Book excerpt: When examining the ebb and flow of events in the region called Central Asia, one is struck by the magnitude of the impact that this area has had throughout history. Yet in spite of this record, very little is known about this part of the world today. Central Asia always has found itself wedged between Europe and Asia, and as such, has been at the crossroads of relations between the two. In physical terms, this can be seen graphically in the trade routes of the Great Silk Road. In philosophical terms, it is an area where Western beliefs met and mingled with Eastern ways, often resulting in unusual and unique hybrids of thought and culture. Nor has the area's significance been limited to that of providing a meeting place for other cultures. For over 100 years, between the thirteenth and fifteenth centuries, the armies of Genghis Khan and later Tamerlane spread from Central Asia to conquer and exert their influence over an area larger than the conquests of Alexander, Rome or Hitler. The repercussions of these conquests can still be seen today and serve as a reminder of the impact the region has had, and may again have, on world events.

In Chaos, Violence, Dynasty, Eric McGlinchey presents a compelling comparative study of the divergent political courses taken by Kyrgyzstan, Uzbekistan, and Kazakhstan in the wake of Soviet rule. McGlinchey examines economics, religion, political legacies, foreign investment, and the ethnicity of these countries to evaluate the relative success of political structures in each nation. McGlinchey explains the impact of Soviet policy on the region, from Lenin to Gorbachev. Ruling from a distance, a minimally invasive system of patronage proved the most successful over time, but planted the seeds for current "neo-patrimonial" governments. The level of direct Soviet involvement during perestroika was the major determinant in the stability of ensuing governments. Soviet manipulations of the politics of Uzbekistan and Kazakhstan in the late 1980s solidified the role of elites, while in Kyrgyzstan the Soviets looked away as leadership crumbled during the ethnic riots of 1990. Today, Kyrgyzstan is the poorest and most politically unstable country in the region, thanks to a small, corrupt, and fractured political elite. In Uzbekistan, Islam Karimov maintains power through the brutal suppression of disaffected Muslims, who are nevertheless rising in numbers and influence. In Kazakhstan, a political machine fueled by oil wealth and patronage underlies the greatest economic equity in the region, and far less political violence. McGlinchey's timely study calls for a more realistic and flexible view of the successful aspects of authoritarian systems in the region that will be needed if there is to be any potential benefit from foreign engagement with the nations of Central Asia, and similar political systems globally.

Book excerpt: The principle of transferable groundwater rights is that by making water rights capable of being traded in the market, water resources can be used more sustainably and efficiently. Groundwater would achieve its economic value, by switching from the high volume-low value irrigation, which is prevalent with many farmers, particularly in South Asia, to low volume-high value urban supply or the growing of intensive horticultural or cash crops. This book discusses transferable groundwater rights in their broader context. It starts with a detailed description of the physical aspects of groundwater, which non-technical readers should find useful, followed by a discussion of legal and economic aspects. Water transfers and the international experiences in transferable groundwater rights are dealt with in detail in two subsequent chapters. A model is presented to guide those involved in water resources management and planning in their decision process to introduce transferable groundwater rights and water rights trading. The author concludes that transferable groundwater rights potentially offer a better alternative to land-based water rights systems. However, he casts serious doubt on whether groundwater rights trading on its own can achieve water resources sustainability, environmental protection and social equity. Government intervention seems to be almost always needed to assist the water rights market and take responsibility for any of its adverse consequences.

This was the result not only of a heightened interest on the part of the public on various aspects of climate change, but also because the IPCC itself proactively attempted to spread the findings of its AR4 to the public at large. The interest generated on the scientific realities of climate change was further enhanced by the award of the Nobel Peace Prize to the IPCC and former Vice President of the US, Al Gore. By taking this decision in favour of a leader who has done a great deal to create awareness on c- mate change, and a body that assesses all scientific aspects of climate change and disseminates the result of its findings, the Norwegian Nobel Committee has clearly drawn the link between climate change and peace in the world.

There has been recent progress towards regional cooperation, but the barriers created by borders negatively affect peoples' lives. It is contended that increased cooperation among the Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan would produce substantial political and economic gains, including income increases of 50 percent to 100 percent over the next ten years. The cost of non-cooperation is continued deterioration in income distribution, social services and general living conditions, according to the Report, and possibly a descent into the vicious cycle of economic crisis and corrupt governance that often leads to social unrest.
