Book excerpt: Improved energy efficiency in rental housing is important from the perspectives of environmental, economic, and social policy, but upgrades to such buildings lag those of owner-occupied properties. With myriad reasons to improve the efficiency of this sector, this thesis seeks to better understand the barriers and strategies to achieve this goal. This research was inspired by recent partnerships among municipalities, community-based organizations, and utilities in Massachusetts, which create a new medium to serve the rental sector. Upon investigation of the policies of five jurisdictions throughout the United States, this thesis finds that well designed policies may 1) establish a minimum standard of energy efficiency in rental properties, 2) enable energy efficiency program administrators to focus attention beyond basic measures to deeper retrofits, and 3) facilitate the valuation of energy efficiency in housing markets. Additionally, this research presents a cross-cutting analysis of policy options, highlights key elements, and offers suggestions to complement existing efforts in Massachusetts, such as these partnerships, to improve the energy efficiency of rental properties.

Book excerpt: In response to the predicted potential loss of nearly a million affordable rental homes in the United States, the MacArthur Foundation in 2000 launched a large philanthropic initiative called Window of Opportunity (WOO) to preserve privately owned affordable rental housing. By 2011, the foundation had learned from its WOO recipients and affiliates that improvements in energy efficiency (EE) could enable residential building energy costs to be lowered, improving cash flow and, by extension, the viability of multifamily affordable rental housing. As a consequence, the foundation decided to invest in energy efficiency. From 2012 to 2015, the MacArthur Foundation awarded 39 grants and loans totaling $27.5 million to promote the energy efficiency of multifamily affordable rental housing. Awardees for these grants and loans spanned the real estate, energy, and environmental sectors. This evaluation confirms that there have been marked increases nationally since 2010 in investments in the energy efficiency of multifamily rental housing, including in the subset that is affordable. Interviews, grantee accomplishments, and two case studies indicate that, of the seven desired outcomes the foundation outlined for Window of Opportunity-Energy Efficiency (WOO-EE), the initiative's greatest contributions were to help improve cross-sector collaboration and to increase awareness of EE as a preservation tool for affordable multifamily rental housing. WOO-EE activities had a smaller positive influence on three more of the outcomes, had no appreciable influence on one of them, and had an unknown influence on another.

Energy efficiency implementation has been slow, however, due to a number of practical barriers, and few building sectors face higher hurdles to energy efficiency than rental housing. In this thesis I ask: What are the major barriers to investment in energy efficiency for rental housing? How well do existing policies and programs address these barriers? And finally, which strategies are best suited to overcome the barriers that face rental housing efficiency? I describe several barriers, from split incentives to transaction costs, that limit energy efficiency for rental housing. Existing policies and efficiency programs do not adequately address most of these barriers. While there is no silver bullet solution to facilitate energy efficiency for rental housing, I identify a variety of policy options that can be implemented at the federal, state, and local levels. One measure in particular, a "green lease," holds great promise for overcoming split incentives and other obstacles. A combination of voluntary and regulatory measures will be necessary to deeply penetrate the rental housing efficiency market. Finally, I argue that policy packages must be tailored to the conditions of local rental housing markets, and local energy initiatives hold great promise as part of the solution.

Book excerpt: Improving the energy efficiency of residential buildings is of paramount importance to reduce CO2 emissions and hence to achieve a climate-neutral building stock - the objective of the German government for 2045. Thereby, a focus on the existing building stock is needed, as regulations for new buildings are already quite tight in terms of energy efficiency, and a large proportion of the dwelling stock of 2045 already exists today. For the important segment of rental housing, split incentives are often invoked as an impediment for energy-related investments. Yet this implicitly takes the tenant-landlord relationship as given. On the market where prospective renters meet the dwelling offers, competitive forces and rational behavior on both sides would imply that the monthly net rent should reflect (with opposite sign) differences in expected monthly heating costs - other things being equal. We test this hypothesis by specifying a hedonic price model that reflects this gross-cost-of-renting perspective and applying it on a detailed dataset including dwelling and neighborhood characteristics. As a case study, we use data for the German state of North Rhine-Westphalia, which implies that variations in regulatory and meteorological conditions are small, while large socioeconomic differences across subregions exist (e.g., in terms of purchasing power or unemployment rates). Drawing on 844,229 observations from 2014 to 2020 on a small spatial scale, we find a premium for more efficient apartments; however, it is rather small. The expected energy cost savings exceed the premium by approximately a factor of six. Rather, we find large discounts if apartments use heating technologies that are known to be inefficient. The paper explores various explanations for these outcomes, considering both landlord and renter behavior as well as institutional settings.

Book excerpt: Concerns about global warming and growing scarcity of fossile fuels require substantial changes in energy consumption patterns and energy systems, as targeted by many countries around the world. One key element to achieve such transformation is to increase energy efficiency of the housing stock. In this context, it is frequently argued that private investments are too low in the light of the potential energy cost savings. However, heterogenous incentives to invest in energy efficiency, particularly for owner-occupants and landlords, may serve as one explanation. This is particularly important for countries with a large rental sector, like Germany. Nevertheless, previous literature largely focuses on the pay offs owner-occupants receive, leaving out the rental market. This paper addresses this gap by comparing the capitalization of energy efficiency in selling prices (rents) for both types of residences. For this purpose data from the Berlin housing market are analyzed in hedonic regressions. The estimations reveal that energy efficiency is well capitalized in apartment prices and rents. The comparison of implicit prices and the net present value of energy cost savings/rents reveals that investors anticipate future energy and house price movements reasonably. However, in the rental segment, the value of future energy cost savings exceeds tenants' implicit willingness to pay by factor 2.98. This can either be interpreted as a result of market power of tenants, uncertainty in the rental relationship, or the "landlord-tenant dilemma."

Book excerpt: Energy efficiency and renewable energy are key pillars of the energy transition that is high on the political agenda of governments in face of the climate crisis. Germany, however, is underperforming in its emissions reduction goals. There is still room for improvement, especially in the building sector - but this is often associated with high upfront investments. There is evidence that the market for energy efficiency in the German rental housing market is inefficient, resulting in underinvestment. To investigate these inefficiencies, this study estimates a hedonic pricing model combined with a total-cost-of-use perspective based on the observation of warm rents for a sample of 3,903,473 rental offers from 2014 to 2021. In a "perfect world", the effect of the energy performance score given in energy performance certificates as an indicator of energy consumption or demand, respectively, is expected to be zero, as corresponding costs are already included in the warm rent. If the coefficient is significantly different from zero, it can be interpreted as measure for inefficiencies. The study further investigates whether disclosing heating costs in real estate advertisements could lead to a better appreciation of energy efficiency in the rental market and thus contribute to closing the information gap. Results show that the market for energy efficiency is indeed inefficient; however, the disclosure of full information can help to overcome these inefficiencies. These results lead to several important policy implications.
