From that point in time United States Air Force (USAF) and Army officers have debated the importance of CAS. While the Army has relied on the USAF to provide CAS, the USAF has prioritized the counterland mission third in its hierarchy. As a result, many aspects of the CAS delivery system, such as the Air Support Operations Center (ASOC), have been neglected and are therefore undermanned, poorly trained, and ill-equipped. These doctrinal deficiencies coupled with poor joint relationships and intra and interservice mission creep have led to the ineffective use of joint airpower in support of the Joint Forces Land Component Commander (JFLCC). Book excerpt: Although airpower capabilities have improved dramatically in the past decade, the joint warfighting potential offered by these capabilities is not being fully realized. Service transformation efforts and lessons learned during combat operations in Afghanistan and Iraq highlight doctrinal and technical issues with air and ground integration. The authors propose several alternative options for improving the effectiveness of air and ground fires and maneuver. To compare the potential effectiveness of the options, they develop a methodology that models the essential counterland air-ground interactions under discussion, based on a scenario that focuses on the disruption of enemy ground force maneuver. They suggest a new joint warfighting concept that has design elements specifically put in place to enhance the prioritization and synchronization of joint fires and maneuver. This concept offers important benefits and significant added flexibility for employing joint forces to achieve the commander's objectives across the entire theater.

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

Book excerpt: In March 2005 the first Space Weapons Officer Air and Space Integration Conference was held at Maxwell Air Force Base, Alabama, as a joint effort between Air Force Space Command (AFSPC) and Air Education and Training Command. As then- AFSPC commander Gen Lance Lord stated in the invitation to the cadre of space weapons officers (SWO):1 "We want to hear from the Space Weapons Officers on the best way to integrate space capabilities at the operational level of warfare. What do they think is the best way to do business? Differing views are okay. Articulate pros/cons and support with past experiences- what's worked, what hasn't." General Lord envisioned a regular event where SWOs would gather in the spirit of the Air Corps Tactical School to discuss, argue, and generate new ideas that could then be tested in war games and exercises for incorporation in doctrine, organization, strategy, tactics, and procedures. The authors of each chapter presented their ideas directly to General Lord and over a dozen general officers from around the Air Force. The entire cadre of space-officer graduates of the Air Force Weapons School at Nellis AFB, Nevada, was invited, and more than 60 attended. The SWOs presented their ideas not only to senior leadership but also to their colleagues and peers. In the Air University tradition of nonattribution, most of the ideas presented generated lively debate. In particular, a recurring theme of "normalizing" the presentation of space forces to the theater commander was greeted with approval from most SWOs, although some of the senior officers in attendance were not quite as enthusiastic. The chapters in Space Power Integration address issues across a spectrum of air- and space-integration topics at the operational level of war. Several studies argue that current space doctrine regarding organization and command relationships needs to be revised, with recommendations ranging from subtle modifications to paradigm-changing constructs. It is important to note that a major revision to Air Force Doctrine Document (AFDD) 2-2, Space Operations, was in process at the time of the conference and during the preparation of this book. As such, many of the fundamental arguments about organizing space forces to best support the theater joint force commander may have been addressed within doctrine. Doctrine does not and cannot provide extensive implementation guidance and direction; therefore, Space Power Integration provides some perspectives from space operators who have had direct responsibilities for integrating air and space power at the operational level of war.

Colonel Brown also proposes a responsive and interoperable joint organizational construct capable of integrating the effects created by fire and maneuver. He completes his proposals by recommending a standardized coordination-measure construct to allow timely decision making and execution in future joint operations.
