Book excerpt: This book explores inclusive development in the Indian context, not only within each of the country’s major economic and social sectors, but also across countries in the particular context of globalization. In the emerging scenario of most expanding economies, including India, this topic remains particularly significant. The book’s sixteen chapters are divided into eight sections that address burning issues related to inclusive development – historical setting and policy context; current issues and future challenges; inclusiveness in the agricultural sector; inclusiveness in the industrial sector; inclusiveness in the health sector; inclusiveness and poverty; inclusiveness in the social context; and inclusiveness in the globalization context. The book highlights several positive developments displayed by the Indian economy in recent years, including the current growth rate of about 7 percent, which is among the highest rates around the globe. At the same time, it draws attention to the fact that while there is every reason to feel proud of these achievements, we cannot ignore the strains and brewing distress, especially in rural areas, or the concerns in environmental and social sectors, including health and education, relating to sociological divisions and disturbances, water and air pollution, and ecosystem and biodiversity losses. Important and relevant from both academic and policy perspectives, the book includes essays from some of the most eminent economists and social scientists in the South Asian region, providing vital takeaways for researchers and NGOs, as well as corporate sector and government decision-makers.

It discusses the theoretical assumptions underlying the inclusive development of Employment Guarantee Scheme (EGS), and draws conclusions based on robust data and real-world experiences with the MGNREGS – which has attracted global attention as India’s most ambitious, rights-based development initiative and most expansive work-based social security measure, the world’s largest public works programme, and people-centric approach to development. The book argues that the Scheme holds vast potential, and, in fact, has made significant contribution to the promotion of livelihoods of the poorest of the poor, but that the weak institutions of local-self-governance, entrusted for implementation of the Scheme, are incapable of exploiting them to the full. It ends with a concrete policy suggestion: the inclusive development experiences gathered with the EGS and presented here could offer a source of policy change in many developing Afro-Asian countries whose situations are similar to India’s, provided the local conditions in the respective country are taken into consideration when designing the EGS. Its significance as a social security measure has increased in post-COVID loss of jobs and livelihoods of the poor.

Book excerpt: Public works and employment programmes have long been considered a staple of social assistance. For the most part, though, they have been designed as short-term "safety nets". While, in some cases, the focus has also been on reducing poverty or addressing structural unemployment challenges, their implementation has seldom been on a scale that would make a dent in structural poverty. The fact that large scale programmes such as India's National Rural Employment Guarantee Scheme (NREGS), which was initiated prior to the recent economic crisis, could also be effective in responding speedily to and mitigating the effects of the crisis has elicited interest in such policies as a component of inclusive growth paths. In making the case for a longer-term development approach, the paper points out that such an approach would not only allow these programmes to act as shock absorbers without being "too little, too late" but would also enable the state to strengthen its capacities to provide support to livelihood strategies of the poor through addressing critical public goods and service deficits while creating jobs. In this context, the paper assesses the desirability and feasibility of adopting a universal or a partial Employment Guarantee (EG) to make such programmes a more stable complement to market-driven employment creation in situations where levels of poverty, in particular, working poverty, and underemployment are high. The paper also explores the complementarities and interactions with various social assistance and cash transfer programmes with a view to fostering a more comprehensive approach to social protection for the poor. The paper concludes with a section on implementation issues with a view to strengthening learning on how to plan, design and implement long-term and Employment Guarantee types of public employment programmes.
