Book Reforming Education

Download or read book Reforming Education written by Stephen L. Jacobson and published by Corwin. This book was released on 1993-11-08 with total page 310 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book, the 14th yearbook of the American Education Finance Association (AEFA), provides a review and appraisal of the "educational perestroika" that has occurred over the past decade, both in the United States and in other developed countries. Rather than assessing the outcomes of a decade of educational reform, it examines the present and future of educational reform. Part 1 contains seven chapters that explore reform initiatives in the United States, while the second part is comprised of four chapters that examine reform initiatives abroad. Part 3 considers the future of school reform. Following the preface, the chapters include: (1) "School Reform in the United States: Putting It into Context" (Susan H. Fuhrman, Richard F. Elmore, and Diane Massell); (2) "Cooperative Performance Incentives in Education" (Craig E. Richards, Daniel Fishbein, and Paula Melville); (3) "'Professionalizing' Teaching by Expanding Teachers' Roles" (Betty Malen); (4) "Decentralization and Community Control" (G. Alfred Hess, Jr.); (5) "Negotiating Reform: Preliminary Findings" (Julia E. Koppich and Charles Taylor Kerchner); (6) "Educational Choice: Competing Models and Meanings" (Bruce S. Cooper); (7) "Cost Analysis as a Tool for Education Reform" (David H. Monk and Jennifer A. King); (8) "International School Reform: Political Considerations" (Frances C. Fowler, William L. Boyd, and David N. Plank); (9) "Pursuit of School Quality in England and Wales" (Peter Ribbins and Hywel Thomas); (10) "Benevolence in Canadian Public Schools" (Daniel J. Brown); (11) "Educational Transformations in a 'United' Germany" (Wolfgang Mitter and Manfred Weiss); and (12) "School Reform and the 'New World Order'" (James W. Guthrie). A subject and author index are included. The appendix contains a list of the AEFA Board of Directors, 1993-94. (LMI)

In addition, they propose ways to make funding more equitable across districts, outline the various elements that make school-based management work, and describe the key roles and responsibilities for the district even in a decentralized system. Book Education Policy for the 21st Century

Download or read book Education Policy for the 21st Century written by Lawrence B. Joseph and published by University of Illinois Press. This book was released on 2001 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Amid widespread concern that schools are failing to prepare students for workforce participation, higher education, and the economic and technological challenges of the twenty-first century, public school reform efforts across the nation have focused increasingly on standards, performance, and accountability. A particularly critical question involves improving educational opportunities for children in poverty and for other ""at-risk"" students who represent an increasing proportion of public school enrollment.Education Policy for the 21st Century examines a range of key issues in standards-based education reform. Contributors focus on educational trends and issues in metropolitan Chicago, state education policy in Illinois, lessons of Chicago school reform, and standards-based, systemic reform in other states. The volume also includes chapters on standards and assessment in school accountability systems, effects of school spending on student achievement, and ""building-level"" obstacles to urban school reform.Presenting valuable data and a variety of perspectives, this book illuminates both the challenges and opportunities presented by standards-based education reform."

Book Cultural Matters

Download or read book Cultural Matters written by William T. Pink and published by Hampton Press (NJ). This book was released on 2005 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In this book the authors explore the position that systemic reform requires addressing the culture of individual schools, and that various reform efforts address school culture in different ways. The chapters advocate that the key to success is the match between the strategy in use and the setting. In the chapters, reforms and their interactions with particular school cultures are explored through fieldwork." "The reader can learn from the cases what it takes to mount and sustain a systemic reform initiative at the school level. The book is intended for teachers, principals, parents, and others as a window into how to think about reform in schools, even as they must comply with the demands of accountability policy."--Jacket.

Book A Plan for Evaluating the District of Columbia s Public Schools

Download or read book A Plan for Evaluating the District of Columbia s Public Schools written by National Research Council and published by National Academies Press. This book was released on 2011-07-25 with total page 204 pages. Available in PDF, EPUB and Kindle. Book excerpt: The District of Columbia (DC) has struggled for decades to improve its public education system. In 2007 the DC government made a bold change in the way it governs public education with the goal of shaking up the system and bringing new energy to efforts to improve outcomes for students. The Public Education Reform Amendment Act (PERAA) shifted control of the city's public schools from an elected school board to the mayor, developed a new state department of education, created the position of chancellor, and made other significant management changes. A Plan for Evaluating the District of Columbia's Public Schools offers a framework for evaluating the effects of PERAA on DC's public schools. The book recommends an evaluation program that includes a systematic yearly public reporting of key data as well as in-depth studies of high-priority issues including: quality of teachers, principals, and other personnel; quality of classroom teaching and learning; capacity to serve vulnerable children and youth; promotion of family and community engagement; and quality and equity of operations, management, and facilities. As part of the evaluation program, the Mayor's Office should produce an annual report to the city on the status of the public schools, including an analysis of trends and all the underlying data. A Plan for Evaluating the District of Columbia's Public Schools suggests that D.C. engage local universities, philanthropic organizations, and other institutions to develop and sustain an infrastructure for ongoing research and evaluation of its public schools. Any effective evaluation program must be independent of school and city leaders and responsive to the needs of all stakeholders. Additionally, its research should meet the highest standards for technical quality.

Book excerpt: This third edition of this book explores traditional economic and political models and contemporary issues that affect the social, political, and economic state of schools. Like the previous two editions, this edition takes a balanced approach to understanding school finance issues by using paradigms of both the economist and the political scientist. Part I begins with a discussion of the educational decision-making process in a political-economic system divided between public and private sectors. Part II examines the sources of money that society devotes to support public education. Part III focuses on the merits and structures of general and categorical aid programs at state and federal levels in the United States. Part IV examines the potential of school finance policies to achieve high standards. Part V examines how changing the incentives provided by financial rewards in state policies and by teacher compensation within districts might improve school and student performance. Part VI concludes with a discussion of some implications of the systemic-reform movement on the changing policy context. (Contains a name index and a subject index.) (WFA).
