As a result, the stakes have been raised in the debate over college admissions and student financial aid. With the gap in college enrollment widening by family income, the time has come to examine the strengths and weaknesses of the American system for financing higher education and to rethink its structure from the ground up. This book begins with an overview of the many indirect ways in which Americans pay for college--as taxpayers, students, and parents--and describes the sometimes perverse ways in which state and federal financial aid policies interact. Thomas J. Kane evaluates alternative explanations for the rise in public and private college costs--weighing the role of federal financial aid policy, higher input costs, and competitive pressures on individual colleges. He analyzes how far we have come in ensuring access to all. Evidence suggests that large differences in college enrollment remain between high and low income students, even those with similar test scores and attending the same high schools. Kane promotes a package of reforms intended to squeeze more social bang from the many public bucks devoted to higher education. For example, he advocates "front-loading" the Pell grant program, limiting eligibility to those in their first two years of college, and providing a larger share of federal subsidies by assessing student resources after college rather than evaluating a single year of parents income and assets before college. Book excerpt: As debate continues over who should get what kinds of aid to attend college, it is important to know what students and their families are actually paying for college, where the money is coming from, and how students' methods of paying vary with their family income and the type of institution they attend. To inform these debates, this report uses data from the 1999-2000 National Postsecondary Student Aid Study (NPSAS:2000) to describe how the families of dependent students used financial aid and their own resources to pay for college, emphasizing variation by family income and type of institution. The study covers students were dependent undergraduates who were full-time at 2-year or 4-year colleges. Approximately one-quarter of all undergraduates met these criteria. For low-income students at each type of institution, the expected family contribution fell short of the price students had to pay, even after financial aid. At public 2-year institutions, students appeared to cover their educational expenses by receiving aid (primarily grants), living at home, and working while enrolled. At public 4- year institutions, they appeared to depend primarily on aid (both grants and loans), and their own earnings, with some help from their parents. It is difficult to see how low income students at private not-for-profit institutions covered their educational expenses, given the gap between the net price and expected family contribution and the amount these students reported earning on their own. It may be that these students reduced their standard of living below the institutionally determined budget, acquired gift or loan funds, or used more of their income or savings than required by the expected family contribution. At public institutions and private not-for- profit nondoctoral institutions, middle income students and their families were in a better position than their low-income counterparts to cover their expenses. Data are presented on the number and size of less-than-4-year institutions, their educational offerings, types of degrees awarded, and on student demographic and socioeconomic characteristics, attendance costs, and financial aid. Following an introductory chapter, Chapter 2 provides a description of enrollment and program offerings at less-than-4-year institutions using data from the Integrated Postsecondary Data System survey. Chapters 3, 4, and 5 use National Postsecondary Student Aid Study (1987) data to describe students enrolled in less-than-4-year public, private not-for-profit, and private for-profit institutions. The sixth chapter compares students attending the different types of less-than-4-year institutions with those attending 4-year institutions. The seventh and final chapter summarizes the findings of this study. Student characteristics examined are divided into four groups: demographic and socioeconomic characteristics, including sex, age, marital status, dependent student's family income, and independent student's income; educational goals, including ultimate degree objective and field of study; student expenses, including the average amount paid for tuition and fees, housing, transportation, and miscellaneous; and sources and average amounts of financial support.
