler system managed by one department it will reduce the scope for costly errors and fraud. The universal credit will not replace: contributory jobseeker's allowance & contributory employment and support allowance which will continue aligned to earnings; disability living allowance; child benefit; and bereavement benefits, statutory sick pay, statutory maternity pay, maternity allowance and industrial injuries disablement benefit

Download or read book Seeing Red written by Suzanne Hindmarch and published by University of Toronto Press. This book was released on 2018-06-01 with total page 390 pages. Available in PDF, EPUB and Kindle. Book excerpt: What does it mean to think of HIV/AIDS policy in a critical manner? Seeing Red offers the first critical analysis of HIV/AIDS policy in Canada. Featuring the diverse experiences of people living with HIV, this collection highlights various perspectives from academics, activists, and community workers who look ahead to the new and complex challenges associated with HIV/AIDS and Canadian society. In addition to representing a diversity of voices and perspectives, Seeing Red reflects on historical responses to HIV/AIDS in Canada. Among the specific issues addressed are the over-representation of Indigenous peoples among those living with HIV, the criminalization of HIV, and barriers to health and support services, particularly as experienced by vulnerable and marginalized populations. The editors and contributors seek to show that Canada has been neither uniquely compassionate nor proactive when it comes to supporting those living with HIV/AIDS. Instead, this remains a critical area of public policy, one fraught with challenges as well as possibilities.
