Book excerpt: In their efforts to impose colonial rule on Nueva Vizcaya from the sixteenth century to the middle of the seventeenth, Spaniards established missions among the principal Indian groups of present-day eastern Sinaloa, northern Durango, and southern Chihuahua, Mexico—the Xiximes, Acaxees, Conchos, Tepehuanes, and Tarahumaras. Yet, when the colonial era ended two centuries later, only the Tepehuanes and Tarahumaras remained as distinct peoples, the other groups having disappeared or blended into the emerging mestizo culture of the northern frontier. Why were these two indigenous peoples able to maintain their group identity under conditions of conquest, while the others could not? In this book, Susan Deeds constructs authoritative ethnohistories of the Xiximes, Acaxees, Conchos, Tepehuanes, and Tarahumaras to explain why only two of the five groups successfully resisted Spanish conquest and colonization. Drawing on extensive research in colonial-era archives, Deeds provides a multifaceted analysis of each group's past from the time the Spaniards first attempted to settle them in missions up to the middle of the eighteenth century, when secular pressures had wrought momentous changes. Her masterful explanations of how ethnic identities, subsistence patterns, cultural beliefs, and gender relations were forged and changed over time on Mexico's northern frontier offer important new ways of understanding the struggle between resistance and adaptation in which Mexico's indigenous peoples are still engaged, five centuries after the "Spanish Conquest."

Book excerpt: Mexicans and those who follow Mexican affairs were optimistic in 2000 when the country experienced its first alternation in government (from the Partido Revolucionario Institucional –PRI--to the Partido Acción Nacional--PAN) in more than 70 years. Moreover, the Mexican economy had been restructured in a more open, market-led direction in the course of the 1980s and 1990s. The outcomes of these dual transitions were expected to create a new type of politics that were representative and accountable to citizens, and an economy that would grow rapidly, as it was forced to modernize by facing international competition. Some two decades later, views about Mexico are much less sanguine, and for many the country continues to follow a bipolar politico-economic trajectory characterized by periods of enthusiasm and mania which are followed by crisis and depression. This book presents a new analytical framework and reviews in detail Mexico’s political and economic history since the 1980s. The explanation offered is based on the idea of ‘misplaced monopolies’--i.e. an open political regime but a weak, fragmented state, and an internationally open economy, but highly concentrated economic sectors and activity in the domestic sphere. Accordingly, sown in the course of the crisis-ridden 1980s and 1990s, misplaced monopolies grew roots and became core features of Mexico’s political economy in the 2000s and 2010s. The end result has been great concentration of wealth in a small number of hands, and the dramatic growth in brutal violence in many parts of the country. From this perspective, unless ‘misplaced monopolies’ are reversed, conditions will remain prone to crisis, polarization, and conflict in Mexico. This volume concludes by extrapolating the framework and placing Mexico in comparative perspective, alongside internationally important countries such as Brazil, China, India, and Russia. This is a highly original investigation that will interest people who follow Mexican politics and its economy. The analytical framework will be of use to analysts, scholars, and students of comparative political economy, democratization studies, market reforms, and security and conflict studies.

Tracking Mexico's transition from colony to nation, Jaffary demonstrates the central role of reproduction in ideas about female sexuality and virtue, the development of modern Mexico, and the growth of modern medicine in the Latin American context. The story encompasses networks of people in all parts of society, from state and medical authorities to mothers and midwives, husbands and lovers, employers and neighbors. Jaffary focuses on key topics including virginity, conception, contraception and abortion, infanticide, "monstrous" births, and obstetrical medicine. Her approach yields surprising insights into the emergence of modernity in Mexico. Over the course of the nineteenth century, for example, expectations of idealized womanhood and female sexual virtue gained rather than lost importance. In addition, rather than being obliterated by European medical practice, features of pre-Columbian obstetrical knowledge, especially of abortifacients, circulated among the Mexican public throughout the period under study. Martha Menchaca begins with the Spanish settlement of Texas, exploring how Mexican Americans’ racial heritage limited their incorporation into society after the territory’s annexation. She then illustrates their political struggles in the nineteenth century as they tried to assert their legal rights of citizenship and retain possession of their land, and goes on to explore their fight, in the twentieth century, against educational segregation, jury exclusion, and housing covenants. It was only in 1967, she shows, that the collective pressure placed on the state government by Mexican American and African American activists led to the beginning of desegregation. Menchaca concludes with a look at the crucial roles that Mexican Americans have played in national politics, education, philanthropy, and culture, while acknowledging the important work remaining to be done in the struggle for equality.
