Book excerpt: The Inclusive Economy: How to Bring Wealth to America’s Poor energetically challenges the conventional wisdom of both the right and the left that underlies much of the contemporary debate over poverty and welfare policy. Author and national public policy expert Michael Tanner takes to task conservative critiques of a “culture of poverty” for their failure to account for the structural circumstances in which the poor live. In addition, he criticizes liberal calls for fighting poverty primarily through greater redistribution of wealth and new government programs. Rather than engaging in yet another debate over which government programs should be increased or decreased by billions of dollars, Tanner calls for an end to policies that have continued to push people into poverty. Combining social justice with limited government, his plan includes reforming the criminal justice system and curtailing the War on Drugs, bringing down the cost of housing, reforming education to give more control and choice to parents, and making it easier to bank, save, borrow, and invest. The comprehensive evidence provided in The Inclusive Economy is overwhelming: economic growth lifts more people out of poverty than any achievable amount of redistribution does. As Tanner notes, “we need a new debate, one that moves beyond our current approach to fighting poverty to focus on what works rather than on noble sentiments or good intentions.” The Inclusive Economy is a major step forward in that debate.

To supplement the G20’s Development Working Group’s efforts, the Inclusive Business Activities Summary Report was developed by the Inclusive Business Action Network (iBAN) and the UNDP, wherein 47 best-practice case studies of projects, initiatives, and policies are analysed. IB practices seek to build wealth with low-income people, who are often underserved by businesses, in a scalable and commercially viable manner. Extending the wealth-generating power of business to low-income communities is seen as an effective catalyst for lifting people out of poverty. Indeed, the report notes the importance of IB, remarking that; ‘the future of work and the successful implementation of the Agenda 2030 hinges on the inclusion of those at the so-called Base of the Economic Pyramid (BoP), who earn up to US$8 per day and constitute half of the World’s population.’ – p.4. The report provides insights on the IB activities undertaken by the member States of the G20, invited countries and International Organisations (IOs). The insights include IB activities in different sectors, funding mechanisms, and the forms of inclusion of individuals at the Base of the Pyramid (BoP). By providing perceptions on the enabling environment and connecting practitioners, the aim of this report is to help scale up IB and encourage the replication of good practices in more countries to accelerate their efforts to be more inclusive, ultimately helping to achieve the United Nations’ Sustainable Development Goals. The Inclusive Business Activities Summary Report outlines the theoretical underpinnings of IB whilst also analysing some illustrative examples. The report highlights how states are taking steps to create corporate environments that are conducive to the thriving of IBs. There are fantastic opportunities, both for material gain and global sustainable development, to be unlocked through IB, and this report helps to detail the roadmap for policymakers, investors, and businesses as they shift towards IB. Report Findings Within the 47 case studies, engaging with the BoP as suppliers and customers were the most prevalent IB practices (31 and 27 cases respectively, including overlapping cases). Moreover, the most popular sectors for BoP engagement were agriculture (29) and the manufacture and retail of consumer goods (21). Given that one of the designated aims of the report is to improve policy-maker’s understanding of IB, the report also addresses the intervention priorities of states seeking to overcome the four key barriers to a healthy IB ecosystem, these are; information (26% of projects), rules (12%), capacity (35%), and finance (27%). The case studies were selected by participating states and IOs, therefore a majority of the projects (28) were state-funded in origin, yet a significant proportion of cases (19) also received some private sector backing, with 39% of cases receiving a blend of two-or-more financing sources. 40% of the projects were domestically governed, thus demonstrating the faith that emerging economies have in IB as a means to enhance development aims. Case Studies The annex to the report provides a concise synopsis of each case study. Many of these examples take a multi-faceted ad multi-stakeholder approach to tackling barriers to IB; for example, the USA-led 2X Challenge unites Development Finance Institutions to mobilize $3bn USD to invest in women around the world and demonstrate best practices of transparency, accountability and sustainable investment policy. Other case studies present domestic initiatives by states to promote IB in very specific areas. For example, the Australian Indigenous Procurement Policy (IPP) directly engages with Aboriginal communities as entrepreneurs and retailers. It seeks to leverage the Commonwealth’s procurement spending to facilitate Indigenous inclusion in value chains through setting targets for contracts with Indigenous Businesses, as well as providing minimum targets for Indigenous involvement in large-scale projects. In 2018, the IPP has helped to secure 3,291 contracts for 723 Indigenous businesses worth $205m USD. IB presents an exciting opportunity for businesses to take an active role in achieving the SDGs and will remain a core thematic area for the G20 Development Working Group (DWG) going forward.

This book examines the role the state and the private sector should play to benefit from the dynamics of business development, while ensuring that these benefits are shared broadly without jeopardizing sustainability. The views presented differ in detail, but the analyses and case studies presented share common themes, namely that the relative roles of state and private sector of should be balanced and that this particular balance should be based on the context of each country in order to make the private-public sector interaction work for all people.

The interdisciplinary work in this volume shows how trade is managed and asks theory-driven questions about how value chains relate to locally-rooted development processes. Policy makers and development practitioners are increasingly using value chain analysis to frame pro-poor development interventions. This book offers multiple conceptualizations of development outcomes of inclusion of small producers, firms and workers in value chains. Processes of inclusion at different scales are unpacked in order to identify the terms of participation of small producers, firms and workers. As value chains are embedded, the book further argues that inclusion can be conceptualized as the degree of alignment between value chain logics and the institutions and capacities in the local business system. The combination of inclusive governance and endogenous development informs a grounded debate on roles of development-oriented partnerships. Chapters in this volume draw on multiple strands of economics, sociology, political science, geography and management studies; and for empirical grounding engage in comparative analysis of cases from Latin America, SubSaharan Africa and East and South East Asia. These are combined with processes taking place at a global level, such as the proliferation of standards and the growth of roundtables and multi-stakeholder partnerships. The contributions explore contrasts – between contexts, between industries or commodities/products, and between conceptual frameworks; and the context dependency of development impact necessitates cross-case investigations. At the G20 Antalya Summit in November 2015, the Leaders of the G20 formally endorsed the G20 Leaders’ Call on Inclusive Business, the G20 Inclusive Business Framework and called for the establishment of the G20 Global Platform on Inclusive Business. The new G20 Inclusive Business Framework, designed with the support of UNDP and the World Bank, opens up new opportunities for low-income people and communities to participate in markets. The framework will also serve as tool for the G20 engagement in the effective implementation of the SDGs. Objective The Framework defines inclusive business, sets out recommendations to enable inclusive business and presents policy options for G20 and non-G20 governments, companies, and international financial institutions to promote and support inclusive business as a means to end poverty.

To achieve inclusiveness is by overcoming participation constraints for Small and Medium Enterprises (SMEs) and facilitation access for Low Income Developing Countries (LIDCs). The underlying assumption is that most firms in LIDCs are SMEs. Even larger firms in LIDCs are likely to face similar challenges to SMEs, including a less supportive domestic operating environment and weaker institutions that lead to higher fixed costs and challenges to compete on the international markets. The two major points of this report are (1) participation in GVCs is heterogeneous and uneven, across and within countries, and (2) available data and survey-based evidence suggest that SMEs’ participation in GVCs is mostly taking place through indirect contribution to exports, rather than through exporting directly. The report makes the case that policy action, at the national and multilateral level, can make a difference in achieving more inclusive GVCs through: a holistic approach to reform spanning trade, investment, and domestic policies countries and investments in expanding the statistical base and analysis of GVCs and in sharing knowledge on best practices on enabling policies and programs. The report elaborates on three broad areas of recommendations: (1) establishing a trade and investment action plan for inclusiveness defining clear and achievable objectives on trade and investment policy and identifying the necessary complementary domestic policy actions; (2) complementing trade, investment, and domestic policy actions by providing the needed political leadership and support to enhance collaboration across the sectors, and establishing global platforms for sharing best practices; and (3) providing political support for the establishment of a multi-year plan to expand and upgrade the statistical foundation necessary to increase the capacity of all countries to identify and implement policies that can contribute to stronger, more inclusive and sustainable growth and development, globally.
