In order to make a real difference and address this human rights problem, researchers and policy makers need reliable data. In Death in Custody, Roger A. Mitchell Jr., MD, and Jay D. Aronson, PhD, share the stories of individuals who died in custody and chronicle the efforts of activists and journalists to uncover the true scope of deaths in custody. From Ida B. Wells's enumeration of extrajudicial lynchings more than a century ago to the Washington Post's current effort to count police shootings, the work of journalists and independent groups has always been more reliable than the state's official reports. Through historical analysis, Mitchell and Aronson demonstrate how government at all levels has intentionally avoided reporting death in custody data. Mitchell and Aronson outline a practical, achievable system for accurately recording and investigating these deaths. They argue for a straightforward public health solution: adding a simple checkbox to the US Standard Death Certificate that would create an objective way of recording whether a death occurred in custody. They also propose the development of national standards for investigating deaths in custody and the creation of independent regional and federal custodial death review panels. These tangible solutions would allow us to see the full scope of the problem and give us the chance to truly address it.

The publication of the Youth Crime Action Plan during 2008 and the increasing emphasis on early intervention provides a framework to consider again the interface between local services and secure residential placements. This report brings together contributions from leading experts on young people and criminal justice to critically examine current policy and practice. There are vital questions for both policy and practice on whether the use of custody reduces re-offending or whether other forms of residential placements are more effective long-term. Any new development of this kind makes it necessary to examine the possible effects of the new measures and to test by reliable methods of criminological research whether the new forms of treatment have led to the desired results. This is particularly so with methods of treatment for which there is no previous parallel. It was from such a proposition that the present study of senior detention centres was undertaken. This study of a senior centre was based entirely on records available at the centre and on evidence of reconvictions obtained from the police and the military authorities. The two centres chosen for the experiment were Werrington House, near Stoke-on-Trent, and Aylesbury Centre, which was adapted for use as a detention centre after the girl's borstal and women's prison had been removed elsewhere.
