Book excerpt: This report examines the practical issues that police departments face when considering the adoption, design, and implementation of "quality circle" programs, in which small groups of employees, primarily nonmanagement personnel from the same work unit, meet regularly to identify, analyze, and recommend solutions to problems confronting their work unit. This book reports on a 2-year (1983 and 1984) study of quality circles that involved a relevant literature review, a mail survey of police departments, telephone interviews with department personnel responsible for quality circles, a review of materials, and onsite field work. The study resulted in indications of the likely outcomes of police quality circles and information about specific ways to better apply quality circles and similar employee participation programs in police departments. The study concludes that the use of quality circles in police departments has the potential to achieve a number of small-scale service improvements in work units that use them. The effective use of quality circles, however, requires modest expenditures for training, overtime pay, and other activities of quality circles. There is no evidence to date that quality circles produce any major improvements in service delivery or productivity. The circles have typically focused on improving working conditions and the resolution of relatively minor, narrowly focused operating problems. Absent continuing maintenance of the circles and the identification of issues that impact employees' work, quality circles tend to deteriorate after a year or two. The long-term survival of quality circles depends on voluntary participation, a motivated facilitator who is given time to devote to the circle's operation, and explicit support and recognition from upper management. Detailed recommendations are offered for the development and maintenance of quality circles so they can fulfill their potential for improving work unit operations and employee morale. 24 notes and 101 references.

To ensure success, it is essential that organizational leaders encourage and constantly supervise this management process. Performance improvement occurs when there is an ongoing process that creates strategic performance objectives, such as measures performance, collects, and analyses, which result in the reporting of performance data that can focus on improvement. The key chapter in the text is entitled “Accountability for Performance” inasmuch as it circumscribes the remainder of the concepts discussed, and reviews the necessity of creating an accountability environment fostered by positive communications. The pivotal aspects of accountability are discussed, and each of the five levels reviewed. Chapters deal with a range of potential evaluation tools to include logic models, crime mapping, program evaluation techniques, and problem solving. Considerable attention is given to performance measurement, the different types of measurement and commonly used measures in law enforcement. There is also a brief discussion of CompStat and its four principles with special emphasis on relentless follow-up and assessment. In addition, attention is given to the utilization of performance information and the research measurements that create process improvements. Within the proactive problem-solving process, the reader will find basic questions for the scanning process, objectives, means of defining a problem, environmental surveys, and the recognized sequence of analysis. Consideration is given to the discussion of data quality, verification, validation, and information sources. Law enforcement professionals, re-searchers, planners, policymakers, and stakeholders at all levels can use this text as a significant resource in the development of performance-based management that stresses accountability, competence and performance.

Book excerpt: Management by objectives (MBO) is defined and the planning, organization, and functions of police patrol are considered from this approach. The text is directed at police administrators. MBO means defining objectives and goals of an organization, and then allocating resources according to the defined objectives. It implies the complete understanding of the objectives by all members of the organization and the development of a path between the organization and personnel toward achieving the defined objectives. Use of the MBO approach would require provision of subgoals for organizational components, implementation of programs directed at achieving goals, and the ability to modify the goals if necessary. A MBO model for police departments is presented and instructions and guides are provided for charting goals and objectives. The area of leadership and interpersonal relationships in a police department is examined since the MBO approach would require a nontraditional leadership style, organization-wide input into planning, and increased delegation of authority. The major components of patrol operations are examined from the MBO perspective: planning; techniques; organization; special operations; team policing; scientific method (i.e., measuring productivity); manpower distribution, command and control; and reporting, records, and information. Crime prevention is defined and the role of the community in effecting crime control is considered. Charts and illustrations provided in the text outline patrol and patrol management techniques. The final chapter discusses social and economic change that is influencing police administration. Change strategy is considered, and the section presents change models used in Los Angeles, Calif., and Dallas, Tex. Future directions for police-patrol administration are predicted. The appendixes contain management-planning outlines for establishing a new unit within a department (e.g., a prevention unit) and for implementing a community involvement program. Bibliographical references are provided at the end of sections and an index is included.
