Book excerpt: Based on the 'National Forest Policy 1988,' on the first June in 1990 (circular No. 6.21/89-FP, Sarin, 1998), the government of India issued guidelines and adopted Community Based Forest Management (CBFM) system in the form of Joint Forest Management (JFM) system for conservation of forests with clearly identified duties and functions for ensuring protection of forests. However, the system has not been fully succeeding. This paper examines the reasons for the failure of CBFM system in Assam. The study finds that the households who actively participate in the forest conservation activity belong to predominantly non-tribal households and also to tribal households who are engaged in non-forest dependent livelihoods. The study also discovers that the Forest Protection Committees in forest areas which have experienced urbanization, commercialization, and diversification of labor into quarrying industry and such other activities take active participation in the forest protection activities. Quite contrary to the expectations the primary evidence in this study establishes that the failure to prevent deforestation is linked to the failure of the CBFM system to evolve appropriate incentive structures for the forest dependent tribal households who are the crucial actors in forest protection. This study finds that instead of expanding the subsistence opportunities for the poor forest dependent tribal households through forest conservation, the CBFM system has caused a decline in the incomes of these households.

In exchange, the group that manages the area is given exclusive access to the forest resources and is able to earn a sustainable source of income. However, for community-based forest management to have a higher likelihood of being effective, households that are participating in the forest management system can receive an incentive in addition to the forest being conserved.

Over time, various forms of community-based forestry have evolved in different countries, but all have at their heart the notion of some level of participation by smallholders and community groups in planning and implementation. This publication is FAO’s first comprehensive look at the impact of community-based forestry since previous reviews in 1991 and 2001. It considers both collaborative regimes (forestry practised on land with formal communal tenure requiring collective action) and smallholder forestry (on land that is generally privately owned). The publication examines the extent of community-based forestry globally and regionally and assesses its effectiveness in delivering on key biophysical and socioeconomic outcomes, i.e. moving towards sustainable forest management and improving local livelihoods. The report is targeted at policy-makers, practitioners, researchers, communities and civil society.

Most of these forests resources have been controlled under customary tenure without clear management schemes. However, in recent years Collaborative Forest Management (CFM) has come to see local communities cooperating with government or its agencies in the management of gazetted forest reserves. Organized in Communal Land Associations (CLA), community members enter into a Memoranda of Understanding/Agreement with the National Forestry Authority (NFA) to manage part or whole of a gazetted forest reserve. In Budongo Sub-county in Masindi District (Western Uganda), a Community Based Organization (CBO), the Budongo Community Development Organization (BUCODO) working with the NFA has piloted CLAs as institutions through which communities can manage their forest resources. Presently little empirical evidence exists that points to the effects transaction costs in Community Forestry (CF) play in retarding the success of such initiatives. This study sought to: Examine the level of transaction costs households faced in community forestry and to gauge their effects on community forestry initiatives; and determine the distribution of community forestry transaction costs across households with diverse socio-economic characteristics and gauge their effects on community forestry initiatives.

Developed countries, have managed to establish well-defined property rights over numerous resources and in some instances extended non-exclusionary rights over privately owned resources over an extended period of time. In the developing world, however, the share of community property is extensive, either as a response to an expanding market or because the exposure to markets in still in its nascent stage. This coupled with the demands of globalization, has led to the co-existence of both community ownership of resources as well as an evolving private property rights market. This tension between public versus private ownership rights is particularly relevant in the developing countries of South Asia, not only because of its shared history but also because of its resources frequently cross national boundaries. This book tells the story of CPRs and the commons in a rapidly changing South Asia. Including contributions from those working with natural resources in Bhutan, India, Nepal, Pakistan, and Sri Lanka, the papers discuss issues such as equity in distribution; efficiency and productivity of resources; sustainability of resources; and institutional transition and governance.

The Forest Conservation Project, launched in April 1998 by the Institute for Global Environmental Strategies (IGES), has carried out research activities on forest strategies, including policy analysis and on-site surveys. This book gives an overview of the project's research activities in its first three-year phase (April1998-March 2001). Since viable forest strategies work best when based on the involvement of local people, this report is addressed to stakeholders in the communities of the relevant countries, including local people and authorities, community-based organizations, experts, national agencies, and international institutions.
