The author begins by analyzing the roots of the revolution and the post-revolution situation from a political sociology perspective and then diagnoses the Tunisian economy before and after the revolution and identifies the multidimensional binding constraints preventing it from escaping the middle-income trap. The book then explores the pillars of an inclusive development strategy that Tunisia should pursue. The emphasis is made on building inclusive institutions, developing a new social contract and reinventing the country's leadership. Beyond the institutional dimension, the author suggests innovative financial channels, discusses the strategy of a successful integration of the Tunisian economy in the global economy as well as the pillars of its transformation into a knowledge-based economy.

Book excerpt: This 2017 Article IV Consultation highlights that Tunisia’s economic growth almost doubled to 1.9 percent in 2017, as confidence strengthened on the back of improved security and the unity government’s early progress with policy and reform implementation. Investment and exports remained sluggish, however. Growth is expected to reach 2.4 percent in 2018, helped by a good agricultural season and a pickup in manufacturing and tourism. The unemployment rate remains high at 15 percent. Trade data for early 2018 show an improvement in export performance, while import growth is slowing. This favorable trend is expected to continue throughout the remainder of the year, supported by a more favorable real exchange rate.

The fall was due to a variety of external factors, including two terrorist incidents that negatively affected the tourism sector in particular and shook business confidence more generally. However, growth picked up somewhat in 2016, standing at 1%, 1.4% and 1.3% in the first, second and third quarters of the year, respectively, and is expected to maintain this upward trend in 2017, supported by greater export competitiveness. Moves to bolster the economy through reforms, such as the new investment law and plans to tackle wider structural issues, are likely to help to raise growth to higher levels than those witnessed in recent years, as should the improvement in security since the 2015 attacks, though the extent of this will depend in part on whether or not the economy of the country’s main export destination and tourism source market – the eurozone – can emerge from its own recent slowdown.
