Whether or not a country contributes to the causes of climate change, the effects of climate change are experienced globally with diverse pressure exerted on natural resources, communities and societies. This paper therefore, sought to explore the incentives for community participation in a climate change mitigation programme. Specifically, it questioned the impact of the participatory environmental management approach (PEMA) on local community livelihoods? Secondly, it assessed the contribution of PEMA to forest conservation? And thirdly, it assessed the incentives for local community participation in the programme (PEMA)?

Book excerpt: This study analyzes the interrelationship between local benefits and global environment benefits in the Global Environment Facility (GEF) strategies and projects in order to: Enhance GEF policies, strategies, and project design and implementation so these can effectively promote the potential for local gains in those global environmental programs where actors need to be mobilized for long-term support of sound environmental management, costs incurred by local communities for supplying global environmental goods need to be reduced, and possible negative impacts need to be ameliorated. Strengthen GEF monitoring and evaluation policies and processes to develop indicators for, and enhance the tracking of, local benefits and negative impacts. Expand the body of existing operational knowledge of good practices and experiences germane to pursuing global environmental issues and of constraints or fallacies to be avoided in operations. Disseminate widely the most valuable lessons of existing experience and show how these lessons can be implemented in future GEF operations.

As the world has become more environmentally aware, the necessity of environmental regulations becomes apparent. Voluntary Environmental Programs: A Policy Perspective examines different approaches to environmental protection in business. Environmental improvements on the part of industry often result from government regulations that command certain action on the part of industry and then control how well they perform. An alternative approach is Voluntary Environmental Agreements (VEA), where firms voluntarily commit to make certain environmental improvements individually, as part of an industry association, or under the guidance of a government entity. For example, many new initiatives targeted towards climate change originate from companies that voluntarily commit to reduce their carbon output or 'footprint.' Voluntary Environmental Programs (VEP) provides an overview of current research on VEPs, looking at issues such as what motivates firms to participate, how a VEP structure affects a company's efficiency and credibility with stakeholders, and who monitors compliance of participants. This current work examines how a firm's environmental performance over time compares with VEP commitments. This book also discusses the particular considerations for VEPs in developing countries, where information flows and regulatory oversight capacities differ from the U.S.

Book excerpt: Abstract: The use of incentives for the provision of environmental services occupies a critically important place in the international development agenda. The use of local approaches for watershed services provision and international efforts for global provision of climate change land-based mitigation services are among promising management options. These two options have the potential to significantly reduce the overall costs of meeting environmental targets through market-based institutional arrangements. Despite widespread agreement that transaction costs are important, existing research has not yet considered the scale and role of transaction costs in determining: 1) the rate of adoption of incentive-based schemes for the provision of watershed services in the developing world, and 2) the supply of mitigation services associated with avoided emissions from deforestation, particularly in a developing country context. To address the former, the first chapter of this dissertation identifies patterns of adoption and the exogenous and endogenous factors that help to explain the number of incentive-based programs adopted during the last decade. Using an econometric model, it suggests that the degree of adoption can be interpreted as diffusion of interdependent induced institutional innovations. The second chapter presents a conceptual framework for transaction costs and reports results of field data collection and empirical estimates of the scale of transaction costs of mitigation through land-based activities in Ecuador taking place under alternative incentive-based institutional arrangements. The third chapter of this dissertation develops an econometric model to estimate the elasticity of land supply in Ecuador and evaluates the effect that transaction costs have on incentive-based mitigation activities. Knowledge generated from this research aims at enriching the scholarly debate on policy diffusion and climate change policy and provides critical insights for policymakers interested in incentive-based institutional arrangements for the provision of environmental services.
