The triptych of indentities, borders and orders is central to understanding the nature of sovereignty and the relations between countries. Nowhere is this more apparent than in the European Union. The changing definition and placement of the border is one of the most striking features of the recent transformations of the Union. The definition of what a border is and where it is for persons has moved out of the territory of national sovereignty and has become the preserve in law of the European Community. The enlargement of the European Union towards the countries of Central and Eastern Europe has created new challenges for the concept of borders in the EU. This volume examines the extent of the Community power and the legal meaning of the EU's borders, as well as the ways to control (or not) the movement of persons across borders. It considers the legal texts - EC law on visas, the Regulations on visas, the meaning of borders for persons in Community Law, the Schengen acquis and its incorporation into the EC Treaty (and where appropriate the TEU); national practice and its transformation with the insertion of the private sector's responsibility for the control of borders and judicial control. The point of departure is the perspective of the individual who is seeking to cross these borders.

Book excerpt: On May 4-6, 2011 in cooperation with historians from Hungary and Israel, the Balassi Institute organized a conference entitled “Between Minority and Majority” on the history of the Hungarian and Jewish diaspora and the shifting meanings of notions of Hungarian and Jewish identity. The conference had the support of Deputy Prime Minister Tibor Navracsis and József Pálinkás, the president of the Hungarian Academy of Sciences. Aliza bin Noun, at the time the Israeli ambassador to Hungary, gave an opening speech. An exhibition of a selection of the pictures of photographer Doron Ritter was also held in connection with the conference. In the short period of time since the collapse of the Soviet bloc, Hungarian sociolinguists have certainly done their very best to catch up. This volume brings together the fruits of their work, some of which was hitherto only available in Hungarian. The reader will find a wealth of information on many bilingual communities involving Hungarian as a minority language. The communities covered in the book are located in countries neighboring Hungary (Austria, Serbia, Slovakia, Slovenia, Romania and Ukraine) as well as overseas (in Australia and the United States). Several of the chapters discuss material derived from the Sociolinguistics of Hungarian Outside Hungary project. Throughout the book, the emphasis is on how the language use of Hungarian minority speakers has been influenced by the majority or contact language, both on a sociolinguistic macro-level as well as on the micro-level. In the search for explanations, particular attention is given to typological aspects of language change under the conditions of language contact.
