As a filmmaker, he has directed in Africa, Australia, India, and Europe. His prize-winning films (many made jointly with his wife, Judith MacDougall) include The Wedding Camels, Lorang's Way, To Live with Herds, A Wife among Wives, Takeover, PhotoWallahs, and Tempus de Baristas. As a theorist, he articulates central issues in the relation of film to anthropology, and is one of the few documentary filmmakers who writes extensively on these concerns. The essays collected here address, for instance, the difference between films and written texts and between the position of the filmmaker and that of the anthropological writer. In fact, these works provide an overview of the history of visual anthropology, as well as commentaries on specific subjects, such as point-of-view and subjectivity, reflexivity, the use of subtitles, and the role of the cinema subject. Refreshingly free of jargon, each piece belongs very much to the tradition of the essay in its personal engagement with exploring difficult issues. The author ultimately disputes the view that ethnographic filmmaking is merely a visual form of anthropology, maintaining instead that it is a radical anthropological practice, which challenges many of the basic assumptions of the discipline of anthropology itself. Although influential among filmmakers and critics, some of these essays were published in small journals and have been until now difficult to find. The three longest pieces, including the title essay, are new.

Book excerpt: Gives voice to the conscripts who are forced to serve indefinitely without remuneration under the ENS in a powerful critical survey of its effect from the Liberation Struggle to today. The Eritrean National Service (ENS) lies at the core of the post-independence state, not only supplying its military, but affecting every aspect of the country's economy, its social services, its public sector and its politics. Over half the workforce are forcibly enrolled into it by the government, driving the country's youth to escape national service by seeking employment and asylum elsewhere. Yet how did the ENS, which began during the 1961-91 liberation struggle as part of the idea of the "common good" - in which individual interests were sacrificed in pursuit of the grand scheme of independence and the country's development - degenerate into forced labour and a modern form ofslavery? And why, when Eritrea no longer faces existential threat, does the government continue to demand such service from its citizens? This book provides for the first time an in-depth and critical scrutiny of the ENS'sachievements and failures and its overarching impact on the social fabric of Eritrea. The author discusses the historical backdrop to the ENS and the rationales underlying it; its goals and objectives; its transformative effects, as well as its impact on the country's defence capability, national unity, national identity construction and nation-building. He also analyses the extent to which the national service functions as an effective mechanism of transmitting the core values of the liberation struggle to the conscripts and through them to the rest of country's population. In representing invisible demarcations between nations and peoples who may have much or very little in common, borders exert a powerful influence and define how people think as well as what they do. Surprisingly, there have been very few systematic or concerted efforts to review the experiences of nation and state at the local level of borders. Yet because the political and economic reasons that induced an historical openness to the arrival of refugees have largely withered away, there is no longer a guarantee that any state will be prepared to receive these involuntary migrants. Governments of both North and South are withdrawing from the international legal duty to provide potentially indefinite protection to any and all refugees who arrive at their borders. The challenge is to reconceive refugee protection in a way that is reconcilable with the legitimate concerns of modern states, yet which does not sacrifice the critical right of at-risk people to seek asylum. The essays in Reconceiving International Refugee Law offer a response to the concerns of many states that refugee protection has become no more than a `back door' route to permanent immigration, and that its costs are not fairly apportioned among states. Due to the host state’s inability or unwillingness to provide protection, camps are often administered by the United Nations High Commissioner for Refugees (UNHCR) and its implementing partners. When a violation occurs in these situations, to which actors shall responsibility be allocated? Through an analysis of the International Law Commission’s work on international responsibility, Maja Janmyr argues that the ‘primary’ responsibility of states does not exclude the responsibilities of other actors. Using the example of Uganda, Janmyr questions the general assumption that ‘unable and unwilling’ is the same as ‘unable or unwilling’, and argues for the necessity of distinguishing between these two scenarios. Doing so leads to different conclusions in terms of responsibility for the state, and therefore for UNHCR and its implementing partners.
