Book excerpt: The objective of this report was to determine whether the Air Force Center for Engineering and the Environment (AFCEE) provided effective oversight of construction projects in Afghanistan. The authors selected a nonstatistical sample of 4 of the 19 military construction projects located at Camps Bastion/Leatherneck that met their criteria to determine whether AFCEE officials properly monitored contractor performance and adequately performed quality assurance oversight responsibilities during construction. The report concludes that AFCEE Contingency Construction Division officials did not provide effective oversight of military construction projects in Afghanistan. As a result, the life and safety of Camps Bastion/Leatherneck coalition forces who occupied the Secure Reception, Staging, Onward-Movement, and Integration facility and the Command and Control facility were at increased risk. Book excerpt: Over the past decade, America's military and federal-civilian employees, as well as contractors, have performed vital and dangerous tasks in Iraq and Afghanistan. Contractors' support however, has been unnecessarily costly, and has been plagued by high levels of waste and fraud. The United States will not be able to conduct large or sustained contingency operations without heavy contractor support. Avoiding a repetition of the waste, fraud, and abuse seen in Iraq and Afghanistan requires either a great increase in agencies' ability to perform core tasks and to manage contracts effectively, or a disciplined reconsideration of plans and commitments that would require intense use of contractors. Failure by Congress and the Executive Branch to heed a decade's lessons on contingency contracting from Iraq and Afghanistan will not avert new contingencies. It will only ensure that additional billions of dollars of waste will occur and that U.S. objectives and standing in the world will suffer. Worse still, lives will be lost because of waste and mismanagement.

Book excerpt: This memorandum analyzes funding received or requested for projects to support U.S. military operations in Afghanistan and Iraq, describes recent changes in the Department of Defense's authorities governing military construction projects in response to the wars and occupations of those countries, and outlines several potential issues for Congress. In the FY2OO5 Supplemental, DOD is requesting $1.0 billion for military construction to support Afghanistan and Iraq either in-country or in surrounding countries. That amount compares to the $912 million in funding for military construction for those purposes in previous supplementals since the 9/11 attacks. Since that time, Congress has also provided DOD with additional flexibility to initiate military construction projects - without advance authorization - in order for DOD to move more quickly to meet wartime needs. At the same time, the countries have voiced concerns about insufficient or lack of information from DOD about the use of funds for construction projects in Iraq and Afghanistan and the whether all projects rejected qualify as emergency spending.
