Book excerpt: This report presents the results of an historic properties survey of the Indiana Army Ammunition Plant (INAAP). Prepared for the United States Army Material Development and Readiness Command (DARCOM), the report is intended to assist the Army in bringing this installation into compliance with the National Historic Preservation Act of 1966 and its amendments, and related federal laws and regulations. To this end, the report focuses on the identification, evaluation, documentation, nomination, and preservation of historic properties at the INAAP. Chapter 1 sets forth the survey's scope and methodology; Chapter 2 presents an architectural, and technological overview of the installation and its properties; and Chapter 3 identifies significant properties by Army category and sets forth preservation recommendations. Illustrations and an annotated bibliography supplement the text.

Book excerpt: This analysis is undertaken to assist the Indiana Army Ammunition Plant (INAAP) in meeting the goals established in the Army Facilities Energy Plan to reduce energy consumption by 25 percent by 1985. Projects selected for implementation as a result of this analysis will enable INAAP to achieve the 1985 goal. Source energy consumed in l975 was 508,000 MBTU's. This was reduced by INAAP to 346,000 in 1980 for a 42 percent savings. By combining INAAP's conservation effort with the projects described in this report, FY 1985 source energy consumption will be 210,000 MBTU's or a 46 percent reduction. Projects are divided into Standby and Mobilization Status. Standby status projects will save approximately 58,000 MBTU's. Total energy reduction from FY 80 to the end of FY 85 will be approximately 136,000 MBTU's including 78,000 MBTh's from INAAP's energy conservation effort. The total installed cost of the Standby projects is estimated at approximately $3 million. If Mobilization status projects are implemented source energy consumption can be reduced by an additional 3,365,000 MBTU's. The mobilization project savings are based on full mobilization with no change in the present process. The cost of implementing the Mobilization projects is approximately $20 million.

Book excerpt: This report presents the transcripts of oral history interviews conducted as part of an effort to document the construction and World War II-era operations of the Radford Army Ammunition Plant (RAAP), near Radford, Virginia. This project was undertaken as part of a larger Legacy Resource Program demonstration project to assist small installations and to aid in the completion of mitigation efforts set up in a 1993 Programmatic Agreement among the Army Materiel Command, the Advisory Council on Historic Preservation, and Multiple State Historic Preservation Officers concerning a program to cease maintenance, excess, and dispose of particular properties. As part of the larger project to develop the national historic context of seven sample installations on a state and local level, the major focus of the project at RAAP was to document the impacts that the facility bad on the state and local environments.

If Mobilization status projects are implemented, source energy consumption can be reduced by 3,365,000 MBTUs during periods of full mobilization. The cost of implementing the Mobilization projects is approximately $21 million.

Book excerpt: A limited environmental survey of a proposed excess area in the northern portion of Indiana Army Ammunition Plant was performed to determine the extent of residual hazardous contamination. Two areas, the Burning Ground and the Static Test Area, were surveyed. Soils of the Burning Ground were sampled and analyzed for nitrocellulose. Buildings surfaces in the Static Test Area were sampled and analyzed for nitrocellulose and nitroglycerin. In addition, paints on building surfaces were tested for heavy metals and asbestos content. Nitrocellulose was not found in soil, sediment or sewer samples. Building surfaces were free of nitrocellulose and nitroglycerin contamination. Paint samples contained high levels of copper, chromium and zinc and low levels of lead and cadmium. Mercury was not found in any paint samples. (Author).

Book excerpt: The U.S. Army Environmental Center tasked the Mandatory Center of Expertise for the Curation and Management of Archaeological Collections (MCX) with the job of assisting the Army in complying with the Native American Graves Protection and Repatriation Act (NAGPRA), P.L. 101-601. The MCX was asked to locate and assess archaeological collections derived from Army lands, to identify the Native American or Native Hawaiian organizations culturally affiliated with the collections, and to draft Section 6 summary letters for each installation. A two-stage process was used to identify locate and assess the contents of the collections, consisting of archival research and telephone interviews with the repository personnel. This report conveys the results of the collection research completed for the compliance with Section 6 of NAGPRA.
