The authors address both issues by emphasizing the role of landlord supervision. When tenant effort is observable, but at a cost to the landlord, otherwise identical share-tenants can receive different levels of supervision and have different productivity. Unique data on monitoring frequency collected from share-tenants in rural Pakistan confirm that, controlling for selection, supervised tenants are significantly more productive than unsupervised ones. Landlords' decisions regarding the intensity of supervision and the type of incentive contract to offer depend importantly on the cost of supervising tenants.

It further highlights the shifting emphasis in contracts from Coasian transaction cost saving to risk sharing and shows how it creates difficulties associated with risk spreading, and emphasizes the need for efficient regulation of contracts at various levels. Each of the chapters is structured using a principal agent model, and all chapters incorporate adverse selection (and exogenous randomness) as a result of information asymmetry, as well as moral hazard (and endogenous randomness) due to the self-interest-seeking behavior on the part of the participants.

Book excerpt: In this paper, we estimate the allocative inefficiency of groundwater in Pakistani agriculture and compare it across a set of farm-level constraints, using a panel dataset of rural households. The farm-level constraints include tenure, farm size, access to surface water and location on a watercourse. We use a stochastic approach, based on a system of equations to estimate both the technical efficiency of farms and the allocative efficiency of groundwater use. The allocation of surface irrigation water in Pakistan is fixed per unit of land, so its allocative inefficiency cannot be estimate. Therefore, we will treat surface water as a fixed factor and focus mainly on groundwater. The analysis sheds light on the utilization of irrigation water across a set of farm-specific characteristics. It also provides a basis for a psssible redesign of water policy. The results in this paper constitute the empirical basis for policy work that we will focus on in our future work.

Book excerpt: Abstract: Although a large theoretical literature discusses the possible inefficiency of sharecropping contracts, the empirical evidence on this phenomenon has been ambiguous at best. Household-level fixed-effect estimates from about 8,500 plots operated by households that own and sharecrop land in the Ethiopian highlands provide support for the hypothesis of Marshallian inefficiency. At the same time, a factor adjustment model suggests that the extent to which rental markets allow households to attain their desired operational holding size is extremely limited. Our analysis points towards factor market imperfections (no rental for oxen), lack of alternative employment opportunities, and tenure insecurity as possible reasons underlying such behavior, suggesting that, rather than worrying almost exclusively about Marshallian inefficiency, it is equally warranted to give due attention to the policy framework within which land rental markets operate.

Countries that were low-income a generation ago successfully integrated into the global value chain, exploiting their labor-cost advantage. In 1990, the region held about a third of the world’s labor force. Leveraging this comparative advantage, the share of global GDP of emerging economies in East Asia Pacific grew from 7 percent in 1992 to 17 percent in 2011. Yet, the region now finds itself at a critical juncture. Work and its contribution to growth and well-being can no longer be taken for granted. The challenges range from high youth inactivity and rising inequality to binding skills shortages. A key underlying issue is economic informality, which constrains innovation and productivity, limits the tax base, and increases household vulnerability to shocks. Informality is both a consequence of stringent labor regulations and limited enforcement capacity. In several countries, de jure employment regulations are more stringent than in many parts of Europe. Even labor regulations set at reasonable levels but poorly implemented can aggravate the market failures they were designed to overcome. This report argues that the appropriate policy responses are to ensure macroeconomic stability, and in particular, a regulatory framework that encourages small- and medium-sized enterprises where most people in the region work. Mainly agrarian countries should focus on raising agricultural productivity. In urbanizing countries, good urban planning becomes critical. Pacific island countries will need to provide youth with human capital needed to succeed abroad as migrant workers. And, across the region, it is critical to ‘formalize’ more work, to increase the coverage of essential social protection, and to sustain productivity. To this end, policies should encourage mobility of labor and human capital, and not favor some forms of employment - for instance, full-time wage employment in manufacturing - over others, either implicitly or explicitly. Policies to increase growth and well-being from employment should instead reflect and support the dynamism and diversity of work forms across the region.

We develop a groundwater extraction model for the Indus Basin and simulate the effect of common property management (the status quo in the Indus Basin) and optimal management on groundwater extractions, water table height, groundwater quality, and annual net benefits from irrigated agriculture. The analysis provides a framework to develop and discuss policies that could lead to the optimal management of groundwater.

The sector employs almost half of the country's labor force, supplies key inputs to the country's manufacturing sector, generates a significant share of export earnings, and nourishes a rapidly growing population. Further, beyond agriculture is the wider rural economy, including nonfarm economic activities such as small enterprises, transport services, village retail shops, local schools, and clinics, all of which account for an estimated 40 to 57 percent of total rural household income. Given the importance of these rural activities, the slow growth of agriculture in recent years—averaging just 2.8 percent during the period 2010-2014—should be a source of concern for Pakistan. Can the country's agricultural sector and rural economy once again play a significant role in growth and development? Can it contribute to poverty reduction? Agriculture and the Rural Economy in Pakistan: Issues, Outlooks, and Policy Priorities seeks to answer these questions by examining the performance of both agriculture and the rural economy. The emerging story of integration of the village economy with the outside world is placed against the backdrop of a rapidly transforming India and, in turn, helps to understand the transformation. It puts development economics into practice to assess its performance and potential in a unique and powerful way to show how the development of one village since India's independence can be set in the context of the entire country's story. How Lives Change sets out the role of, and scope for, public policy in shaping the lives of individuals. It describes how changes in Palanpur's economy since the late 1950s were initially driven by the advance of agriculture through land reforms, the expansion of irrigation and the introduction of "green revolution" technologies. Since the mid-1980s, newly emerging off-farm opportunities in nearby towns and outside agriculture became the key driver of growth and change, profoundly influencing poverty, income mobility, and inequality in Palanpur. Village institutions are shown to have evolved in subtle but clear ways over time, both shaping and being shaped by economic change. During the 1950s and 1960s, Birmingham gained national and international attention as a center of activity and unrest during the civil rights movement. Racially motivated bombings of the houses of black families who moved into new neighborhoods or who were politically active during this era were so prevalent that Birmingham earned the nickname “Bombingham.” In this critical analysis of why Birmingham became such a national flashpoint, Bobby M. Wilson argues that Alabama’s path to industrialism differed significantly from that of states in the North and Midwest. True to its antebellum roots, no other industrial city in the United States depended as much on the exploitation of black labor so early in its urban development as Birmingham. A persuasive exploration of the links between Alabama’s slaveholding order and the subsequent industrialization of the state, America’s Johannesburg demonstrates that arguments based on classical economics fail to take into account the ways in which racial issues influenced the rise of industrial capitalism.
