Book excerpt: This paper presents new results on the relationship between income inequality and education expansion—that is, increasing average years of schooling and reducing inequality of schooling. When dynamic panel estimation techniques are used to address issues of persistence and endogeneity, we find a large, positive, statistically significant and stable relationship between inequality of schooling and income inequality, especially in emerging and developing economies and among older age cohorts. The relationship between income inequality and average years of schooling is positive, consistent with constant or increasing returns to additional years of schooling. While this positive relationship is small and not always statistically significant, we find a statistically significant negative relationship with years of schooling of younger cohorts. Statistical tests indicate that our dynamic estimators are consistent and that our identifying instruments are valid. Policy simulations suggest that education expansion will continue to be inequality reducing. This role will diminish as countries develop, but it could be enhanced through a stronger focus on reducing inequality in the quality of education.

It uses the proposed measure to analyze the relationship between inequality in world income and educational attainment (in terms of both the average attainment and the dispersion of attainment). Though theoretical considerations suggest a nonlinear relationship between these two measures of inequality, actual data indicate that there is a strong negative link between average years of education and measured income inequality. Multivariate regression analysis indicates that if the negative correlation between average educational attainment and the dispersion of educational attainment are taken into account, the relationship between income inequality and average years of schooling appears U-shaped, with a lower turning point at 6.5 years. Income inequality is also negatively related to per capita income and positively related to the capital/output ratio and government expenditure on education. The relative contribution of education to income inequality explains between 3 and 16 percent of the variance, though the fraction is higher and shows a rising trend in developed countries. Book excerpt: This book challenges the conventional wisdom that greater schooling and skill improvement leads to higher wages, that income inequality falls with wider access to schooling, and that the Information Technology revolution will re-ignite worker pay. Indeed, the econometric results provide no evidence that the growth of skills or educational attainment has any statistically significant relation to earnings growth or that greater equality in schooling has led to a decline in income inequality. Results also indicate that computer investment is negatively related to earnings gains and positively associated with changes in both income inequality and the dispersion of worker skills. The findings reports here have direct relevance to ongoing policy debates on educational reform in the U.S.

Book excerpt: Abstract: It is routinely assumed that residents of post-socialist countries have a preference for greater income equality, other things being equal, owing to the legacy of socialism. This proposition is examined in the context of Eastern Europe and the former Soviet Union using data from three waves of the World Values Survey. Contrary to expectations, the authors find little evidence of a 'socialist legacy' en bloc. Considering the former Soviet Union separately from other post-socialist countries, the analysis finds that as a group these countries display significantly lower preference for moving toward greater income equality than both Eastern Europe and other comparator groups (developed and developing countries). These findings hold up even when controlling for the conventional determinants of attitudes such as income level and employment status of the individual respondent, as well as national factors such as per-capita income and its distribution. Moreover, the preference for greater income inequality appears to have persisted at least since the mid-1990s and possibly since the early 1990s (data difficulties preclude a robust examination of this latter question). The results are consistent with the fairly low levels of public spending on redistribution commonly found in the former Soviet Union.

In Steady Gains and Stalled Progress, interdisciplinary experts present a groundbreaking analysis of the multifaceted reasons behind the test score gap—and the policies that hold the greatest promise for renewed progress in the future. Steady Gains and Stalled Progress shows that while income inequality does not directly lead to racial differences in test scores, it creates and exacerbates disparities in schools, families, and communities—which do affect test scores. Jens Ludwig and Jacob Vigdor demonstrate that the period of greatest progress in closing the gap coincided with the historic push for school desegregation in the 1960s and 1970s. Stagnation came after efforts to integrate schools slowed down. Today, the test score gap is nearly 50 percent larger in states with the highest levels of school segregation. The authors propose that the twentieth century was not only the American Century but also the Human Capital Century. That is, the American educational system is what made America the richest nation in the world. Its educational system had always been less elite than that of most European nations. By 1900 the U.S. had begun to educate its masses at the secondary level, not just in the primary schools that had remarkable success in the nineteenth century. The book argues that technological change, education, and inequality have been involved in a kind of race. During the first eight decades of the twentieth century, the increase of educated workers was higher than the demand for them. This had the effect of boosting income for most people and lowering inequality. However, the reverse has been true since about 1980. This educational slowdown was accompanied by rising inequality. The authors discuss the complex reasons for this, and what might be done to ameliorate it.

Book excerpt: This open access book focuses on trends in educational inequality using twenty years of grade 8 student data collected from 13 education systems by the IEA’s Trends in Mathematics and Science Study (TIMSS) between 1995 and 2015. While the overall positive association between family socioeconomic status (SES) and student achievement is well documented in the literature, the magnitude of this relationship is contingent on social contexts and is expected to vary by education system. Research on how such associations differ across societies and how the strength of these relationships has changed over time is limited. This study, therefore, addresses an important research and policy question by examining changes in the inequality of educational outcomes due to SES over this 20-year period, and also examines the extent to which the performance of students from disadvantaged backgrounds has improved over time in each education system. Education systems generally aim to narrow the achievement gap between low- and high-SES students and to improve the performance of disadvantaged students. However, the lack of quantifiable and comprehensible measures makes it difficult to assess and monitor the effect of such efforts. In this study, a novel measure of SES that is consistent across all TIMSS cycles allows students to be categorized into different socioeconomic groups. This measure of SES may also contribute to future research using TIMSS trend data. Readers will gain new insight into how educational inequality has changed in the education systems studied and how such change may relate to the more complex picture of macroeconomic changes in those societies.

Book excerpt: This paper describes that with the global downturn in 2007–2009, some of these achievements were partially reversed due to severe negative shocks to growth and changes in the composition of growth. While compared to peer countries, inequality in Armenia remains low; it has increased somewhat since 2009. Poverty has marginally declined after the global crisis, but unemployment remains high. Creating jobs, reducing poverty, and higher inclusiveness would require sustained high growth and implementing pro-poor policies. Better-targeted social policies and more attention to the regional distribution of spending would also help reduce poverty and improve inclusiveness. Poverty declined during the 2000s, supported by high growth. Poverty rate decreased by one third and the extreme poverty declined by half during 2004–2008. In addition to strong growth which created many job opportunities, higher social expenditures played a key role in lowering poverty. Regional disparities of poverty levels remain very high. These disparities, however, are geographical and not across the urban/rural divide. Indeed, contrary to the common perception, poverty rates in urban and rural areas are almost the same.

Excessive levels of inequality can erode social cohesion, lead to political polarization, and ultimately lower economic growth, but whether inequality is excessive depends on country-specific factors, including the growth context in which inequality arises, along with societal preferences. This Fiscal Monitor focuses on how fiscal policy can help governments address high levels of inequality while minimizing potential trade-offs between efficiency and equity. It documents recent trends in income inequality, including inequality both between and within countries, then examines the redistributive role of fiscal policies over recent decades and underscores the importance of appropriate design to minimize any efficiency costs. It then focuses on some key components of fiscal redistribution: progressivity of income taxation, universal basic income, and public spending policies for achieving more equitable education and health outcomes. The analysis relies on the existing theoretical and empirical literature, IMF work on inequality and fiscal policy, country experiences, and new analytical work, including various static microsimulation analyses based on household survey data. Simulations using a dynamic general equilibrium model calibrated to country-specific data and behavioral parameters illustrate the potential impact of alternative budget-neutral tax and transfer measures on income inequality and economic growth.

Wisman claims more: it is the defining issue of all human history. The struggle over inequality has been the underlying force driving human history's unfolding. Drawing on the dynamics of inequality, Wisman re-interprets economic history and society. Beyond according inequality the central role in history, this book is novel in two other respects: First, transcending the general failure of social scientists and historians to anchor their work in explicit theories of human behaviour, this book grounds the origins and dynamics of inequality in evolutionary psychology, or more specifically, Darwin's theory of sexual selection. Second, this book accords central importance to ideology in legitimating inequality, a role typically inadequately addressed by social scientists and historians. Because of the central role of inequality in history, inequality's explosion over the past forty years has not been an anomaly. It is a return to the political dynamics by which elites have, since the rise of the state, taken practically everything for themselves, leaving all others with little more than the means with which to survive. Due to elites' persuasive ideology, even after workers in advanced capitalist countries gained the franchise to become the overwhelming majority of voters, inequality continued to increase. Sweeping and provocative, Jon D. Wisman presents a fresh perspective on why economic inequality exists and how its dynamics have shaped human history.
