This book analyses the set of tax incen¬tives implemented in Colombia recent years, to boost the Orange Economy by providing real estate tax reliefs, allowing a special tax deduction to stimulate investments in Orange projects and exempting companies dedicated to Orange activities from income tax. Beyond the debates on the justification of establishing new tax incentives for a particular sector of the economy, this book focuses on the particularities of the existing mechanisms to point out their limitations and propose ideas for their enhancement. To do so, the work presents a perspective of the theoretical defi¬nition of the Orange Economy, evincing the lack of consistency of the concept in public policy instruments and the difficulties in the delimitation of the particular activities covered by the cultural and creative industries. It also examines the interaction of Colombian Orange tax incentives with the rest of the domestic tax system, and compares them to instruments established in other jurisdictions.

We use detailed data on applications and acceptances for R&D tax incentives, a special survey, and for the first time, the science and technology module from the 2000-2002 Survey of Manufacturers database in Colombia to analyze this question. We estimate the effect of the R&D tax deduction instituted in Colombia using Zellner's Seemingly Unrelated Regressions method, and find that the elasticity of demand of R&D investment in manufacturing is quite high in Colombia compared to other countries, particularly for smaller firms, but that the direct benefit from existing policies is minimal. Overall, the results of the paper suggest that there is a great potential for such incentives to promote R&D investment in Colombia, but in their current form, they fail to target those firms that could benefit the most.

Book excerpt: Part I of a two-part study on Colombian industrialization describes three key characteristics of Colombia's manufacturing sector that contribute to the country's economic difficulties: low productivity; a structure that is heavy on consumer goods industries and light on intermediate and capital goods industries; and the small size of the manufacturing sector relative to the total economy. The interaction of these three characteristics poses a problem that is compounded by the falloff in coffee export earnings and a failure to develop major new sources of nonmanufacturing export earnings. The study shows that low productivity in industry could take care of itself to a considerable extent if the modern subsectors could expand rapidly. However, this would require imports and a large amount of capital, which would have to come from two sources: foreign exchange and domestic savings. The analysis suggests that increasing domestic savings would tend to cause a rise in unemployment due to curtailed activity in consumer goods industry, but that an increase in foreign exchange would permit the modern sector of Colombia's manufacturing industry to be expanded without high unemployment.
