To be sustainable and to create productive employment for its people, growth needs to be accompanied by structural transformation. Such transformation entails a growing share of manufacturing output in the economy. Light Manufacturing in Zambia shows that Zambia has the potential to become regionally competitive in several light manufacturing subsectors by leveraging its comparative advantage in natural resource industries such as agriculture, livestock, and forestry. Light Manufacturing in Zambia has several innovative features. First, it provides in-depth cost comparisons between Zambia and four other countries in Asia and Africa at sector and product levels. Second, the book uses a wide array of quantitative and qualitative techniques to identify key constraints to enterprises and to evaluate differences in the performance of firms across countries. Third, it uses a focused approach to identify country- and industry- specific constraints. Fourth, it highlights the interconnectedness of constraints and solutions. For example, solving the manufacturing input problem requires actions in agriculture, education, and infrastructure. This book suggests directing government policies toward removing constraints in a few of the most promising light manufacturing sectors using practical and innovative solutions inspired by the fast-growing Asian economies whose starting point 20 years ago was not very different from Zambia's today. Growing production of light manufacturing goods would allow Zambia to capture more value from its raw materials and create more jobs.

Book excerpt: Despite positive, relatively broad-based and stable growth record in recent years and immense untapped potential in agriculture, mining and services, Zambia's poverty rates have not declined significantly and remain high. Income growth is limited by coordination failures such as poor access to domestic and international markets, inputs, extension services and information. High indirect costs - most of which attributable to infrastructure service-related inputs into production including energy, transport, telecom, water, but also insurance, marketing and professional service - undermine Zambia's competitiveness limit job creation and therefore serve as a major constraint to pro-poor growth. Continued real appreciation is another serious threat to the competitiveness of export-oriented and import-competing sectors and to job creation. For Zambia to stay competitive and sustain the growth momentum it will be critical to improve productivity - including the productivity of its labor force, and to lower indirect production costs related to basic services. Carefully crafted monetary and fiscal policies will also be critical in responding to the real appreciation pressures. Improving the quality and access to secondary and tertiary education is essential if the poor are to benefit from future growth of the non-farm economy. Weak governance and in particular poor government effectiveness, are factors behind the market coordination failures and the identified government failures, and are as such major obstacles to inclusive growth in Zambia.

Book excerpt: Inclusive growth and poverty reduction requires an understanding of the constraints to increasing productivity of the informal sector, which employs the majority of Zambians. Zambians working in this sector are poor, have little education, die young from avoidable diseases, and live predominantly in rural areas. Even if more opportunities for formal employment currently existed, this population would not be qualified for these jobs. Their productive inclusion in society, and making sure they can invest in their children's futures to break the intergenerational transmission of poverty, requires rural investment that can help unlock constraints to informal sector productivity. A recent review of the constraints that women face, relative to men, reveal that women's business performance is affected by a combination of contextual factors and gender differences. This qualitative study sought to understand : (a) the key livelihood strategies used by women and men in Zambia; (b) the key constraints that women and men face; (c) how these constraints shape the strategies that are available; and (d) what women and men understand about human rights. The research had a specific focus on identifying responses that could help to increase women's economic empowerment.

Book excerpt: What changes are occurring at the macro and the sectoral levels, how the labour market changes are taking place and what impact is felt on the low income households are some of the questions that the present volume focuses on. It begins by examining the sectoral composition of growth, revisiting the issues related to industry-services balance, and also brings out the spatial dimension of growth. On the one hand the industry does not seem to have played a major role in the context of employment generation as imported technology is by and large capital intensive in nature. On the other hand, the services-led growth is seen to have reduced the pace of poverty reduction. Given the services-led growth the possible impact of trade in services on employment both in the formal and informal sectors have been worked out, indicating limited positive spill-over effects. The labour market outcomes are brought out with great details suggesting that rapid economic growth in India could not result in productive employment generation on a large scale. The gender dimensions of employment are brought out to verify if reduction in labour market inequality can result in improving the position of women in other spheres encompassing the decision making process both within the household and outside the household. Issues relating to urbanisation and rural-urban migration are also covered to understand the dynamics of urban poverty and to bring out the challenges of population transfer given the spatial concentration of growth. The job search practices pursued by the low income households are often pursued in terms of informal networks. What problems are associated with such mechanisms in experiencing improvements in wellbeing levels are covered in the present volume. On the whole, the volume offers an explanation of limited poverty reduction in a situation of rapid economic growth on the basis of an inter-disciplinary framework though efforts are being made to keep the methodology quantitatively rigorous.

Book excerpt: We estimate a unified measure of inclusive growth for emerging markets by integrating their economic growth performance and income distribution outcomes, using data over three decades. Country distributions are calibrated by combining PPP GDP per capita and income distribution from survey data. We apply the microeconomic concept of a social mobility function at the macroeconomic level to measure inclusive growth that is closer to the absolute definition of pro-poor growth. This dynamic measure permits us to focus on inequality as well as distinguish between countries where per capita income growth was the same for the top and the bottom of the income pyramid, by accounting for the pace of growth. Our results indicate that macroeconomic stability, human capital, and structural changes are foundations for achieving inclusive growth. The role of globalization could also be positive with foreign direct investment and trade openess fostering greater inclusiveness, while financial deepening and technological change have no discernible effect.

Book excerpt: While Zambia's economy performs well, in macroeconomic terms, low levels of productivity plague industry, and this constrains growth, diversification and prosperity. In recent years, economic growth has averaged 5-6 percent a year, business reforms are being implemented, and investment levels are at an all time high. However, according to the World Economic Forum's global competitiveness index 2010-2011, Zambia is not a competitive place in which to do business (ranking 115th out of 139 countries). Not surprisingly, business productivity tends to be low, and few Zambian industries are internationally competitive. Formal employment is shrinking and rural poverty is increasing. In summary, there is an urgent need to increase productivity, growth and employment. These questions continue to preoccupy policy makers, businesses and civil society especially in light of government's strategy to embrace private sector-led growth and facilitate competitiveness and diversification. The Jobs and Prosperity: Building Zambia's Competitiveness (JPC) Program is an effort to answer these questions and, at the same time, to achieve some concrete results that improve industry productivity and competitiveness. The Zambian government, with support from donors, has, for a long time, been trying to raise prosperity by encouraging more productive businesses, more competitive and diverse industries, and greater employment. Yet these efforts have not generated the results sought. The goal of the JPC Program is to achieve some meaningful progress towards improving industry productivity and competitiveness. The Program focuses on four industries so as to build traction and keep the scope of work manageable. The industries were selected by a group of Zambian stakeholders. The Program facilitated a process through which Zambian stakeholders identified some narrowly defined target results that, if achieved, could help these industries become more productive and then supports initiatives to achieve these results.
