The report of the Labour Party Defence Study Group, which met from early 1975 to mid-1977, represents a unique attempt to portray defence policy in the context of disarmament and the need to restructure and control the institutions of defence – in particular the defence industry. The report presented the fullest study made by any British political party concerning the implications and consequences of its stated defence policy, and embodied an examination of defence from the perspective of approaches of disarmament. At the same time, the search for a new policy in international relations was harmonised with the further development of a new industrial strategy, concentrating upon the potential for converting part of military industry to civil work. This work which presents a distinctive intervention in the general debate concerning defence policy, industrial and technological planning, economic priorities and public policy, will be of considerable relevance to both specialists in each of these fields as well as the general reader.

In contrast to many recent books justifying conservatism and varieties of Marxism, Keith Dixon defends the two great principles underpinning democratic socialism – freedom and equality. He aims both to restore the idea of freedom to its proper place in the political vocabulary of the left and to defend a stark version of freedom as absence of constraint. Only this version of freedom, he argues, is consistent with the proper defence of civil liberties. Dixon also defends radical egalitarianism from its critics, who either repudiate its full force or reject it out of hand. He believes that freedom and equality are potentially realizable socialist goals, that democratic socialism is not necessarily linked with fraternalism, and – above all – that it should be based upon a firm and consistent conception of individuality.

The European council movements, which developed in the immediate post-First World War era, were the most impressive of a number of attempts to develop workers’ councils throughout the twentieth century. However, in spite of the recent challenges to liberal democracy, the question of council democracy has so far been neglected within democratic theory. This book seeks to interrogate contemporary democratic institutions from the perspective of the resources that can be drawn from a revival and re-evaluation of the forgotten ideal of council democracy. This collection brings together democratic theorists, socialists and labour historians on the question of the relevance of council democracy for contemporary democratic practices.
