Book excerpt: The $33 billion Building Canada Fund set up in the 2007 budget provided funding for water treatment in the Yukon, and for upgrades to water and sewer systems in Québec.42 The November 2008 Speech from the Throne focused on water to the extent that the government committed to bring in legislation to ban all bulk water transfers or exports from Canadian freshwater basins.43. [...] The court found that given the amount of GHGs to be emitted to the atmosphere and the evidence presented that intensity-based targets will not address the problem of GHG emissions,. [...] The panel recognized that: ...key sustainability objectives are to ensure net gains without significant adverse impacts during the life of the Project and effective use of the Project and associated opportunities as a bridge to a desirable and durable future .... The core question asked by the Panel was: Can we be reasonably confident that the Project as filed, if built and operated with full implemen [...] For its part, the Joint Panel Review undertook no cumulative effects assessment to determine the need for protected areas, and thus missed the opportunity to make serious recommendations to conserve the biodiversity of the boreal forest in the region. [...] There was no mention of Québec's 2004 protected areas strategy, and how the project might affect its goals and related action plans.106 Mackenzie Gas Project In contrast to the Kearl and Romaine project panel reviews, the MGP Joint Review Panel undertook a serious analysis of the impacts of the project on conservation management and protected areas in the Mackenzie Valley.

It is essential that these programs be well organized, adequately funded, and closely linked with the policy-making process. The report suggests that there are many excellent scientists and engineers in the federal research system, but they are operating within organizations and under a set of priorities that are directed more toward the problems of the past than the problems of today and tomorrow. The Commission asserts that the complex environmental problems of today require a restructuring of the federal environmental R&D system and the redirection of many of its programs to a new set of priorities. The report discusses over a dozen federal departments and agencies that conduct environment-related R&D and the need for a more dynamic, interrelated organizational structure and more effective assessment and policy-making processes. A variety of suggestions are presented for improving the R&D programs of individual departments and agencies, and among other measures, strengthening and streamlining R&D infrastructure, providing strong leadership, encouraging multidisciplinary research efforts, and improving coordination among research programs. A recommendation "To Improve Educational Programs in the Environmental Sciences" appears in the section on "Building a Strong Intellectual Base" (Chapter 7). Book excerpt: In the three decades since the U.S. Environmental Protection Agency (EPA) was created, the agency's scientific and technical practices and credibility have been independently assessed many times in reports from the National Research Council (NRC), EPA Science Advisory Board, General Accounting Office, and many other organizations; in congressional oversight and judicial proceedings; and in countless criticisms and lawsuits from stakeholders with interests in particular EPA regulatory decisions. As a previous independent panel put it in the 1992 report Safeguarding the Future: Credible Science, Credible Decisions, EPA's policy and regulatory work receives a great deal of public attention, but the agency's scientific performance typically receives a similar degree of attention only when the scientific basis for a decision is questioned. Thus, strong scientific performance is important not only to enable EPA to make informed and effective decisions, but also to gain credibility and public support for the environmental protection efforts of EPA and the nation. This report is the fourth and final one in a series prepared by two independent expert committees convened by the NRC in response to a request from Congress and to subsequent, related requests from EPA. The Committee on Research Opportunities and Priorities for EPA-the companion committee in this study-was charged to provide an overview of significant emerging environmental issues, identify and prioritize research themes most relevant to understanding and resolving those issues, and consider the role of EPA's research program in the context of research being conducted or supported by other organizations. That committee published an interim report in 1996 and a final report, Building a Foundation for Sound Environmental Decisions, in 1997. The Committee on Research and Peer Review in EPA was charged to evaluate research management and scientific peer-review practices in the agency. The committee published an interim report in 1995 and this final report.

Book excerpt: The U.S. government supports a large, diverse suite of activities that can be broadly characterized as "global change research." Such research offers a wide array of benefits to the nation, in terms of protecting public health and safety, enhancing economic strength and competitiveness, and protecting the natural systems upon which life depends. The U.S. Global Change Research Program (USGCRP), which coordinates the efforts of numerous agencies and departments across the federal government, was officially established in 1990 through the U.S. Global Change Research Act (GCRA). In the subsequent years, the scope, structure, and priorities of the Program have evolved, (for example, it was referred to as the Climate Change Science Program [CCSP] for the years 2002-2008), but throughout, the Program has played an important role in shaping and coordinating our nation's global change research enterprise. This research enterprise, in turn, has played a crucial role in advancing understanding of our changing global environment and the countless ways in which human society affects and is affected by such changes. In mid-2011, a new NRC Committee to Advise the USGCRP was formed and charged to provide a centralized source of ongoing whole-program advice to the USGCRP. The first major task of this committee was to provide a review of the USGCRP draft Strategic Plan 2012-2021 (referred to herein as "the Plan"), which was made available for public comment on September 30, 2011. A Review of the U.S. Global Change Research Program's Strategic Plan addresses an array of suggestions for improving the Plan, ranging from relatively small edits to large questions about the Program's scope, goals, and capacity to meet those goals. The draft Plan proposes a significant broadening of the Program's scope from the form it took as the CCSP. Outlined in this report, issues of key importance are the need to identify initial steps the Program will take to actually achieve the proposed broadening of its scope, to develop critical science capacity that is now lacking, and to link the production of knowledge to its use; and the need to establish an overall governance structure that will allow the Program to move in the planned new directions.

Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.
