Book excerpt: This study is the second part of a report on the conditions of Afghan refugees in Pakistan after the emergency relief phase. Its goal is to find answers to four questions concerning the refugee situation in the two sample frontier villages of Barawal and Orakzai: a) where do refugees obtain their food and income; b) what social and economic links do they have with the community; c) does the provision of free food and relief deter refugees from engaging in productive economic activities; and d) what are the best ways of identifying and assisting vulnerable groups? The report is divided into seven sections: Introduction; The Refugee Intake and Food Distribution Experience; The Refugee Communities; Refugee Interaction with Local People; Summary Findings; Conclusions; and Photographic Documentation. The following recommendations conclude the report: 1) refugee-initiated income-generating projects which are appropriate to Pakistan's development policies should receive international and local support; 2) newly-arrived refugees should be given a hundred per cent relief while aid to those settled for more than two years should be phased out by gradual monthly reductions; 3) careful monitoring of the phasing out process must ensure that, at each step, refugee income is adequate; and 4) refugees should be well-informed about reasons for, and the modalities of, the phasing out with a trial period at the outset.

All these different actors--and their donors--need practical assessments leading to recommendations that can be used immediately to improve people's mental health and well-being. Although a range of assessment tools exist, what has been missing is an overall approach that clarifies when to use which tool for what purpose. This document offers an approach to assessment that should help you review information that is already available and only collect new data that will be of practical use, depending on your capacity and the phase of the humanitarian crisis. This document is rooted in two policy documents, the IASC Reference Group s (2010) "Mental Health and Psychosocial Support in Humanitarian Emergencies: What Should Humanitarian Health Actors Know?" and the "Sphere Handbook's Standard on Mental Health" (Sphere Project, 2011). It is written primarily for public health actors. As the social determinants of mental health and psychosocial problems occur across sectors, half of the tools in the accompanying toolkit cover MHPSS assessment issues relevant to other sectors as well as the health sector.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

But some changes provoke more attention than others, in part due to the vast uncertainty involved in making predictions about the future. The 2019 World Development Report will study how the nature of work is changing as a result of advances in technology today. Technological progress disrupts existing systems. A new social contract is needed to smooth the transition and guard against rising inequality. Significant investments in human capital throughout a person’s lifecycle are vital to this effort. If workers are to stay competitive against machines they need to train or retool existing skills. A social protection system that includes a minimum basic level of protection for workers and citizens can complement new forms of employment. Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
