Rudolph and Susanne Hoeber Rudolph focus on this modern-day pursuit by offering a comprehensive analysis of India's political economy. India occupies a paradoxical plane among nation states: it is both developed and underdeveloped, rich and poor, strong and weak. These contrasts locate India in the international order. The Rudolphs' theory of demand and command polities provides a general framework for explaining the special circumstances of the Indian experience. Contrary to what one might expect in a country with great disparities of wealth, no national party, right or left, pursues the politics of class. Instead, the Rudolphs argue, private capital and organized labor in India face a "third actor"—the state. Because of the dominance of the state makes class politics marginal, the state is itself an element in the creation of the centrist-oriented social pluralism that has characterized Indian politics since independence. In analyzing the relationship between India's politics and its economy, the Rudolphs maintain that India's economic performance has been only marginally affected by the type of regime in power—authoritarian or democratic. More important, they show that rising levels of social mobilization and personalistic rule have contributed to declining state capacity and autonomy. At the same time, social mobilization has led to a more equitable distribution of economic benefits and political power, which has enhanced the state's legitimacy among its citizens. Book excerpt: The story of black conservatives in the Republican Party from the New Deal to Ronald Reagan Covering more than four decades of American social and political history, The Loneliness of the Black Republican examines the ideas and actions of black Republican activists, officials, and politicians, from the era of the New Deal to Ronald Reagan's presidential ascent in 1980. Their unique stories reveal African Americans fighting for an alternative economic and civil rights movement—even as the Republican Party appeared increasingly hostile to that very idea. Black party members attempted to influence the direction of conservatism—not to destroy it, but rather to expand the ideology to include black needs and interests. As racial minorities in their political party and as political minorities within their community, black Republicans occupied an irreconcilable position—they were shunned by African American communities and subordinated by the GOP. In response, black Republicans vocally, and at times viciously, critiqued members of their race and party, in an effort to shape the attitudes and public images of black citizens and the GOP. And yet, there was also a measure of irony to black Republicans' "loneliness": at various points, factions of the Republican Party, such as the Nixon administration, instituted some of the policies and programs offered by black party members. What's more, black Republican initiatives, such as the fair housing legislation of senator Edward Brooke, sometimes garnered support from outside the Republican Party, especially among the black press, Democratic officials, and constituents of all races. Moving beyond traditional liberalism and conservatism, black Republicans sought to address African American racial experiences in a distinctly Republican way. The Loneliness of the Black Republican provides a new understanding of the interaction between African Americans and the Republican Party, and the seemingly incongruous intersection of civil rights and American conservatism.

Book excerpt: In the half century after 1945, South Korea went from an impoverished, largely rural nation ruled by a succession of authoritarian regimes to a prosperous, democratic industrial society. No less impressive was the country's transformation from a nation where a majority of the population had no formal education to one with some of the world's highest rates of literacy, high school graduates, and university students. Drawing on their premodern and colonial heritages as well as American education concepts, South Koreans have been largely successful in creating a schooling system that is comprehensive, uniform in standard, and universal. The key to understanding this educational transformation is South Korean society's striking, nearly universal preoccupation with schooling-what Korean's themselves call their "education fever." This volume explains how Koreans' concern for achieving as much formal education as possible appeared immediately before 1945 and quickly embraced every sector of society. Through interviews with teachers, officials, parents, and students and an examination of a wide range of written materials in both Korean and English, Michael Seth explores the reasons for this social demand for education and how it has shaped nearly every aspect of South Korean society. He also looks at the many problems of the Korean educational system: the focus on entrance examinations, which has tended to reduce education to test preparation; the overheated competition to enter prestige schools; the enormous financial burden placed on families for costly private tutoring; the inflexibility created by an emphasis on uniformity of standards; and the misuse of education by successive governments for political purposes.

Drawn to the ideals of the French Revolution, Renouvier came to recognize that the free will and civil liberties he supported were essential to the pursuit of science, contrary to the ideologies of positivists and socialists who would restrict liberty in the name of science. He struggled against monarchy and religious authority in the period up through 1848 and defended a liberal, secular form of political organization at a critical turning point in French history, the beginning of the Third Republic. As Warren Schmaus argues, Renouvier’s work provides an example of one way in which philosophy of science can succeed in bringing about change in political life—by critiquing political ideologies that falsely claim absolute certainty on religious, scientific, or any other grounds. To find answers, author Errol Wayne Stevens takes readers through the history of such movements as the Utopian Society, Dr. Francis Townsend’s old-age revolving pension plan, Upton Sinclair’s End Poverty in California gubernatorial campaign, and Retirement Life Payments, known as Ham and Eggs. The book also examines the Los Angeles Communists and the free-market capitalists, both quasi-religious movements with large followings, as well as the self-help cooperatives, a spontaneous upsurge of neighbors who came together to help one another in a time of desperate need. As to these movements’ extraordinary popularity, Stevens finds the standard explanations unpersuasive. He debunks the idea that naïve, unsophisticated Southern Californians, living aimless, empty lives, suffering from ennui, and longing for community, readily supported charismatic leaders who promised a way out of the Great Depression. In Stevens’s telling, Southern Californians supported these movements because they spoke to their needs. Fearful or desperate, some elderly and hopeless, Angelenos cared less about the programs’ feasibility than about their promise of relief. As one Ham and Eggs supporter succinctly explained: “It may be a racket and maybe it won’t work more than a couple of weeks, but that will be $60 more than I ever got before for one vote.” Finding parallels between past and present, readers might wonder why people remain loyal to programs that prove unrealistic, or why voters continue to support leaders who reveal, time and again, their ignorance or dishonesty. In its illumination of a troubled time in American history not so long ago, this book offers insight into our own.
