We must, therefore, while we most sacredly maintain the honor of the city, by preserving all its engagements and fulfilling all its obligations, adhere also to the most rigid economy in the management of its affairs; and, while we most assiduously do all in our power to advance the interests of the city, and promote its business facilities, we must defer entering upon all great enterprises requiring large outlays of money, until the condition of our finances will permit the same being done without inordinately increasing the taxes, and thereby oppress ing all classes of our community.
